El objetivo principal es garantizar la movilización adecuada y protegida de estudiantes de todos los niveles educativos: inicial, primaria, secundaria y superior.
Para agilizar el proceso administrativo, la entidad ha implementado la Plataforma Virtual de Trámites (PVT), accesible a través de la dirección https://soluciones.atu.gob.pe/plataformavirtual, donde los operadores pueden gestionar la obtención de la Autorización de Servicio de forma digital y simplificada. Cabe mencionar que, al momento de consulta, esta página web muestra un mensaje de error indicando que podría tratarse de un tipo de página no compatible, por lo que se recomienda verificar su disponibilidad posteriormente o acudir a las oficinas físicas de la ATU como alternativa temporal.
REQUISITOS GENERALES PARA LA AUTORIZACIÓN DE SERVICIO
Datos del operador: Debe registrar toda su información personal y empresarial actualizada, incluyendo domicilio, número de contacto telefónico y correo electrónico.
Documentación tributaria: Contar con un Registro Único de Contribuyentes (RUC) activo y en regla, donde la actividad económica principal esté registrada como “prestación de servicios de transporte terrestre de personas”.
Historial de autorizaciones: No haber sufrido la anulación o cancelación de una autorización previa para este tipo de servicio.
Información vehicular: Registrar el número de la Placa Única de Rodaje de cada unidad que se pretenda habilitar para el transporte de estudiantes.
Seguros e inspección: Presentar el documento del Seguro Obligatorio de Accidentes de Tránsito (SOAT) o Certificado contra Accidentes de Tránsito (CAT), así como el Certificado de Inspección Técnica Vehicular (CITV) ordinario y complementario, todos vigentes y adaptados a la modalidad de transporte escolar.
Propiedad del vehículo: El automóvil debe ser de propiedad del operador o estar bajo contrato de arrendamiento financiero debidamente registrado.
Datos del personal de conducción: Inscribir a cada conductor que operará las unidades, detallando su licencia de conducir profesional vigente, acorde con la categoría del vehículo.
Declaración jurada: Confirmar mediante declaración jurada virtual el cumplimiento de todas las condiciones de acceso y permanencia establecidas en el Reglamento de Transporte Urbano de Lima y Callao.
Pago de derechos de trámite: Abonar el monto de S/18.30, que cubre los gastos de la Autorización de Servicio, la Tarjeta Única de Circulación (TUC) del vehículo y la credencial del conductor. El pago puede realizarse en sucursales del Banco de la Nación (código 2466) o Scotiabank (códigos 8.1.1 / 3411). También está disponible la opción de pago virtual sin comisiones a través de la pasarela de pagos de la ATU (https://pasarela.atu.gob.pe/), la cual también presenta un mensaje de error de compatibilidad en la actualidad. 1.- Ingresar a la pasarela de pagos de la ATU.
2.- Seleccionar la opción “Consulta y Pago de TUPA”.

4.- Marcar la opción “34-Estudiantes”.
5.- Seleccionar el procedimiento “Otorgamiento de autorización” por el monto de S/18.30.
6.- Completar el pago y obtener la constancia correspondiente.
CARACTERÍSTICAS OBLIGATORIAS DEL VEHÍCULO
Categoría vehicular: Debe pertenecer a una de las siguientes categorías: M1 (con peso neto mínimo de 1000 kg y cilindrada mínima de 1450 cc), M2 (peso bruto de hasta cinco toneladas) o M3 (peso bruto superior a cinco toneladas y carrocería de color amarillo).
Antigüedad: No exceder los 20 años de fabricación.
Implementos de seguridad: Contar con cinturones de seguridad en todos los asientos (los cuales deben estar fijos a la estructura del vehículo, estando prohibidos los asientos rebatibles), piso con recubrimiento antideslizante, puertas con cierre seguro especial, manijas de sujeción en las puertas, dispositivos de señalización como triángulos o conos, botiquín de primeros auxilios, extintor de incendios y láminas retrorreflectivas, entre otros elementos exigidos.
Rotulación: Llevar pintada la frase “SERVICIO DE ESTUDIANTES” en la parte delantera y trasera del vehículo, de manera clara y visible.
REQUISITOS PARA EL CONDUCTOR
El profesional a cargo de la conducción debe contar con una licencia de categoría profesional correspondiente al tipo de vehículo que manejará. Además, no debe tener ninguna condena judicial que implique su inhabilitación definitiva para realizar actividades que involucren el cuidado o atención de menores de edad.
La ATU reitera su compromiso con la formalización del sector de transporte de pasajeros en Lima y Callao, trabajando constantemente para ofrecer servicios de calidad que prioricen la seguridad y bienestar de los ciudadanos, especialmente de los estudiantes.
