En un encuentro estratégico con representantes de la Asociación de Municipalidades del Perú (AMPE), el mandatario enfatizó que la gestión estatal se orienta a transformar las demandas de la población en acciones concretas, eliminando trabas administrativas que han demorado iniciativas clave para el desarrollo del país.

Al liderar la reunión —que se desarrolló en el Palacio de Gobierno en un ambiente de colaboración y compromiso mutuo—, el jefe de Estado remarcó la plena disposición de su equipo de escuchar y atender las principales necesidades que enfrentan los distritos, provincias y regiones, con el compromiso de brindar respuestas inmediatas y efectivas. “Nuestro propósito no es solo planificar, sino ejecutar; no es solo hablar, sino actuar”, destacó Balcázar, quien reconoció que las municipalidades son el eslabón más cercano al ciudadano y, por ende, son fundamentales para que los beneficios del desarrollo lleguen a cada rincón del territorio nacional.

Según indicó el presidente, desde el primer día de su gestión ha sostenido una intensa agenda de reuniones de trabajo y coordinación intergubernamental, con el objetivo de actuar con celeridad y acelerar la ejecución de temas pendientes en áreas prioritarias como infraestructura vial, saneamiento básico, equipamiento educativo y sanitario, así como en la implementación de políticas de seguridad ciudadana que fortalezcan la paz y el orden en las comunidades. “Sabemos que en muchos lugares las obras se han quedado a medias, que los recursos han sido asignados pero no se han materializado en beneficios para la gente —explicó el mandatario—, y esa realidad tiene que cambiar desde hoy”.

“Los tiempos hay que acortarlos, la burocracia no nos puede vencer”, puntualizó el jefe de Estado con contundencia, al referirse a la necesidad de simplificar trámites, agilizar la aprobación de proyectos y establecer mecanismos de seguimiento ágil que permitan detectar y resolver obstáculos en tiempo real. En este sentido, anunció que se está trabajando en la creación de una plataforma digital unificada que conectará al Poder Ejecutivo con todas las municipalidades del país, permitiendo monitorear el avance de las obras, gestionar recursos y canalizar requerimientos de manera directa y transparente.

El presidente subrayó, además, la importancia de dar continuidad a las obras iniciadas por gestiones anteriores que sean viables y estratégicas para el desarrollo local, así como de mantener un diálogo constante y permanente con los alcaldes. Este intercambio permitirá hacer seguimiento puntual a los avances de cada proyecto, así como a las dificultades que se presenten en su ejecución —ya sea por limitaciones presupuestarias, problemas de gestión o desafíos técnicos— y tomar medidas correctoras de forma inmediata.

Participaron del encuentro de alto nivel la jefa del Gabinete Ministerial, Denisse Miralles, quien destacó que el gabinete está “totalmente alineado con la visión del presidente de poner a las municipalidades en el centro de la política pública”; el titular de la AMPE, Dennys Cuba, quien manifestó que “esta reunión marca un antes y un después en la relación entre el Gobierno central y las autoridades locales”; así como una amplia representación de alcaldes de distintas regiones del Perú —desde la Costa hasta la Sierra y la Selva—, quienes tuvieron la oportunidad de plantear directamente las necesidades de sus jurisdicciones y acordar plazos claros para la atención de sus requerimientos.

In a strategic meeting with representatives of the Association of Municipalities of Peru (AMPE), the Head of State emphasized that the government administration aims to transform the population’s demands into concrete actions, eliminating administrative barriers that have delayed key initiatives for the country’s development.

Leading the meeting — which took place at the Government Palace in an atmosphere of collaboration and mutual commitment — the President emphasized that his team is fully prepared to listen to and address the main needs facing districts, provinces and regions, with a commitment to provide immediate and effective responses. “Our purpose is not just to plan, but to execute; not just to talk, but to act,” highlighted Balcázar, who recognized that municipalities are the closest link to citizens and, therefore, are essential to ensure that the benefits of development reach every corner of the national territory.

As stated by the President, since the first day of his administration he has maintained an intense agenda of working meetings and intergovernmental coordination, with the aim of acting swiftly and accelerating the execution of pending issues in priority areas such as road infrastructure, basic sanitation, educational and health equipment, as well as in the implementation of citizen security policies to strengthen peace and order in communities. “We know that in many places works have been left half-finished, that resources have been allocated but have not materialized into benefits for the people — explained the Head of State — and this reality must change starting today.”

“We must shorten timelines, bureaucracy cannot defeat us,” the President stated firmly, referring to the need to simplify procedures, speed up project approvals and establish agile monitoring mechanisms to detect and resolve obstacles in real time. In this regard, he announced that work is underway to create a unified digital platform that will connect the Executive Branch with all municipalities in the country, allowing monitoring of work progress, resource management and the channeling of requests in a direct and transparent manner.

The President also emphasized the importance of continuing works initiated by previous administrations that are viable and strategic for local development, as well as maintaining constant and permanent dialogue with mayors. This exchange will allow for detailed monitoring of the progress of each project, as well as any difficulties that arise during its execution — whether due to budget constraints, management issues or technical challenges — and to take corrective measures immediately.

High-level participants in the meeting included the Head of the Ministerial Cabinet, Denisse Miralles, who emphasized that the cabinet is “fully aligned with the President’s vision of placing municipalities at the center of public policy”; the head of AMPE, Dennys Cuba, who stated that “this meeting marks a before and after in the relationship between the central Government and local authorities”; as well as a broad representation of mayors from different regions of Peru — from the Coast to the Highlands and the Jungle — who had the opportunity to directly present the needs of their jurisdictions and agree on clear timelines for addressing their requests.
