REVISIÓN DE PROYECTOS EN COLABORACIÓN CON LA FAO

En una reunión de trabajo llevada a cabo el 15 de septiembre de 2025, la Secretaría de Gestión del Riesgo de Desastres (SGRD) de la PCM y representantes de la FAO se congregaron para revisar exhaustivamente la cartera de proyectos que ambas entidades están desarrollando en conjunto. Estos proyectos se enmarcan dentro del Fondo Verde para el Clima, una iniciativa global que busca apoyar a los países en desarrollo en sus esfuerzos por mitigar y adaptarse al cambio climático.

GOBERNANZA Y ARTICULACIÓN CON POLÍTICAS NACIONALES

Uno de los pilares fundamentales de estos proyectos es el fortalecimiento de la gobernanza, tanto a nivel nacional como local, en lo que respecta a los sistemas de alerta temprana. Se pone especial énfasis en la inclusión social, asegurando que todas las voces sean escuchadas y que las soluciones sean equitativas y justas. Además, se busca garantizar la sostenibilidad financiera de estos sistemas, así como su articulación con la Política Nacional de Gestión del Riesgo de Desastres al 2050 y el Plan Nacional de Gestión del Riesgo de Desastres (PLANAGERD) 2022-2030.

TALLERES PARTICIPATIVOS Y DIAGNÓSTICOS

Como parte integral de estas iniciativas, se han llevado a cabo talleres participativos con la colaboración de instituciones técnicas y diversos actores nacionales. Estos talleres tienen como objetivo recopilar información valiosa y perspectivas diversas sobre el estado actual de los sistemas de alerta temprana en el país. Además, se han realizado diagnósticos exhaustivos para identificar las fortalezas y debilidades de estos sistemas. Los resultados de estos talleres y diagnósticos servirán como base para la elaboración de una hoja de ruta que guiará las acciones coordinadas frente a emergencias. Se espera que esta hoja de ruta sea presentada y validada en los próximos meses, convirtiéndose en un instrumento rector para la gestión del riesgo de desastres en Perú.

PLANES DE GESTIÓN DEL RIESGO EN REGIONES CLAVE

Además del fortalecimiento de los sistemas de alerta temprana a nivel nacional, se están promoviendo planes específicos de gestión del riesgo de desastres en regiones consideradas clave, como Cusco, Huánuco y Lambayeque. Estos planes se desarrollan con la participación activa de autoridades locales, comunidades y la sociedad civil en su conjunto. Se presta especial atención a la incorporación de un enfoque intercultural y de género, asegurando que las soluciones sean culturalmente apropiadas, sensibles a las necesidades de todos los grupos de la población y, en última instancia, sostenibles a largo plazo.

ROL DE LA SGRD Y EL SINAGERD

La Secretaría de Gestión del Riesgo de Desastres (SGRD) desempeña un papel fundamental en estas iniciativas, actuando como miembro del Comité Directivo de los proyectos Readiness. En este rol, la SGRD ejerce la rectoría, la coordinación y la supervisión de todas las acciones, garantizando su coherencia con el Sistema Nacional de Gestión del Riesgo de Desastres (Sinagerd). Este sistema es el marco institucional y legal que rige la gestión del riesgo de desastres en Perú, y su fortalecimiento es esencial para proteger a la población y sus medios de vida.
