Esta estrategia se centra en tres pilares fundamentales: la formalización minera, la colaboración interinstitucional y la prevención del delito.
1.- FORMALIZACIÓN DE LA MINERÍA
Arana reiteró el compromiso del Ejecutivo con la formalización de la minería a través de una mesa técnica de diálogo. Esta mesa, instalada recientemente, tiene como objetivos prioritarios: acompañamiento administrativo a mineros informales para su regularización; promoción de la formalización laboral en el sector; y la creación de un marco jurídico sólido para una futura ley minera que garantice una minería responsable, ambientalmente sostenible y que respete los derechos laborales.
El objetivo final es asegurar que la actividad minera contribuya al desarrollo económico del país, generando oportunidades laborales dignas y acceso a servicios de salud para las familias involucradas, sin comprometer el medio ambiente.
2.- COLABORACIÓN INTERINSTITUCIONAL
El premier destacó la estrecha colaboración entre el Gobierno y el Ministerio Público, enfatizando que este último ha sido invitado a participar activamente en la mesa técnica de diálogo sobre minería.
Además, resaltó la importancia del VIII Consejo de Estado Regional, un espacio de diálogo fructífero entre ministros y gobernadores regionales que ha generado compromisos concretos para el desarrollo conjunto de proyectos en beneficio de la población.
Esta cooperación intergubernamental busca optimizar recursos y lograr un impacto más significativo en las diversas regiones del país.
3.- SEGURIDAD CIUDADANA Y LUCHA CONTRA LA CRIMINALIDAD
En el ámbito de la seguridad ciudadana, Arana Ysa anunció la implementación del Plan de Operaciones Fiestas Patrias 2025, un despliegue policial a gran escala para garantizar la seguridad y el orden público durante las celebraciones patrias, con especial énfasis en Lima Metropolitana.
Simultáneamente, se aprobó la prórroga por 60 días del estado de emergencia en varios distritos de Madre de Dios, con el objetivo de intensificar la lucha contra el tráfico ilícito de drogas y la tala ilegal, protegiendo así el medio ambiente y la paz social en la región. Se ha instruido a la Policía Nacional a destinar mayores recursos y esfuerzos a estas operaciones.
TRANSPARENCIA Y LUCHA CONTRA LA CORRUPCIÓN
Finalmente, en respuesta a la liberación de un miembro de la organización criminal “Los Pulpos”, Arana Ysa anunció una investigación exhaustiva a cargo del Ministerio de Justicia y el INPE para esclarecer los hechos. Se ha solicitado un informe detallado sobre la excarcelación y se ha advertido que cualquier irregularidad o acto de corrupción será sancionado con firmeza, aplicando las medidas correctivas necesarias. Esta acción demuestra el compromiso del gobierno con la transparencia y la lucha contra la corrupción en todas sus formas.

This strategy focuses on three fundamental pillars: mining formalization, inter-institutional collaboration, and crime prevention.
1.- FORMALIZATION OF MINING
Arana reiterated the Executive Branch’s commitment to the formalization of mining through a technical dialogue table. This recently established table has as its priority objectives: administrative support for informal miners for their regularization; promotion of labor formalization in the sector; and the creation of a solid legal framework for a future mining law that guarantees responsible, environmentally sustainable mining that respects labor rights.
The ultimate goal is to ensure that mining contributes to the country’s economic development, generating decent employment opportunities and access to healthcare for the families involved, without compromising the environment.
2.- INTER-INSTITUTIONAL COLLABORATION
The Prime Minister highlighted the close collaboration between the Government and the Public Prosecutor’s Office, emphasizing that the latter has been invited to actively participate in the technical dialogue table on mining.
He also emphasized the importance of the 8th Regional State Council, a space for fruitful dialogue between ministers and regional governors that has generated concrete commitments for the joint development of projects for the benefit of the population.
This intergovernmental cooperation seeks to optimize resources and achieve a more significant impact in the country’s various regions.
3.- PUBLIC SECURITY AND FIGHT AGAINST CRIME
In the area of public security, Arana Ysa announced the implementation of the Fiestas Patrias 2025 Operations Plan, a large-scale police deployment to ensure security and public order during the national celebrations, with special emphasis on Metropolitan Lima.
Simultaneously, a 60-day extension of the state of emergency was approved in several districts of Madre de Dios, with the aim of intensifying the fight against drug trafficking and illegal logging, thus protecting the environment and social peace in the region. The National Police has been instructed to allocate greater resources and efforts to these operations.
TRANSPARENCY AND FIGHT AGAINST CORRUPTION
Finally, in response to the release of a member of the criminal organization “Los Pulpos,” Arana Ysa announced a thorough investigation by the Ministry of Justice and the National Institute of Penitentiary and Forestry (INPE) to clarify the facts. A detailed report on the release has been requested, and it has been warned that any irregularities or acts of corruption will be firmly punished, with the necessary corrective measures being applied. This action demonstrates the government’s commitment to transparency and the fight against corruption in all its forms.
