Los ministros de telecomunicaciones, tecnologías de la información y comunicaciones (TIC), y políticas digitales de las 21 economías miembros de APEC se reunieron para definir una estrategia colaborativa que garantice un desarrollo tecnológico seguro, confiable y centrado en el ser humano.

La reunión, presidida por el Ministro de Ciencia y TIC de la República de Corea, Kyunghoon Bae, enfatizó la urgencia de una respuesta coordinada ante la rápida transformación tecnológica. El Ministro Bae describió la situación como una “ola monumental” que requiere una planificación estratégica para asegurar un futuro positivo para todos. Bajo el tema de la presidencia coreana de APEC 2025, “Construyendo un mañana sustentable”, la reunión se centró en tres pilares fundamentales:

CONECTIVIDAD DIGITAL SIGNIFICATIVA.- Se discutieron estrategias para ampliar el acceso a internet de alta velocidad, asegurando una conectividad equitativa y accesible para todas las poblaciones de la región.

APROVECHAMIENTO DE TECNOLOGÍAS EMERGENTES PARA EL BIEN PÚBLICO.- Se exploraron las aplicaciones de la IA y otras tecnologías emergentes en áreas como la salud, la educación y la seguridad pública, con un enfoque en el beneficio social.

COOPERACIÓN INTERNACIONAL PARA UNA IA SEGURA Y CONFIABLE.- Se reconoció la necesidad de establecer normas y estándares internacionales para garantizar la seguridad, la transparencia y la responsabilidad en el desarrollo y la implementación de sistemas de IA.

La reunión se basó en la Hoja de Ruta de Internet y Economía Digital de APEC, y se alinea con la Visión 2040 de Putrajaya y el Plan de Acción de Aotearoa, reafirmando el compromiso de las economías miembros con la transformación digital como motor de crecimiento inclusivo.

El Director Ejecutivo de APEC, Eduardo Pedrosa, destacó la importancia de anticipar las necesidades futuras de las economías de la región y asegurar que la innovación impulse el crecimiento a largo plazo.

Un elemento clave de la reunión fue la presentación de la Iniciativa de IA de APEC propuesta por Corea. Esta iniciativa busca fomentar la innovación, desarrollar capacidades a nivel social y sectorial, y promover la inversión en infraestructura de IA para asegurar que los beneficios de esta tecnología lleguen a todos los segmentos de la sociedad.

La Reunión Ministerial fue seguida por el Foro Global Digital y de IA de APEC, organizado conjuntamente por el Gobierno de Corea y el Banco Mundial, con el objetivo de traducir los compromisos políticos en acciones concretas. Este foro reunió a líderes gubernamentales, innovadores e investigadores para impulsar la colaboración y la implementación de las estrategias acordadas.

CONCLUSIONES

1. La necesidad de una estrategia regional coordinada.
   La reunión evidenció la importancia de la cooperación internacional para abordar los desafíos y oportunidades de la transformación digital y la IA en Asia-Pacífico.
2. El enfoque en la inclusión y la equidad.
   Se enfatizó la necesidad de asegurar que los beneficios de la transformación digital lleguen a todas las poblaciones, evitando la exacerbación de las desigualdades existentes.
3. La importancia de la seguridad y la confianza.
   Se reconoció la necesidad de establecer normas y estándares para garantizar la seguridad, la transparencia y la responsabilidad en el desarrollo y uso de la IA.
4. El papel crucial de la innovación.
   La reunión destacó la importancia de la innovación como motor de crecimiento económico e inclusivo, impulsado por la colaboración entre gobiernos, empresas y la sociedad civil.
5. La necesidad de una acción continua.
   La reunión ministerial y el foro posterior son solo el comienzo de un proceso continuo de colaboración y acción para construir un futuro digital inclusivo y sostenible en la región Asia-Pacífico.

Telecommunications, information and communications technology (ICT), and digital policy ministers from the 21 APEC member economies met to define a collaborative strategy to ensure safe, secure, and human-centered technological development.

The meeting, chaired by the Minister of Science and ICT of the Republic of Korea, Kyunghoon Bae, emphasized the urgency of a coordinated response to rapid technological transformation. Minister Bae described the situation as a “monumental wave” that requires strategic planning to ensure a positive future for all. Under the theme of the Korean APEC 2025 Presidency, “Building a Sustainable Tomorrow,” the meeting focused on three key pillars:

MEANINGFUL DIGITAL CONNECTIVITY.- Strategies were discussed to expand access to high-speed internet, ensuring equitable and accessible connectivity for all populations in the region.

LEVERAGING EMERGING TECHNOLOGIES FOR THE PUBLIC GOOD.- Applications of AI and other emerging technologies in areas such as health, education, and public safety were explored, with a focus on social benefit.

INTERNATIONAL COOPERATION FOR SAFE AND TRUSTWORTHY AI.- The need to establish international norms and standards to ensure security, transparency, and accountability in the development and deployment of AI systems was recognized.

The meeting was based on the APEC Internet and Digital Economy Roadmap and is aligned with the Putrajaya Vision 2040 and the Aotearoa Action Plan, reaffirming the member economies’ commitment to digital transformation as an engine of inclusive growth.

APEC Executive Director Eduardo Pedrosa emphasized the importance of anticipating the future needs of the region’s economies and ensuring that innovation drives long-term growth.

A key element of the meeting was the presentation of the APEC AI Initiative proposed by Korea. This initiative seeks to foster innovation, build capacities at the societal and sectoral levels, and promote investment in AI infrastructure to ensure that the benefits of this technology reach all segments of society.

The Ministerial Meeting was followed by the APEC Global Digital and AI Forum, co-organized by the Government of Korea and the World Bank, with the aim of translating political commitments into concrete actions. This forum brought together government leaders, innovators, and researchers to promote collaboration and implementation of agreed strategies.
