“Hermanas y hermanos mineros, trabajando juntos podemos construir una minería formal para todos ustedes con grandes beneficios para sus familias. Es tiempo de dejar atrás las divisiones y forjar un futuro mejor, pues la minería formal no es solo una visión; es una promesa de desarrollo sostenible que transformará sus vidas y sus comunidades”, manifestó.
Durante una conferencia de prensa en Palacio de Gobierno, la mandataria reafirmó el compromiso firme e inquebrantable de su gobierno con la construcción de un Perú que avanza bajo el amparo de la legalidad y el respeto al Estado de derecho.
“Bajo esa premisa, decidimos enfrentar con determinación la minería ilegal, una actividad que depreda nuestros ríos, bosques y montañas, y que está vinculada a delitos como el crimen organizado y la delincuencia común”, enfatizó.
Precisó que, en el marco de esta lucha, el Gobierno viene impulsando la formalización de los pequeños mineros y mineros artesanales que han demostrado voluntad por operar dentro de la legalidad.
En ese sentido, lamentó que, de los más de 50 000 inscritos en el REINFO, cerca de 45 000 llevan más de cuatro años sin cumplir las condiciones mínimas para acogerse a dicho proceso.
“Incluso, algunos de ellos estarían incurriendo en actividades ilícitas. El Estado no será cómplice de ello y actuará con firmeza para proteger el medio ambiente y la salud de los peruanos”, subrayó.
Seguidamente, la presidenta Boluarte sostuvo que la legalidad y la formalidad generan un impacto directo y positivo en la recuperación económica del país. En esa línea, destacó el notable desempeño de las exportaciones minero-metálicas durante el primer trimestre de 2025, impulsadas principalmente por el cobre, el oro, el zinc y la plata.
Precisó que el cobre se consolidó como el principal motor de las exportaciones nacionales, al alcanzar un valor de 6 540 millones de dólares entre enero y marzo, lo que representó un incremento del 21 % en comparación con el mismo periodo del año anterior.
En cuanto al oro, informó que las exportaciones acumuladas en el primer trimestre ascendieron a 4 737 millones de dólares, registrando un crecimiento de 52 %. Solo en marzo, este mineral alcanzó un récord histórico, con envíos valorizados en 1 742 millones de dólares, lo que significó un aumento del 61 % respecto al mismo mes de 2024. “Como podemos ver, las actividades legales son clave para la buena marcha de nuestra economía”, puntualizó.

During a press conference at the Government Palace, the president reaffirmed her government’s firm and unwavering commitment to building a Peru that advances under the protection of legality and respect for the rule of law.
“Based on this premise, we decided to resolutely confront illegal mining, an activity that ravages our rivers, forests, and mountains, and that is linked to crimes such as organized crime and common crime,” he emphasized.
He specified that, within the framework of this fight, the Government has been promoting the formalization of small-scale and artisanal miners who have demonstrated a willingness to operate within the law.
In this regard, he lamented that, of the more than 50,000 registered with REINFO, nearly 45,000 have gone more than four years without meeting the minimum conditions to qualify for this process.
“Some of them are even reportedly engaging in illegal activities. The State will not be complicit in this and will act firmly to protect the environment and the health of Peruvians,” he emphasized.
President Boluarte then stated that legality and formality have a direct and positive impact on the country’s economic recovery. Along these lines, she highlighted the notable performance of mining and metal exports during the first quarter of 2025, driven primarily by copper, gold, zinc, and silver.
She specified that copper consolidated its position as the main driver of national exports, reaching a value of $6.54 billion between January and March, representing a 21% increase compared to the same period last year.
Regarding gold, she reported that cumulative exports in the first quarter amounted to $4.737 billion, registering a 52% growth. In March alone, this mineral reached a historic record, with shipments valued at $1.742 billion, representing a 61% increase compared to the same month in 2024. “As we can see, legal activities are key to the healthy functioning of our economy,” she emphasized.
