En particular, la entidad ha destacado la existencia de paraderos exclusivos para taxis independientes en la zona de Mesa Redonda y el Mercado Central, en el Cercado de Lima, espacios donde los usuarios pueden acceder al servicio de manera expedita y sin riesgos.

Según datos de la ATU y estudios de movilidad urbana, esta temporada del año se registra un aumento significativo de la concurrencia de personas a dicha área del Cercado de Lima, ya que se convierte en un epicentro de compras navideñas —donde se comercializan desde productos típicos hasta artículos de regalo— y de actividad turística. Esta mayor afluencia genera retenciones vehiculares y, en ocasiones, situaciones de incertidumbre para los usuarios al buscar servicios de transporte, lo que hace indispensable la implementación de espacios ordenados y autorizados.

Al respecto, la entidad ha precisado que los paraderos de taxi autorizado se encuentran debidamente señalizados con cartelería visible en los jirones Huallaga (cuadra 6), Andahuaylas (cuadra 6), Ucayali (cuadra 6), Ayacucho (cuadras 7 y 8) y Cusco (cuadra 5). Desde estos puntos, los taxistas formales se disponen en filas ordenadas para atender a sus clientes, quienes pueden acceder al servicio con tranquilidad, evitando la necesidad de tomar vehículos en la vía pública sin verificación previa —una práctica que aumenta el riesgo de situaciones inseguras o fraudes.

MEDIDAS DE VERIFICACIÓN Y CARACTERÍSTICAS DE LOS TAXIS AUTORIZADOS

Para fortalecer la seguridad de los usuarios, la ATU ha puesto a disposición herramientas digitales que permiten corroborar la legalidad del vehículo y el conductor antes de abordar. Así, cualquier persona puede ingresar al portal https://sistemas.atu.gob.pe/ConsultaVehiculo, donde al digitar la placa del vehículo se obtiene información sobre su habilitación para brindar el servicio de taxi independiente. Asimismo, mediante https://sistemas.atu.gob.pe/ConsultaCredencial, al ingresar el DNI del conductor se verifica su credencialización y aptitud para ejercer la actividad.

Además de la verificación digital, los taxis independientes autorizados deben cumplir con características físicas distintivas que facilitan su identificación. Entre ellas se destaca el casquete de taxi —elemento exclusivo para esta modalidad—, ubicado en la parte superior de la unidad; láminas retrorreflectivas en ambos lados (debajo de las ventanas) y en todo el parachoque trasero, que mejoran la visibilidad en horas de poca luz; y placas de rodaje rotuladas en la parte posterior y laterales del vehículo. Asimismo, la norma establece que los taxis independientes deben ser de color amarillo, un rasgo visual que permite diferenciarlos de vehículos no autorizados.

Dentro del vehículo, debe estar colocada una cartilla informativa en la parte posterior del asiento del conductor, donde se visualizan de manera clara los datos personales del conductor (nombre, DNI y foto), la modalidad del servicio (independiente o ejecutivo), así como la placa, color y marca de la unidad. Además, los taxis formales deben contar con elementos de seguridad esenciales: botiquín de primeros auxilios, extintor de incendios, llanta de repuesto, cono o triángulo de seguridad —elementos que garantizan la protección de los usuarios en caso de contingencias.

Por otro lado, los taxis autorizados deben cumplir con requisitos legales y operativos obligatorios, como la contratación del Seguro Obligatorio de Accidentes (SOAT) —que cubre daños a personas en caso de accidente—, el Certificado de Inspección Técnica Vehicular (CITV) —que avala el buen estado mecánico del vehículo— y la licencia de conducir de categoría A2A —específica para la conducción de taxis. Estas normativas son vigiladas por la ATU a través de inspecciones periódicas en zonas de alta demanda, como el Cercado de Lima, para garantizar su cumplimiento.

La campaña “Movilízate seguro en Navidad” se enmarca en el plan anual de la ATU para mejorar la movilidad urbana y la seguridad vial en épocas de mayor actividad. In this regard, the ATU has specified that authorized taxi stands are clearly marked with visible signage on Jirón Huallaga (block 6), Jirón Andahuaylas (block 6), Jirón Ucayali (block 6), Jirón Ayacucho (blocks 7 and 8), and Jirón Cusco (block 5). From these points, formal taxi drivers line up in orderly rows to serve their customers, who can access the service with peace of mind, avoiding the need to take vehicles on the public road without prior verification — a practice that increases the risk of unsafe situations or fraud.

VERIFICATION MEASURES AND CHARACTERISTICS OF AUTHORIZED TAXIS

To strengthen user safety, the ATU (Urban Transport Authority) has made available digital tools that allow users to verify the legality of the vehicle and driver before boarding. Anyone can access the portal https://sistemas.atu.gob.pe/ConsultaVehiculo, where by entering the vehicle’s license plate number, they can obtain information about its authorization to provide independent taxi service. Likewise, through https://sistemas.atu.gob.pe/ConsultaCredencial, by entering the driver’s National Identity Document (DNI), their credentials and authorization to operate a taxi service can be verified.

In addition to digital verification, authorized independent taxis must comply with distinctive physical characteristics that facilitate their identification. These include the taxi roof sign—exclusive to this type of service—located on the top of the vehicle; retroreflective strips on both sides (below the windows) and across the entire rear bumper, which improve visibility in low-light conditions; and license plates displayed on the rear and sides of the vehicle. Furthermore, the regulations stipulate that independent taxis must be yellow, a visual feature that distinguishes them from unauthorized vehicles.

Inside the vehicle, an information card must be displayed on the back of the driver’s seat, clearly showing the driver’s personal information (name, ID number, and photo), the service type (independent or executive), as well as the license plate, color, and make of the vehicle. In addition, formal taxis must have essential safety elements: first aid kit, fire extinguisher, spare tire, safety cone or triangle — elements that guarantee the protection of users in case of contingencies.

On the other hand, authorized taxis must comply with mandatory legal and operational requirements, such as having the Mandatory Accident Insurance (SOAT)—which covers personal injuries in case of an accident—, the Vehicle Technical Inspection Certificate (CITV)—which certifies the vehicle’s good mechanical condition—, and a Category A2A driver’s license—specific to taxi driving. These regulations are monitored by the ATU (Urban Transport Authority) through periodic inspections in high-demand areas, such as downtown Lima, to ensure compliance.
