Este comité tiene la responsabilidad crucial de liderar y ejecutar una estrategia comunicacional integral, destinada a mantener a la ciudadanía informada sobre los progresos y acciones del Gobierno en su combate contra el crimen organizado durante este período excepcional.

La sesión inaugural del CCE fue presidida por el Presidente del Consejo de Ministros, Ernesto Álvarez, y contó con la presencia de destacadas figuras del ámbito judicial, gubernamental y de seguridad. Entre los asistentes se encontraban el fiscal de la Nación (i), Tomás Gálvez; el alcalde de la Municipalidad Metropolitana de Lima, Renzo Reggiardo; el jefe del Comando Conjunto de las Fuerzas Armadas (CCFFAA), David Ojeda; el comandante general de la Policía Nacional del Perú (PNP), Óscar Arriola, y la presidenta del Instituto Nacional de Radio y Televisión del Perú (IRTP), Adriana Rodríguez.

Asimismo, participaron la secretaria de Comunicación Social de la PCM, Ana María Bendezú; el secretario técnico del Consejo Nacional de Seguridad Ciudadana (Conasec), Luis Zamudio; y Helio Ramos, representante del Poder Judicial. Esta amplia representación subraya la importancia y la naturaleza colaborativa del esfuerzo para abordar la crisis de seguridad.

El CCE, que operará de manera continua durante la vigencia del estado de emergencia, colaborará estrechamente con los comités de Inteligencia y de Fiscalización. Esta coordinación interinstitucional es esencial para asegurar la coherencia de la información proporcionada al público, garantizando que sea clara, oportuna y basada en hechos verificables. El objetivo primordial es mantener a la ciudadanía informada de manera precisa sobre las medidas implementadas por el Gobierno nacional para restaurar el orden y la seguridad.

Entre las funciones clave del CCE se incluyen la articulación de las vocerías institucionales, la coordinación de informes detallados sobre los resultados del estado de emergencia y la implementación de mecanismos de respuesta rápida y efectiva frente a la desinformación. La gestión de la comunicación es fundamental para evitar la propagación de noticias falsas y rumores que puedan generar confusión o pánico en la población.

El Comité está presidido por la PCM y está integrado por la titular del IRTP y los miembros del Comité de Coordinación Operativa Unificada. Este último está conformado por el comandante general de la PNP, el jefe del Estado Mayor del Comando Conjunto de las Fuerzas Armadas, el secretario técnico del Conasec, el director de la Dirección Nacional de Inteligencia, y representantes de la Fiscalía de la Nación y del Poder Judicial, el alcalde de Lima Metropolitana y el gobernador regional del Callao. La composición del CCE refleja un enfoque multidisciplinario y colaborativo para abordar la crisis de seguridad desde todos los ángulos posibles.

This committee has the crucial responsibility of leading and executing a comprehensive communications strategy aimed at keeping citizens informed about the government’s progress and actions in its fight against organized crime during this exceptional period.

The inaugural session of the CCE was chaired by the Prime Minister, Ernesto Álvarez, and was attended by prominent figures from the judicial, governmental, and security sectors. Attendees included the Attorney General (i), Tomás Gálvez; the Mayor of the Metropolitan Municipality of Lima, Renzo Reggiardo; the Chief of the Joint Command of the Armed Forces (CCFFAA), David Ojeda; the Commander General of the Peruvian National Police (PNP), Óscar Arriola; and the President of the National Institute of Radio and Television of Peru (IRTP), Adriana Rodríguez.

Also present were the Secretary of Social Communication of the PCM, Ana María Bendezú; the Technical Secretary of the National Council for Citizen Security (CONASEC), Luis Zamudio; and Helio Ramos, representative of the Judiciary. The CCE, which will operate continuously throughout the duration of the state of emergency, will collaborate closely with the Intelligence and Oversight Committees. The primary objective is to keep citizens accurately informed about the measures implemented by the national government to restore order and security.

The CCE’s key functions include coordinating institutional spokespersons, coordinating detailed reports on the results of the state of emergency, and implementing rapid and effective response mechanisms to combat disinformation. Communication management is essential to prevent the spread of fake news and rumors that could generate confusion or panic among the population.

The Committee is chaired by the PCM and is composed of the head of the IRTP and members of the Unified Operational Coordination Committee. The latter is comprised of the Commander General of the PNP, the Chief of Staff of the Joint Command of the Armed Forces, the Technical Secretary of Conasec, the Director of the National Intelligence Directorate, and representatives of the Attorney General’s Office and the Judiciary, the Mayor of Metropolitan Lima, and the Regional Governor of Callao. The composition of the CCE reflects a multidisciplinary and collaborative approach to addressing the security crisis from all possible angles.
