Se trata de bonos de la deuda agraria, que datan de los años 70, con el encabezado característico de los documentos oficiales de aquella época; con firmas y sellos de autoridades estatales de esa década, sellos de agua del escudo nacional peruano y los nombres de los beneficiarios. Presumiblemente provienen de algún archivo público.
Este tipo de documento fue entregado como indemnización, a quienes el Estado peruano les expropió sus tierras entre los años 1969 y 1979, como consecuencia de la Ley de Reforma Agraria impulsada por el Gobierno militar de ese entonces. Esto, porque, según la Constitución de 1933, a nadie se le podía despojar de su propiedad, sin una compensación. Dichos bonos se pagarían con una tasa de interés, pero con el tiempo se dejaron de pagar.
Concluida la labor de verificación, y dadas las características de los documentos y sus contenidos, los especialistas de la Dirección de Recuperaciones (DRE) –unidad orgánica de la Dirección General de Defensa del Patrimonio Cultural, hicieron las consultas correspondientes al personal del Archivo General de la Nación, quienes sustentaron la pertinencia de formalizar la incautación, lo cual se realizó mediante un acta.
Los documentos fueron puestos de inmediato bajo la custodia del Ministerio de Cultura, determinándose la “Protección Provisional” para los mismos, un mecanismo que consiste en la adopción de medidas que conducen a la protección física y legal de bienes culturales, que se presumen pertenecientes al Patrimonio Cultural de la Nación.
Debemos señalar que la intervención se produjo ante la alerta efectuada por oficiales de la Sección de Acciones Inmediatas de Sunat – Aduanas.
Estas acciones se vienen fortaleciendo gracias a las disposiciones acordadas en el marco de la “Comisión Nacional para la protección y recuperación de los bienes muebles integrantes del Patrimonio Cultural de la Nación”, creada en marzo de 2021 y de la cual, la Superintendencia Nacional de Aduanas y de Administración Tributaria – Sunat, forma parte como aliado estratégico, en la lucha contra el tráfico ilícito de bienes culturales.

Once the verification work was completed, and given the characteristics of the documents and their contents, the specialists from the Recovery Directorate (DRE) – an organic unit of the General Directorate for the Defense of Cultural Heritage, made the corresponding consultations with the staff of the General Archive of the Nation, who supported the relevance of formalizing the seizure, which was carried out through an act.
The documents were immediately placed in the custody of the Ministry of Culture, determining “Provisional Protection” for them, a mechanism that consists of the adoption of measures that lead to the physical and legal protection of cultural assets, which are presumed to belong to the Cultural Heritage of the Nation.
We must point out that the intervention occurred following the alert issued by officials from the Immediate Actions Section of Sunat – Customs.
These actions are being strengthened thanks to the provisions agreed upon within the framework of the “National Commission for the protection and recovery of movable property that is part of the Cultural Heritage of the Nation”, created in March 2021 and of which, the National Superintendency of Customs and Tax Administration – Sunat, is a strategic ally in the fight against illicit trafficking of cultural goods.
