“Los mineros no son nuestros enemigos. Nuestro objetivo es hacer respetar las reglas y que comprendan que, a través de ellas, se combate la delincuencia, se pagan impuestos y se mantiene el orden para que la población pueda vivir en paz”, indicó el jefe del Gabinete Ministerial.

En esa línea, el titular de la Presidencia del Consejo de Ministros (PCM) manifestó que es tiempo de trazar una línea de definición entre lo irregular, lo informal y lo que corresponde hacer de manera correcta.

De otro lado, el premier Arana saludó que la Comisión de Energía y Minas del Congreso no haya aprobado la Ley de Pequeña Minería y Minería Artesanal (MAPE). Además, precisó que si se aceptara una extensión del Registro Integral de Formalización Minera (Reinfo), se transmitiría un mensaje en contra del principio de autoridad, la ley y la democracia.

También remarcó que el Ejecutivo mantendrá la firme decisión de excluir del Reinfo a 50 565 personas naturales y jurídicas que permanecían suspendidas por más de un año, y exhortó a los mineros que realizan bloqueos a deponer sus medidas de fuerza.

“Este Gobierno no retrocederá respecto de las decisiones que se han adoptado. Por ello, invocamos a quienes mantienen sus medidas de fuerza al diálogo y la unidad, pero lo hacemos con firmeza: no permitiremos que el derecho a la protesta se desvirtúe en desmanes que vulneren los derechos de terceros”, señaló.

POLÍTICA NACIONAL DE CIENCIA, TECNOLOGÍA E INNOVACIÓN AL 2030
En otro momento, el premier Arana informó que en la sesión del Consejo de Ministros se aprobó la Política Nacional de Ciencia, Tecnología e Innovación al 2030, instrumento que colocará al Perú a la vanguardia de los países que impulsan una mayor inversión en tecnología.

“Este es un plan con el que el Perú aspira a situarse entre las naciones líderes e innovadoras del mundo, en beneficio de las personas, de las empresas y del propio Estado. La investigación científica es fundamental para el desarrollo de un país”, aseveró.

PLAN DE TRABAJO PARA EL DESARROLLO DE LA SELVA CENTRAL
El titular de la PCM destacó la aprobación en Puerto Bermúdez (Oxapampa, Pasco), en consenso con las comunidades indígenas, de un plan de trabajo para el desarrollo de la selva central, que involucra una inversión superior a los 520 millones de soles para la ejecución de más de 200 proyectos que garanticen el desarrollo sostenible.

“Este acuerdo es resultado de varias sesiones de trabajo y contó con la participación de representantes de las federaciones, los apus, la Asociación Regional de Pueblos Indígenas y la Organización Regional de Nacionalidades Amazónicas. Estas acciones reflejan el compromiso del Estado y su visión de llegar a los lugares más recónditos del país para solucionar problemas y proteger el medio ambiente”, precisó.

CONDECORACIÓN “HÉROES DE LA DEMOCRACIA”
De otro lado, el premier Arana resaltó la decisión del Ejecutivo de condecorar con la “Medalla al Defensor de la Democracia” a 1449 ciudadanos, entre licenciados de las Fuerzas Armadas, policías y miembros de comités de autodefensa que, durante las décadas de 1980 y 1990, contribuyeron con la pacificación del país.

Asimismo, añadió que desde su despacho se ha asumido el compromiso de aprobar entre 800 y 1000 reconocimientos mensuales a quienes enfrentaron el terrorismo y defendieron la democracia. “Se trata de un reconocimiento formal del Estado a nuestros conciudadanos que participaron en la lucha contra el terrorismo”, señaló.

On the other hand, Prime Minister Arana welcomed the failure of the Congressional Energy and Mines Committee to approve the Small-Scale and Artisanal Mining Law (MAPE). He also stated that if an extension to the Comprehensive Mining Formalization Registry (Reinfo) were accepted, it would send a message contrary to the principle of authority, the law, and democracy.

He also emphasized that the Executive branch will maintain its firm decision to exclude 50,565 individuals and legal entities from Reinfo, who had been suspended for more than a year, and urged the miners carrying out blockades to cease their measures of force.

“This Government will not back down from the decisions that have been adopted. Therefore, we call on those who maintain their measures of force to dialogue and unity, but we do so firmly: we will not allow the right to protest to be distorted by abuses that violate the rights of others,” he stated.

NATIONAL SCIENCE, TECHNOLOGY, AND INNOVATION POLICY TO 2030
On another occasion, Prime Minister Arana reported that the National Science, Technology, and Innovation Policy to 2030 was approved at the Council of Ministers session, an instrument that will place Peru at the forefront of countries promoting greater investment in technology.

“This is a plan through which Peru aspires to position itself among the world’s leading and innovative nations, for the benefit of people, businesses, and the state itself. Scientific research is fundamental to a country’s development,” he asserted.

WORK PLAN FOR THE DEVELOPMENT OF THE CENTRAL JUNGLE
The head of the PCM highlighted the approval in Puerto Bermúdez (Oxapampa, Pasco), in consensus with indigenous communities, of a work plan for the development of the central jungle. This plan involves an investment of more than 520 million soles for the execution of more than 200 projects that guarantee sustainable development.

“This agreement is the result of several working sessions and included the participation of representatives from federations, the Apus (Association of Indigenous Peoples), the Regional Association of Indigenous Peoples, and the Regional Organization of Amazonian Nationalities. These actions reflect the State’s commitment and its vision of reaching the most remote corners of the country to solve problems and protect the environment,” he stated.

On the other hand, Prime Minister Arana highlighted the Executive Branch’s decision to award the “Defender of Democracy Medal” to 1,449 citizens, including discharged members of the Armed Forces, police officers, and members of self-defense committees who, during the 1980s and 1990s, contributed to the pacification of the country.

He also added that his office has made a commitment to approve between 800 and 1,000 monthly recognitions for those who confronted terrorism and defended democracy. “This is a formal recognition by the State of our fellow citizens who participated in the fight against terrorism,” he stated.
