Según la Ley N.º 32378, que modifica la Ley N.º 27933 del Sistema Nacional de Seguridad Ciudadana, Migraciones se une al Conasec en calidad de miembro titular y se convierte en la entidad número 25 con voz en la toma de decisiones en políticas de seguridad.
“La delincuencia y la criminalidad presentan hoy, de alguna manera, vinculación con fenómenos como la migración irregular. Por eso, estamos coordinando todos los sectores del Estado para diseñar estrategias integrales que permitan combatir con mayor eficacia las amenazas del crimen organizado”, afirmó el presidente del Consejo de Ministros, Eduardo Arana.
La norma, emanada del Congreso, promulgada por el Ejecutivo y publicada en la separata de Normas Legales de El Peruano, también establece que el Conasec debe sesionar de forma ordinaria seis veces al año, al menos dos de ellas de manera descentralizada, y que deberá presentar un informe anual ante el Congreso sobre el cumplimiento de políticas, planes y estrategias de seguridad ciudadana, promoviendo así mayor transparencia y coordinación interinstitucional.
La norma refuerza el rol preventivo de la Policía Nacional del Perú en coordinación con los gobiernos locales, dispone la actualización del mapa del delito y su difusión mediante medios de comunicación masivos, a fin de centrar los esfuerzos en las zonas con mayor incidencia delictiva.
Con esta medida, el Gobierno avanza hacia una estrategia de seguridad más moderna, descentralizada y eficaz, alineada con los desafíos actuales que enfrenta el país en materia de criminalidad.

According to Law No. 32378, which amends Law No. 27933 of the National Citizen Security System, Migration joins Conasec as a full member and becomes the 25th entity with a voice in decision-making regarding security policies.
“Crime and criminality are now, in some way, linked to phenomena such as irregular migration. Therefore, we are coordinating all sectors of the State to design comprehensive strategies to more effectively combat the threats posed by organized crime,” stated the President of the Council of Ministers, Eduardo Arana.
The law, issued by Congress, promulgated by the Executive Branch, and published in the Legal Norms supplement of El Peruano, also establishes that Conasec must meet regularly six times a year, at least two of them in a decentralized manner, and that it must submit an annual report to Congress on compliance with citizen security policies, plans, and strategies, thus promoting greater transparency and inter-institutional coordination.
The law strengthens the preventive role of the Peruvian National Police in coordination with local governments, mandates the updating of the crime map and its dissemination through mass media, in order to focus efforts on areas with the highest crime rate.
With this measure, the Government is moving toward a more modern, decentralized, and effective security strategy, aligned with the current challenges facing the country in terms of crime.
