Con este acto, se completa la composición del Congreso para el periodo legislativo 2021-2026.

Previamente, el presidente encargado solicitó la lectura de la Resolución 012-2025-2026-P-CR, mediante la cual se oficializó la vacancia del cargo de congresista que ejercía Carlos Anderson Ramírez. La norma establece que en caso de fallecimiento de un legislador, el cargo es ocupado por el accesitario registrado en la misma fórmula política durante las elecciones correspondientes.

Judith Laura Rojas asume el cargo en representación del distrito electoral de Lima, en reemplazo del fallecido Carlos Anderson, quien había ejercido su función desde el inicio del periodo legislativo en 2021. Durante la ceremonia, la nueva legisladora pronunció la fórmula juramentaria establecida: “Por Dios, por mi patria, y por mi familia, sí juro”, ante la representación nacional presente en el hemiciclo.

Inmediatamente después del juramento, la Mesa Directiva declaró a Judith Laura Rojas incorporada y apta para el ejercicio de la función legislativa, de acuerdo con los artículos correspondientes del Reglamento del Congreso de la República.
