La presentación tuvo lugar ante un selecto grupo de empresarios e inversores de España y Europa, con el objetivo de impulsar la inversión extranjera en el sector turístico peruano.
OBJETIVO PRINCIPAL: IMPULSAR EL TURISMO SOSTENIBLE E INNOVADOR
La ministra León destacó que estas iniciativas buscan atraer inversión extranjera para el desarrollo de infraestructura turística de alta calidad, con el fin de potenciar el turismo, fortalecer la competitividad territorial y promover un modelo de desarrollo turístico que sea sostenible e innovador. “Estas inversiones no solo mejorarán la infraestructura, sino que también contribuirán a la creación de empleos y al desarrollo económico de las regiones involucradas”, señaló.
PERÚ: UN DESTINO SEGURO Y ATRACTIVO PARA LA INVERSIÓN
Durante su exposición en el seminario “Inversiones en la Industria del Turismo en Perú”, organizado por PromPerú, la ministra Desilú León enfatizó que el Perú se consolida como un destino seguro y atractivo para la inversión. Ante representantes de destacadas cadenas hoteleras, operadores turísticos, fondos de inversión e instituciones públicas y privadas de Europa, la ministra resaltó las ventajas competitivas del país.
“Combinamos tres características clave: estabilidad económica, un entorno facilitador y un marco legal confiable para la inversión”, afirmó la ministra León. Subrayó que el Perú se sitúa como una de las economías más estables y responsables de América Latina, ofreciendo un entorno sólido y predecible para la inversión extranjera directa. Además, destacó el compromiso del gobierno peruano en facilitar los procesos de inversión y garantizar un marco legal abierto y confiable.
La ministra también resaltó la megadiversidad del Perú, ubicándolo entre los siete países más biodiversos del mundo, lo que lo convierte en un destino único para el turismo de naturaleza y aventura.
MEDIDAS PARA FACILITAR Y POTENCIAR LA INVERSIÓN EN TURISMO
La titular del Mincetur anunció que el Estado peruano está impulsando medidas concretas para facilitar y potenciar la inversión en turismo. Entre ellas, destacó la Nueva Ley General de Turismo, que incorporará la creación de Zonas Especiales de Desarrollo Turístico, mejoras regulatorias orientadas a la simplificación administrativa, mecanismos de promoción internacional e incentivos tributarios para las inversiones.
Con estas medidas, el gobierno peruano proyecta atraer más de US$ 1000 millones en inversiones al 2030, generar 34,000 empleos y consolidar al Perú como una potencia turística regional. “El Perú es hoy el primer destino favorito de inversión turística en Sudamérica en número de proyectos. Entre el 2020 y el 2024, recibimos más de US$ 349 millones en inversión europea en turismo, generando más de 2400 empleos directos”, reveló la ministra León.
VENTAJAS COMPETITIVAS DEL PERÚ
La ministra León agregó que otras ventajas competitivas que el Perú ofrece para las inversiones son su bajo nivel de saturación hotelera en comparación con otros destinos de la región, las 48 rutas aéreas internacionales que lo conectan con 21 países y su reconocida y galardonada oferta gastronómica. “Estos factores combinados hacen del Perú un destino ideal para los inversores que buscan oportunidades de crecimiento y rentabilidad en el sector turístico”, concluyó.
REUNIONES ESTRATÉGICAS PARA FORTALECER LAZOS ECONÓMICOS
En el marco del Roadshow Europa 2025, la ministra León también participó en una serie de reuniones estratégicas con el objetivo de fortalecer los lazos económicos y comerciales entre el Perú y Europa.

La ministra participó en la reunión de la Fundación Consejo España–Perú, donde resaltó a España como socio clave del Perú e hizo un llamado a renovar la relación y dar un nuevo impulso a la alianza económica y empresarial. “España ha sido y sigue siendo un actor protagónico en la economía peruana, siendo el principal inversionista europeo en nuestro país, con US$ 16 mil millones de capital invertido en sectores clave como las telecomunicaciones, energía, finanzas, infraestructura, turismo y servicios tecnológicos”, destacó.
Consejo Empresarial Alianza por Iberoamérica (CEAPI).
La ministra León intervino en la reunión del Consejo Empresarial Alianza por Iberoamérica (CEAPI), conformada por más de 350 empresas, donde reiteró que el Perú está plenamente abierto a la inversión española, especialmente en agroindustria de valor agregado, servicios tecnológicos y digitales, energías renovables y manufactura avanzada.
Encuentro Empresarial “España/Perú: una apuesta de futuro”.
La ministra participó en el Panel Ministerial “Oportunidades de inversión en Perú”, junto al ministro de Economía y Finanzas, Raúl Pérez Reyes, donde dio a conocer los sectores estratégicos en los que el Perú ofrece ventajas comparativas y competitivas para atraer inversiones, los segmentos del sector turismo que ofrecen mayores oportunidades para la inversión y la contribución del TLC entre Perú y la Unión Europea para potenciar las inversiones empresariales. El evento contó con la participación de Julio Velarde, presidente del Banco Central de Reserva, y representantes de inPERÚ, la Cámara de España, la Secretaría de Estado de Comercio y la Embajada del Perú en España.

La ministra Desilú León sostuvo una reunión con la secretaria de Estado de Comercio de España, Amparo López Senovilla, en la que dialogaron sobre el fortalecimiento de las relaciones económicas y comerciales entre Perú y España, así como sobre las oportunidades de cooperación de Gobierno a Gobierno. Asimismo, se revisaron los avances del proceso de adhesión del Perú a la Organización para la Cooperación y el Desarrollo Económicos (OCDE), donde el Mincetur lidera las coordinaciones vinculadas al Comité de Comercio y al Grupo de Créditos a la Exportación y Garantías de Crédito.

During her presentation at the seminar “Investments in the Tourism Industry in Peru,” organized by PromPerú, Minister Desilú León emphasized that Peru is consolidating its position as a safe and attractive destination for investment. Speaking before representatives of leading hotel chains, tour operators, investment funds, and public and private institutions from Europe, the minister highlighted the country’s competitive advantages.
“We combine three key characteristics: economic stability, an enabling environment, and a reliable legal framework for investment,” stated Minister León. She emphasized that Peru is one of the most stable and responsible economies in Latin America, offering a solid and predictable environment for foreign direct investment. She also highlighted the Peruvian government’s commitment to facilitating investment processes and ensuring an open and reliable legal framework.
The minister also highlighted Peru’s megadiversity, ranking it among the seven most biodiverse countries in the world, making it a unique destination for nature and adventure tourism.
MEASURES TO FACILITATE AND BOOST INVESTMENT IN TOURISM
The head of Mincetur announced that the Peruvian government is promoting concrete measures to facilitate and enhance investment in tourism. Among them, she highlighted the New General Tourism Law, which will incorporate the creation of Special Tourism Development Zones, regulatory improvements aimed at administrative simplification, international promotion mechanisms, and tax incentives for investments.
With these measures, the Peruvian government plans to attract more than US$1 billion in investment by 2030, generate 34,000 jobs, and consolidate Peru as a regional tourism powerhouse. “Peru is today the leading destination for tourism investment in South America in terms of the number of projects. Between 2020 and 2024, we received more than US$349 million in European investment in tourism, generating more than 2,400 direct jobs,” revealed Minister León.

Minister León added that other competitive advantages that Peru offers for investment include its low level of hotel saturation compared to other destinations in the region, the 48 international air routes that connect it with 21 countries, and its renowned and award-winning gastronomic offering. “These factors combined make Peru an ideal destination for investors seeking growth and profitability opportunities in the tourism sector,” she concluded.
STRATEGIC MEETINGS TO STRENGTHEN ECONOMIC TIES
As part of the Europe 2025 Roadshow, Minister León also participated in a series of strategic meetings aimed at strengthening economic and trade ties between Peru and Europe.

The minister participated in the meeting of the Spain-Peru Council Foundation, where she highlighted Spain as a key partner for Peru and called for a renewal of the relationship and a renewed push for the economic and business alliance. “Spain has been and continues to be a leading player in the Peruvian economy, being the main European investor in our country, with US$16 billion of capital invested in key sectors such as telecommunications, energy, finance, infrastructure, tourism, and technology services,” he emphasized.

Minister Desilú León held a meeting with the Spanish Secretary of State for Trade, Amparo López Senovilla, in which they discussed strengthening economic and trade relations between Peru and Spain, as well as opportunities for government-to-government cooperation. They also reviewed the progress of Peru’s accession to the Organization for Economic Cooperation and Development (OECD), where Mincetur leads the coordination of the Trade Committee and the Export Credits and Credit Guarantees Group.
