JOSÉ RAÚL MULINO QUINTERO, PRESIDENTE DE PANAMÁ
José Raúl Mulino Quintero, nace en David en la Provincia de Chiriquí – Panamá, el 13 de junio de 1959; es un abogado, diplomático y político panameño. Es el actual presidente de la República de Panamá desde el 1 de julio de 2024. Fue ministro de Seguridad Pública y de Gobierno y Justicia durante el gobierno de Ricardo Martinelli, así como Magistrado Suplente de la Corte Suprema de Justicia y como viceministro y ministro de Relaciones Exteriores durante el gobierno de Guillermo Endara Galimany.

Durante los actos de la ceremonia de toma de mando en la República de Panamá el jefe de la diplomacia peruana Javier González-Olaechea Franco y el secretario general iberoamericano, Andrés Allamand, tuvieron la oportunidad de dialogar sobre diversos temas.
Como se sabe Andrés Allamand fue nombrado para dicho cargo durante la I Reunión de Ministros y Ministras de Relaciones Exteriores de Iberoamérica camino a la XXVIII Cumbre Iberoamericana de Jefes de Estado y de Gobierno de República Dominicana, el 26 de noviembre de 2021 en Santo Domingo, asumiendo sus funciones el 8 de febrero de 2022.
Durante el encuentro, ambos diplomáticos tuvieron la oportunidad de dialogar sobre la proyección de la cooperación en Iberoamérica y sobre la realización de la XXIX Cumbre Iberoamericana, que tendrá lugar en noviembre próximo.
