En este marco institucional, el mandatario delineó los ejes centrales de su gestión en materia de seguridad, reafirmando un compromiso firme con el fortalecimiento del aparato de seguridad ciudadana, la preservación del orden interno y la garantía del Estado constitucional de derecho.
Ante las autoridades de las instituciones rectoras de la seguridad nacional, el jefe de Estado destacó que el traspaso de mando no implicará ninguna pausa en la estrategia contra la delincuencia y el crimen organizado. Por el contrario, enfatizó que su gestión profundizará las acciones tendientes a devolver la tranquilidad a los hogares peruanos, bajo el entendimiento de que la problemática criminal ha evolucionado y actualmente tiene dimensiones tanto nacionales como internacionales, lo que requiere de una mirada integral y coordinada con actores globales.
“El cambio de gobierno no detendrá la lucha contra la delincuencia ni contra el crimen organizado. Por el contrario, profundizará esa lucha. Continuaremos con el trabajo de devolver la tranquilidad a las familias peruanas, en el entendido de que la criminalidad ya no es solo nacional, sino internacional”, manifestó el presidente Balcázar.
En su discurso, el mandatario subrayó que la responsabilidad de conducir la Nación implica un liderazgo claro y decidido de las instituciones encargadas de velar por la seguridad. En ese sentido, señaló que su mandato conlleva un compromiso dual: por un lado, el cumplimiento estricto de los preceptos constitucionales y, por otro, la adhesión a principios éticos que guíen cada una de las acciones en materia de seguridad. Este compromiso, añadió, se extiende tanto a la defensa de la soberanía nacional como a la mantención del orden interno.
Asimismo, el presidente destacó que su gobierno, aunque definido como de transición, actuará con determinación y criterio técnico para enfrentar los desafíos actuales. “Nuestro gobierno es un gobierno de transición, pero la firmeza no depende del tiempo en el cargo, sino de la eficacia y claridad en el propósito. Y nuestra voluntad política estará en ese sentido, para demostrar que tengo un equipo de técnicos de primera calidad”, remarcó.
En línea con este enfoque técnico, anunció un paquete de medidas concretas que pondrá en marcha en los próximos meses: se intensificarán las operaciones contra estructuras de crimen organizado en todo el territorio nacional; se fortalecerá la capacidad de inteligencia estratégica para anticipar y prevenir amenazas; y se mejorará la articulación interinstitucional entre la Policía Nacional, las Fuerzas Armadas y otros organismos relacionados, con el fin de ofrecer una respuesta integral a las necesidades de seguridad ciudadana.
Además, el jefe de Estado hizo hincapié en la intrínseca relación entre seguridad y desarrollo económico, señalando que el crecimiento sostenido es imposible en contextos donde reina el miedo y la incertidumbre. Por ello, su gestión trabajará en dos frentes complementarios: por un lado, proteger la seguridad de las personas y bienes; y por otro, impulsar la confianza de inversionistas nacionales y extranjeros, promover proyectos productivos y proteger el empleo de millones de peruanos que dependen de una economía estable.
En otro segmento de su intervención, el presidente Balcázar abordó la importancia de la democracia y garantizó que su gobierno velará por la realización de un proceso electoral limpio, transparente y legítimo en el momento correspondiente. Subrayó que la democracia es un valor que debe ser protegido activamente y que las Fuerzas Armadas y la Policía Nacional cumplen un rol esencial en este propósito, al garantizar el orden y el respeto a las decisiones de la ciudadanía.
“Garantizaremos un proceso electoral limpio, transparente y legítimo. La democracia no solo se proclama; se protege”, enfatizó.
Para concluir, el mandatario renovó su compromiso con el país y reafirmó que su gestión trabajará con responsabilidad, respeto por las instituciones y firmeza frente a los desafíos, con el objetivo de dejar un Perú más ordenado, más estable y más seguro del que recibió.

Within this institutional framework, the Head of State outlined the central pillars of his administration’s security policy, reaffirming a firm commitment to strengthening the civil security apparatus, preserving internal order, and upholding the constitutional rule of law.
Before the authorities of the leading national security institutions, the Head of State emphasized that the transfer of power would not mean any pause in the strategy against crime and organized crime. On the contrary, he stressed that his administration would step up efforts to restore peace of mind to Peruvian households, recognizing that criminal activity has evolved and now has both national and international dimensions, requiring a comprehensive approach and coordination with global actors.
“The change of government will not stop the fight against crime or organized crime. On the contrary, it will step up this fight. We will continue working to restore peace of mind to Peruvian families, in the understanding that criminality is no longer just a national issue but an international one,” stated President Balcázar.
In his speech, the Head of State emphasized that the responsibility of leading the nation entails clear and decisive leadership of the institutions in charge of safeguarding security. In this regard, he noted that his term involves a dual commitment: on one hand, strict compliance with constitutional precepts, and on the other, adherence to ethical principles that guide all security-related actions. This commitment, he added, extends both to the defense of national sovereignty and the maintenance of internal order.
Likewise, the President highlighted that his government, although defined as transitional, will act with determination and technical expertise to address current challenges. “Our government is a transitional government, but firmness does not depend on the time in office, but on the effectiveness and clarity of purpose. And our political will will be focused on this, to show that I have a team of top-quality technical experts,” he emphasized.
In line with this technical approach, he announced a package of concrete measures to be implemented in the coming months: operations against organized crime structures will be stepped up nationwide; strategic intelligence capacity will be strengthened to anticipate and prevent threats; and inter-institutional coordination between the National Police, Armed Forces, and other related agencies will be improved, with the aim of providing a comprehensive response to civil security needs.
Additionally, the Head of State emphasized the intrinsic link between security and economic development, stating that sustainable growth is impossible in contexts where fear and uncertainty prevail. For this reason, his administration will work on two complementary fronts: on one hand, protecting the safety of people and property; and on the other, boosting confidence among national and foreign investors, promoting productive projects, and safeguarding the jobs of millions of Peruvians who depend on a stable economy.
In another part of his address, President Balcázar addressed the importance of democracy and pledged that his government would ensure the holding of a clean, transparent, and legitimate electoral process when the time comes. He stressed that democracy is a value that must be actively protected and that the Armed Forces and National Police play an essential role in this endeavor, by ensuring order and respect for the decisions of the citizenry.
“We will ensure a clean, transparent, and legitimate electoral process. Democracy is not just proclaimed; it is protected,” he emphasized.
