Actualmente preside el Colegio de Valuadores del Perú y dirige NTL Perú SAC, además del Cuerpo Técnico de Tasaciones del Perú, especializándose en innovación e industrias de vanguardia. En su paso por la gestión pública, destacó como gerente de Sierra Exportadora (Hoy Sierra y Selva Exportadora) y Gerente General Regional del Callao en 2019. Fue candidato a Gobernador Regional por Contigo Callao, llegando a la segunda vuelta con el 32.05% de los votos. En la víspera sostuvo una entrevista con nuestro director de PrensaPerú Fernando Palomares a quien expuso sus propuestas de visión sobre el primer puerto peruano y que giran en convertir al Callao en un hub logístico e industrial, mejorando la seguridad y potenciando la infraestructura vial y portuaria.

En ese orden de cosas indicó que ve con mucho compromiso el quehacer de la administración pública del país, porque se trata de un período desde 2023 hasta 2026, de cuatro años, que se relaciona con una gestión pública, pero que también cuenta con el acompañamiento de una gestión empresarial del sector privado. Lógicamente, el país está atravesando un proceso electoral; la rendición de cuentas será el 31 de diciembre de 2026. Sin embargo, ya existen alcaldes, gobernadores regionales y autoridades del Poder Ejecutivo que iniciarán sus funciones en 2027, y otros en 2026 a partir del 1 de agosto, remarcó.

BRASIL Y EL ACCESO AL PACIFÍCO SUR DEL CONTINENTE

Eso significa un momento importantísimo, un momento de recambio. La pregunta clave es: ¿ese recambio en las personas y en las autoridades privilegiará al país? Esa es la interrogante de fondo, porque en realidad el Perú necesita cambiar y modificarse; es una demanda que hemos escuchado de muchos de los alcaldes en los últimos tiempos. De hecho, tenemos una oportunidad de oro que debemos aprovechar. Hace más de 100 años que se buscaba que el Atlántico cambiara de rumbo, y ya lo hizo. Ahora, Brasil ha tomado la decisión abierta y clara de atravesar el norte del país, la Amazonía, para llegar a Paita, en Piura, al norte agrícola y minero del Perú, y así tener acceso al Pacífico. Por el sur, la vía interoceánica conectará a Madre de Dios, Cusco y Puno; ya desde hace 10 años circulan ómnibus por ambos lados, y ahora se desarrollará un flujo comercial, manifestó.

En otro momento Cordano Rodríguez, remarcó, ¿cómo responderán las nuevas autoridades a este proceso? Debemos hacerlo como una plataforma en la que los puertos de Chancay, Callao, Paita, Matarani, Ilo y el futuro puerto de Corío (Sur Peruano) ya cuentan con inversiones chinas, estadounidenses y europeas, siendo puertos de clase mundial asociados a países de clase mundial. Por lo tanto, tenemos una oportunidad extraordinaria de desarrollo. Desde el Cuerpo Técnico de Tasaciones del Perú, hemos aprendido que hoy existe una fórmula fundamental: se necesita inversión, se necesita que el territorio acompañe esa inversión, y se deben tomar decisiones. Estos tres elementos deben estar en sintonía. Justamente, el corredor puerto Callao-Chancay requiere todas esas decisiones e inversiones para que las conectividades de costa, sierra y selva, así como los departamentos, puedan aprovechar no solo de forma longitudinal, sino también transversal, esa relación con otros países del Atlántico y el Pacífico.

EL PERÚ Y SU OPORTUNIDAD COMO PLATAFORMA LOGÍSTICA-POTUARIA Y MARÍTIMA

En otras palabras, hoy el Perú tiene la oportunidad de desarrollar un plan totalmente distinto al que hemos implementado anteriormente. ¿Por qué? Porque ese plan implica crear empleo a través de una plataforma logística, portuaria y marítima, agregar valor a nuestra minería, y poder controlar mejor la pesca en favor de los pequeños pescadores artesanales, entre otros aspectos. Por lo tanto, creo que el Perú debe prepararse para el futuro; se trata de un pensamiento de largo y mediano plazo, ya no solo de reaccionar a los acontecimientos.

De otro lado Miguel Cordano, recordó que los temas del debate se han centrado en la inseguridad, porque se indica que sin seguridad no llega la inversión. También se han enfocado en aspectos negativos del país: narcotráfico, minería ilegal, entre otros temas que no se resuelven, ya que son producto de una gestión que carece de voluntad para combatirlos. Si no existe esa voluntad, evidentemente seguiremos en la misma situación.

PROCESO ELECTORAL 2026

Estamos frente a un proceso importantísimo de toma de decisiones, y ojalá Dios quiera que lo visto en los debates por parte de los líderes políticos se traduzca, el día de la votación, en un voto inteligente. Creo que el ciudadano de costa y sierra ha despertado; confío en ello. Aunque algunos cuestionan este pensamiento, requiero la voluntad divina para que los peruanos reaccionemos, aprendamos de la experiencia con los gobiernos anteriores y no repitamos los ciclos de gobiernos de muy corto plazo. Debemos mirar con mucha positividad y con una perspectiva de futuro cercano; el tema principal es que el nuevo gobierno nos brinde la posibilidad de crecer y desarrollarnos, porque la oportunidad está presente, sostuvo.

Finalmente, manifestó al director de prensa, Fernando Palomares, que estaba orgulloso de estar declarando en PrensaPerú, porque nos hemos seguido durante varios años, casi siete, en estos temas desde el cuerpo técnico de Tasaciones del Perú. Lo que viene lo veremos a partir del 12 de abril: cómo se conjugan las autoridades regionales y provinciales. Muchos quieren ocupar cargos, pero no tienen la preparación necesaria; creo que ojalá cambiemos en el ámbito político, concluyó.

In this regard, he stated that he views the work of the country’s public administration with great commitment, as it covers a four-year period from 2023 to 2026 linked to public management, but which also includes support from private sector business management. Logically, the country is going through an electoral process; accountability will take place on December 31, 2026. However, there are already mayors, regional governors, and Executive Branch authorities who will take office in 2027, and others in 2026 starting August 1, he emphasized.

BRAZIL AND ACCESS TO THE SOUTHERN PACIFIC OF THE CONTINENT

“This represents a very important moment, a time of transition. The key question is: Will this change in people and authorities benefit the country? That is the underlying question, because in reality Peru needs to change and transform; it is a demand we have heard from many mayors in recent times. In fact, we have a golden opportunity that we must seize. For over 100 years, efforts were made to redirect trade from the Atlantic, and that has now happened. Brazil has made the clear, open decision to cross the northern part of the country – the Amazon – to reach Paita in Piura, Peru’s agricultural and mining north, thus gaining access to the Pacific. To the south, the interoceanic route will connect Madre de Dios, Cusco, and Puno; buses have been traveling both ways for 10 years now, and commercial flow will now be developed,” he stated.

At another point, Cordano Rodríguez emphasized: “How will the new authorities respond to this process? We must approach it as a platform where the ports of Chancay, Callao, Paita, Matarani, Ilo, and the future port of Corío (Southern Peru) already have Chinese, American, and European investments – world-class ports associated with world-class countries. Therefore, we have an extraordinary development opportunity. From the Technical Body of Valuations of Peru, we have learned that a fundamental formula exists today: investment is needed, the territory must support that investment, and decisions must be made. These three elements must be aligned. The Callao-Chancay port corridor precisely requires all these decisions and investments so that connectivity between the coast, highlands, and jungle, as well as across regions, can leverage this link with other Atlantic and Pacific countries not only longitudinally but also transversely.”

PERU AND ITS OPPORTUNITY AS A LOGISTICS, PORT, AND MARITIME PLATFORM

“In other words, today Peru has the opportunity to develop a completely different plan from what we have implemented before. Why? Because this plan involves creating jobs through a logistics, port, and maritime platform, adding value to our mining sector, and being able to better regulate fishing in favor of small artisanal fishermen, among other aspects. Therefore, I believe Peru must prepare for the future; this requires medium- and long-term thinking, not just reacting to events.”

On another note, Miguel Cordano recalled that debate topics have focused on insecurity, as it is said that without security, investment does not arrive. They have also centered on negative aspects of the country: drug trafficking, illegal mining, and other issues that remain unresolved, as they stem from management lacking the will to combat them. “If that will does not exist, we will obviously remain in the same situation.”

2026 ELECTORAL PROCESS

“We are facing a very important decision-making process, and may God willing, what we have seen from political leaders in the debates translates into intelligent voting on election day. I believe citizens from the coast and highlands have woken up; I trust in that. Although some question this view, I ask for divine will so that Peruvians react, learn from the experience of previous governments, and do not repeat cycles of very short-term administrations. We must look ahead with great positivity and a near-future perspective; the main issue is that the new government gives us the chance to grow and develop, because the opportunity is here,” he stated.

Finally, he told Press Director Fernando Palomares that he was proud to be speaking to PrensaPerú, as they had followed these issues together for several years – nearly seven – through the Technical Body of Valuations of Peru. “What lies ahead will be clear from April 12 onward: how regional and provincial authorities align. Many want to hold positions but do not have the necessary preparation; I hope we see change in the political sphere,” he concluded.
