Esta iniciativa busca instaurar una cultura de apertura, transparencia, participación ciudadana, rendición de cuentas e integridad dentro de la función pública peruana.

DIÁLOGO TÉCNICO INICIAL Y COLABORACIÓN MULTIACTOR

La Presidencia del Consejo de Ministros (PCM), a través de la Secretaría de Gestión Pública, lideró el primer diálogo técnico, cuyo objetivo fue recopilar insumos para el diseño e implementación de esta ambiciosa estrategia. Este encuentro contó con la participación de David Goessmann, responsable de la Unidad de Gobernanza Abierta de la OCDE, quien resaltó la importancia del gobierno abierto y los elementos clave que el país debe considerar en la creación de esta estrategia.

DEFINICIÓN

El Gobierno Abierto se define como un modelo de gestión pública que promueve la transparencia, la participación ciudadana, la rendición de cuentas y el uso de la tecnología para mejorar la eficiencia y la eficacia de la administración pública.

Además, se contó con la participación del experto internacional Álvaro Ramírez-Alujas, quien enfatizó la necesidad de construir la estrategia de manera colaborativa, integrando las perspectivas de diversos actores. En esta primera reunión, que contó con el apoyo de la cooperación alemana para el desarrollo, implementada por la GIZ, participaron representantes del sector público, privado, agencias internacionales, sociedad civil y expertos independientes.

COMPROMISOS DEL VI PLAN DE ACCIÓN DE GOBIERNO ABIERTO (PAGA)

Paralelamente, y con el propósito de avanzar en la elaboración del VI PAGA, se presentaron los acuerdos que conformarán el documento, los cuales están orientados a la construcción de un Estado más inclusivo, transparente y que rinde cuentas. Esto se realiza en cumplimiento del compromiso asumido por el Perú desde 2012 como miembro de la Alianza para el Gobierno Abierto.

DEFINICIÓN

El Plan de Acción de Gobierno Abierto (PAGA) es un instrumento que establece los compromisos concretos que un gobierno asume para avanzar en la implementación de los principios de gobierno abierto.

Durante dos días, siete entidades públicas presentaron y explicaron los alcances, objetivos, relevancia y sostenibilidad de los compromisos que asumirán hasta el año 2027. Estos compromisos abarcan propuestas en áreas como salud, transparencia, educación y justicia. Las sesiones fueron lideradas por la Secretaría de Gestión Pública de la PCM y forman parte de la etapa de validación y priorización del proceso de creación del PAGA.

Las entidades participantes en las sesiones de presentación fueron el Ministerio de Salud, el Ministerio de Educación, el Ministerio del Ambiente, el Poder Judicial, el Organismo Especializado para las Contrataciones Públicas Eficientes, la Secretaría de Integridad Pública y la de Gobierno y Transformación Digital de la PCM. Tras estas presentaciones, los compromisos serán difundidos para su consulta pública y posterior aprobación e implementación.

CONCLUSIONES

1.- Fortalecimiento de la Gobernanza.
La Estrategia de Gobierno Abierto representa un paso significativo para fortalecer la gobernanza en el Perú, promoviendo una administración pública más transparente, participativa y responsable.

2.- Colaboración Multiactor.
La participación de diversos actores en el diseño e implementación de la estrategia es fundamental para garantizar su legitimidad y eficacia, así como para asegurar que responda a las necesidades y expectativas de la ciudadanía.

3.- Compromiso a Largo Plazo.
Los compromisos asumidos en el VI PAGA demuestran el compromiso del Perú con la agenda de gobierno abierto a largo plazo, sentando las bases para una transformación profunda de la administración pública y una mayor confianza de la ciudadanía en sus instituciones.

Peru Advances Toward Open Government: “Strategy for Transparency and Citizen Participation, in Response to OECD Recommendations”.

This initiative seeks to establish a culture of openness, transparency, citizen participation, accountability, and integrity within the Peruvian public service.

INITIAL TECHNICAL DIALOGUE AND MULTI-STAKEHOLDER COLLABORATION

The Presidency of the Council of Ministers (PCM), through the Secretariat of Public Management, led the first technical dialogue, the objective of which was to gather input for the design and implementation of this ambitious strategy. This meeting featured the participation of David Goessmann, head of the OECD’s Open Governance Unit, who highlighted the importance of open government and the key elements the country should consider when developing this strategy.

Open Government is defined as a public management model that promotes transparency, citizen participation, accountability, and the use of technology to improve the efficiency and effectiveness of public administration.

This first meeting, supported by German development cooperation and implemented by GIZ, was attended by representatives from the public and private sectors, international agencies, civil society, and independent experts.

COMMITMENTS OF THE VI OPEN GOVERNMENT ACTION PLAN (PAGA)

At the same time, and with the aim of advancing the development of the VI PAGA, the agreements that will comprise the document were presented. These agreements are aimed at building a more inclusive, transparent, and accountable State. This is done in compliance with the commitment Peru made in 2012 as a member of the Open Government Partnership.

DEFINITION

The Open Government Action Plan (PAGA) is an instrument that establishes the concrete commitments a government makes to advance the implementation of open government principles.

Over two days, seven public entities presented and explained the scope, objectives, relevance, and sustainability of the commitments they will undertake through 2027. These commitments cover proposals in areas such as health, transparency, education, and justice. The sessions were led by the Secretariat of Public Management of the PCM and are part of the validation and prioritization stage of the PAGA creation process.

The entities participating in the presentation sessions were the Ministry of Health, the Ministry of Education, the Ministry of the Environment, the Judiciary, the Specialized Agency for Efficient Public Procurement, the Secretariat of Public Integrity, and the Secretariat of Government and Digital Transformation of the PCM. Following these presentations, the commitments will be disseminated for public consultation and subsequent approval and implementation.

CONCLUSIONS

1.- Strengthening Governance.
The Open Government Strategy represents a significant step toward strengthening governance in Peru, promoting a more transparent, participatory, and accountable public administration.

2.- Multi-Stakeholder Collaboration.
The participation of diverse stakeholders in the design and implementation of the strategy is essential to guarantee its legitimacy and effectiveness, as well as to ensure that it responds to the needs and expectations of citizens.

3.- Long-Term Commitment.
The commitments made at the 6th PAGA demonstrate Peru’s long-term commitment to the open government agenda, laying the foundation for a profound transformation of public administration and greater citizen confidence in its institutions.
