Desde la XVII Conferencia Anual de Municipalidades Urbanas y Rurales del Perú (CAMUR 2025), el alcalde del distrito de Soritor, en Moyobamba, región San Martín, y destacado dirigente nacional de CAMUR, Segundo Herminio Vázquez, ha emitido un contundente pronunciamiento. El burgomaestre subrayó que este cónclave, celebrado bajo el lema “Continuidad de Inversiones, Implementación del Foncomun Ley 32387 y Pleno Municipal”, representó un espacio crucial e impostergable para la reflexión y el diálogo constructivo.
Vázquez enfatizó que el objetivo primordial de la conferencia fue abordar la trascendental importancia de asegurar la prosecución de inversiones en proyectos de infraestructura y bienestar social que, lamentablemente, se encuentran paralizados en diversas jurisdicciones del país. Ante esta realidad, el dirigente hizo un enérgico llamado al Gobierno Central, instando específicamente al Ministerio de Economía y Finanzas (MEF), a tomar medidas decisivas.
La invocación del alcalde de Soritor se centra en la urgente necesidad de activar estos proyectos estancados mediante una implementación rigurosa y eficiente de los recursos provenientes del Fondo de Compensación Municipal (FONCOMUN). Asimismo, recalcó la vitalidad de fortalecer los plenos municipales, considerándolos pilares fundamentales para la gobernanza local y la ejecución transparente de las obras. El presidente del Parlamento peruano, José Jerí Oré, inauguró el evento destacando que “Para el Congreso de la República es un honor recibir a los alcaldes y autoridades del país. No solamente ahora, sino en diferentes momentos y circunstancias. Los recibimos, pero por encima de todo los hemos escuchado”.
En su discurso de clausura, Jerí Oré resaltó la labor crucial de las autoridades locales como “los primeros rostros ante la población”, subrayando que “Su gestión cotidiana, su día a día, muchas veces silenciosa, es clave para cerrar las brechas sociales, económicas y territoriales que aún se encuentran en nuestro país”.
El presidente del Congreso enfatizó la importancia de la articulación entre el Poder Legislativo y los gobiernos locales, resaltando la aprobación de la histórica Ley del Fondo de Compensación Municipal (Foncomun). “Este Congreso a veces criticado, también sabe corregirse y plantear cosas muy positivas para el país”, acotó.
Jerí Oré reafirmó su compromiso con los gobiernos locales, anunciando la pronta realización del Pleno municipal. Abordó también la problemática de la continuidad de las inversiones municipales, instando a una acción conjunta con el Ejecutivo para encontrar soluciones inmediatas. “Las soluciones tienen que ser hoy, no mañana. La comunicación es clave y si no plantean ellos, plantearemos nosotros”, sentenció.
ESTRUCTURA DEL XVII CONFERENCIA ANUAL DE MUNICIPALIDADES URBANAS Y RURALES DEL PERÚ (CAMUR 2025)
La Conferencia Anual de Municipalidades Rurales y Urbanas 2025 se estructuró en dos bloques temáticos que se desarrollaron en la plaza Constitución del Palacio Legislativo:
Inclusión gubernamental y presupuesto para la continuidad de inversiones.
Este bloque se centró en estrategias para garantizar la participación activa de los gobiernos locales en la toma de decisiones a nivel nacional, así como en la asignación de recursos que permitan la ejecución de proyectos de desarrollo a largo plazo.
Ejecución y distribución del Foncomun Ley 32387.
Se analizaron los mecanismos para optimizar la distribución y el uso eficiente de los recursos del FONCOMUN, asegurando que lleguen a los municipios que más lo necesitan y se inviertan en proyectos de alto impacto social.
CONCLUSIONES
1.- Compromiso Legislativo.
El Congreso de la República reafirma su compromiso de trabajar de la mano con los gobiernos locales para impulsar el desarrollo sostenible de los municipios peruanos.
2.- Articulación Interinstitucional.
Es fundamental fortalecer la articulación entre el Poder Legislativo, el Poder Ejecutivo y los gobiernos locales para garantizar la continuidad de las inversiones y la correcta implementación del FONCOMUN.
3.- Gobernanza Local.
Se destaca la importancia de fortalecer los plenos municipales como espacios de participación ciudadana y toma de decisiones transparentes y eficientes.

The Annual Conference of Rural and Urban Municipalities 2025 was structured into two thematic blocks that took place in the Plaza Constitución of the Legislative Palace:
