Durante su intervención, la mandataria peruana ratificó el firme compromiso de su gobierno con el empoderamiento de las mujeres y las niñas en todos los ámbitos de la sociedad.
Boluarte Zegarra recordó que la adopción de la Declaración y Plataforma de Acción de Beijing, hace tres décadas, representó un punto de inflexión en la agenda política internacional. Este acuerdo histórico estableció un marco de acción global para garantizar el pleno ejercicio de los derechos de las mujeres y la igualdad de género en todo el mundo.
La presidenta destacó los avances significativos logrados desde entonces, incluyendo la reducción de las disparidades en el acceso a la educación y al mercado laboral, el aumento de la participación femenina en puestos de liderazgo y la implementación de leyes y políticas para combatir la violencia y la discriminación de género.
Sin embargo, Boluarte Zegarra advirtió que, a pesar de estos logros, persisten desafíos estructurales que obstaculizan el desarrollo integral de las mujeres. La pobreza extrema, la discriminación arraigada y la violencia de género continúan afectando de manera desproporcionada a las mujeres y las niñas, limitando sus oportunidades y su bienestar.
En este contexto, la presidenta resaltó las acciones concretas que el Perú ha emprendido para promover la igualdad de género y el empoderamiento femenino. Entre ellas, destacó la aprobación de la Política Nacional de Igualdad de Género, la creación y el fortalecimiento de una red de más de 400 Centros de Emergencia Mujer (CEM) en todo el país, y el financiamiento de proyectos destinados a fomentar la autonomía económica de las mujeres.
Asimismo, Boluarte Zegarra anunció que el gobierno peruano está trabajando para reconocer legalmente el derecho al cuidado y para establecer un sistema nacional de cuidados que brinde apoyo a las familias y facilite la inserción laboral de las mujeres. También reafirmó el compromiso de su administración de garantizar el acceso de las mujeres a una educación de calidad, promover su inclusión laboral en condiciones de igualdad y aumentar su participación en la vida política y en los espacios de toma de decisiones.
La presidenta también recordó un importante logro reciente: la abolición del matrimonio infantil en el Perú en el año 2023, una medida que protege los derechos de las niñas y adolescentes y les brinda la oportunidad de construir un futuro mejor.
Finalmente, Boluarte Zegarra hizo un llamado a la comunidad internacional para que redoble sus esfuerzos en la implementación de la Declaración y Plataforma de Acción de Beijing. “Todas las mujeres, adolescentes y niñas tenemos derecho a vivir libres de violencia, discriminación y desigualdad. ¡Estando unidas seremos más fuertes!”, enfatizó.
Durante su participación en la Asamblea General de la ONU, la presidenta Boluarte Zegarra recibió felicitaciones de Annalena Baerbock, presidenta de la Asamblea General de las Naciones Unidas, por ser la primera mujer en ocupar la presidencia del Perú.
Además de su participación en la reunión de alto nivel sobre la mujer, la jefa de Estado peruana asistió a la conmemoración del 80º aniversario de la ONU.
En ambas actividades, la presidenta estuvo acompañada por una delegación de alto nivel, integrada por la ministra de la Mujer y Poblaciones Vulnerables, Ana Peña Cardoza; la ministra de Comercio Exterior y Turismo, Úrsula León Chempén; el ministro de Relaciones Exteriores, Elmer Schialer Salcedo; y el representante permanente del Perú ante las Naciones Unidas (ONU), Gustavo Lino Adrianzén Olaya.
CONCLUSIONES
1.- El Perú reafirma su compromiso con el empoderamiento de las mujeres y las niñas a nivel internacional.
2.- Se reconocen los avances logrados desde la Declaración de Beijing, pero se enfatizan los desafíos persistentes.

Boluarte Zegarra recalled that the adoption of the Beijing Declaration and Platform for Action, three decades ago, represented a turning point on the international political agenda. This historic agreement established a framework for global action to guarantee the full exercise of women’s rights and gender equality worldwide.
The president highlighted the significant progress made since then, including the reduction of disparities in access to education and the labor market, increased female participation in leadership positions, and the implementation of laws and policies to combat gender violence and discrimination.
However, Boluarte Zegarra warned that, despite these achievements, challenges and obstacles persist that hinder women’s comprehensive development. Extreme poverty, entrenched discrimination, and gender-based violence continue to disproportionately affect women and girls, limiting their opportunities and well-being.
In this context, the president highlighted the concrete actions Peru has undertaken to promote gender equality and women’s empowerment. Among these, she highlighted the approval of the National Gender Equality Policy, the creation and strengthening of a network of more than 400 Women’s Emergency Centers (CEM) throughout the country, and the funding of projects aimed at promoting women’s economic autonomy.
Likewise, Boluarte Zegarra announced that the Peruvian government is working to legally recognize the right to care and to establish a national care system that provides support to families and facilitates women’s labor market integration. She also reaffirmed her administration’s commitment to ensuring women’s access to quality education, promoting their equal inclusion in the workforce, and increasing their participation in political life and decision-making.
The president also recalled an important recent achievement: the abolition of child marriage in Peru in 2023, a measure that protects the rights of girls and adolescents and gives them the opportunity to build a better future.
Finally, Boluarte Zegarra called on the international community to redouble its efforts to implement the Beijing Declaration and Platform for Action. “All women, adolescents, and girls have the right to live free from violence, discrimination, and inequality. United, we will be stronger!” she emphasized.
During her participation in the UN General Assembly, President Boluarte Zegarra received congratulations from Annalena Baerbock, President of the United Nations General Assembly, for becoming the first woman to hold the presidency of Peru.
