En este contexto, Arana descartó de manera categórica las afirmaciones sobre un supuesto déficit de S/80 millones que estaría afectando la capacidad del Ministerio Público para cumplir con sus funciones constitucionales.

“El Ejecutivo mantiene una política de no negar el presupuesto a ninguna institución del Estado. En el caso específico del Ministerio Público, la situación es que no solo cuentan con los S/80 millones que han manifestado requerir, sino que disponen de un monto incluso superior en su presupuesto actual, recursos que, a la fecha, no han sido ejecutados y de los cuales pueden disponer de manera inmediata”, aseveró el jefe del Gabinete Ministerial.

Durante la conferencia de prensa posterior a la sesión del Consejo de Ministros, Arana detalló que el Ministerio Público presenta un saldo considerable de más de S/1228 millones aún sin ejecutar. De este monto, S/128.3 millones no han sido siquiera certificados, lo que significa que no están asignados a ningún gasto específico. “Mediante un simple trámite administrativo, el Ministerio Público podría disponer de estos recursos para atender sus necesidades”, puntualizó el premier.

Arana advirtió que, de no ejecutarse este significativo monto, los fondos deberán ser reintegrados al Tesoro Público, lo que representaría una oportunidad perdida para fortalecer la labor de la institución. Asimismo, recordó que en los últimos años se ha observado un incremento constante en el presupuesto asignado al Ministerio Público, pasando de más de S/2685 millones en 2022 a más de S/2983 millones en 2025. A pesar de este aumento, la institución ha continuado devolviendo recursos no utilizados: “En 2022, devolvieron S/53 millones; en 2023, S/333 millones; y en 2024, S/87 millones”, detalló.

Adicionalmente, Arana señaló que la unidad ejecutora del Ministerio Público encargada de la Carpeta Fiscal Electrónica cuenta con un presupuesto de S/125 millones, de los cuales apenas se ha ejecutado el 6.1 por ciento. Subrayó que esta herramienta tecnológica, al ser implementada de manera efectiva, podría generar un ahorro considerable de recursos y tiempo, además de promover una mayor transparencia en los procesos.

CONVENIO PARA EL DESARROLLO DEL PENAL EN EL FRONTÓN

En otro momento de la conferencia, el titular de la PCM informó sobre la firma de un importante convenio entre los ministerios de Defensa, Justicia y Derechos Humanos, y Vivienda, Construcción y Saneamiento. El objetivo de este convenio es coordinar esfuerzos para la elaboración del expediente técnico, la remoción de tierras y la posterior construcción de un nuevo establecimiento penitenciario en la isla El Frontón.

“Esta noticia es un claro reflejo del firme propósito del Gobierno de fortalecer el sistema penitenciario nacional mediante el desarrollo de nuevos establecimientos, los cuales se sumarán a varios otros penales que ya están contemplados en el proyecto de presupuesto para el año 2025”, manifestó el premier, destacando la importancia de esta iniciativa para mejorar las condiciones de reclusión y promover la rehabilitación de los internos.

In the specific case of the Public Ministry, the situation is that they not only have the S/80 million they have stated they require, but they have an even higher amount in their current budget, resources that, to date, have not been spent and which they can use immediately,” stated the head of the Ministerial Cabinet.

During the press conference following the Council of Ministers session, Arana explained that the Public Ministry has a significant balance of more than S/1,228 million still unspent. Of this amount, S/128.3 million has not even been certified, meaning it has not been allocated to any specific expenditure. “Through a simple administrative procedure, the Public Ministry could access these resources to address its needs,” the Prime Minister stated.

Arana warned that if this significant amount is not spent, the funds will have to be returned to the Public Treasury, which would represent a lost opportunity to strengthen the institution’s work. He also noted that in recent years, there has been a steady increase in the budget allocated to the Public Ministry, rising from more than S/2,685 million in 2022 to more than S/2,983 million in 2025. Additionally, Arana noted that the Public Ministry’s executive unit in charge of the Electronic Tax File has a budget of S/125 million, of which only 6.1 percent has been spent. AGREEMENT FOR THE DEVELOPMENT OF THE PRISON IN EL FRONTÓN

At another point in the conference, the head of the PCM reported on the signing of an important agreement between the Ministries of Defense, Justice and Human Rights, and Housing, Construction, and Sanitation. The objective of this agreement is to coordinate efforts for the preparation of the technical file, the removal of land, and the subsequent construction of a new penitentiary on El Frontón Island.

“This news is a clear reflection of the Government’s firm commitment to strengthening the national prison system through the development of new facilities, which will be added to several other prisons already included in the 2025 budget proposal,” the Prime Minister stated, highlighting the importance of this initiative to improve prison conditions and promote inmate rehabilitation.
