Con este lanzamiento, la entidad busca optimizar la gestión pública en su máxima expresión, poniendo al alcance del ciudadano y los servidores públicos una herramienta que transforma la forma en que se accede a la información oficial.
El RofBot IA se erige como un medio de consulta gratuito, accesible, confiable y con disponibilidad permanente para todas las entidades públicas. Su potencial impacto es colosal: los más de 1.5 millones de servidores públicos podrán resolver sus dudas con agilidad, reduciendo drásticamente los tiempos en la obtención de respuestas oficiales y fortaleciendo la gestión interna de las instituciones. La herramienta se alimenta directamente de documentos oficiales emitidos por el Estado, garantizando la veracidad y actualización de la información que brinda.
El lanzamiento tuvo lugar en el “I Encuentro de Modernizadores: Gestión del Conocimiento para la Toma de Decisiones”, organizado por la Secretaría de Gestión Pública de la PCM. El evento contó con la participación presencial y virtual de más de 400 funcionarios y servidores civiles de los tres niveles de gobierno (nacional, regional y local), convirtiéndose en un espacio clave para debatir y avanzar en la modernización del Estado.
Este lanzamiento no es un inicio desde cero, la primera versión del RofBot fue estrenada en febrero de 2025 y ha registrado un promedio de más de 2000 consultas mensuales. Con la actualización al formato de inteligencia artificial, la PCM se posiciona a la vanguardia de la innovación tecnológica aplicada a la gestión pública, demostrando su compromiso con la transformación digital del Estado.
Además del RofBot IA, durante el encuentro se presentó el Tablero de Control de Gestión de Reclamos, un aplicativo que centraliza y monitorea los reclamos ciudadanos relacionados con la calidad de atención o servicio brindado por las entidades públicas. Esta herramienta permite identificar de forma clara a las entidades con mayores reclamos atendidos y detectar oportunidades estratégicas de mejora en la prestación de servicios al ciudadano.
El evento también tuvo un componente de reconocimiento, se homenajeó a las oficinas de modernización o planeamiento de 16 ministerios del Ejecutivo, al Gobierno Regional de Ica y a la Municipalidad Provincial de Chincha por implementar espacios de coordinación de la Comunidad de Práctica del Sistema Administrativo de Modernización. Esta iniciativa forma parte de la Política Nacional de Modernización de la Gestión Pública al 2030 y funciona como un mecanismo colaborativo que permite compartir, generar y actualizar conocimientos sobre las estrategias de modernización gubernamental. Actualmente, la Comunidad de Práctica reúne a 17 ministerios y 12 gobiernos regionales, y es liderada por la Secretaría de Gestión Pública de la PCM.

With this launch, the entity seeks to optimize public administration to the fullest extent, providing citizens and public servants with a tool that transforms how official information is accessed.
The RofBot AI tool stands as a free, accessible, reliable, and permanently available resource for all public entities. Its potential impact is colossal: more than 1.5 million public servants will be able to resolve their queries quickly, drastically reducing the time it takes to obtain official responses and strengthening the internal management of institutions. The tool draws directly from official documents issued by the State, guaranteeing the accuracy and up-to-dateness of the information it provides.
The launch took place at the “First Meeting of Modernizers: Knowledge Management for Decision-Making,” organized by the Secretariat of Public Management of the PCM (Presidency of the Council of Ministers). The event was attended in person and virtually by more than 400 officials and civil servants from all three levels of government (national, regional, and local), becoming a key forum for discussion and progress in the modernization of the State.
This launch is not a complete overhaul, the first version of RofBot was released in February 2025 and has registered an average of over 2,000 queries per month. With the upgrade to artificial intelligence, the PCM (Presidency of the Council of Ministers) is positioning itself at the forefront of technological innovation applied to public administration, demonstrating its commitment to the digital transformation of the State.
In addition to RofBot AI, the Complaint Management Dashboard was presented during the event. This application centralizes and monitors citizen complaints related to the quality of care or service provided by public entities. This tool allows for the clear identification of the entities with the highest number of complaints and the detection of strategic opportunities for improvement in citizen service delivery.
The event also included a recognition component, the modernization or planning offices of 16 Executive branch ministries, the Regional Government of Ica, and the Provincial Municipality of Chincha were honored for implementing coordination spaces within the Community of Practice of the Administrative System for Modernization. This initiative is part of the National Policy for the Modernization of Public Management to 2030 and functions as a collaborative mechanism that allows for the sharing, generation, and updating of knowledge on government modernization strategies. Currently, the Community of Practice brings together 17 ministries and 12 regional governments and is led by the Secretariat of Public Management of the PCM (Presidency of the Council of Ministers).
