El objetivo central fue abordar de manera integral la problemática que aqueja a este gremio, buscando soluciones concretas y a largo plazo.
Tras un análisis exhaustivo de los principales desafíos que enfrenta el sector transporte, el Ejecutivo y los gremios llegaron a un acuerdo significativo: la instalación de una mesa de trabajo técnica. Esta mesa, que iniciará sus labores el martes 14 de octubre, contará con la participación activa de la Presidencia del Consejo de Ministros, así como de otras entidades públicas relevantes y las empresas de transporte.
El acta suscrita por los participantes detalla que esta mesa de trabajo se dedicará a analizar y definir acciones concretas para mejorar la seguridad tanto de los transportistas como de los pasajeros. Además, se abordarán aspectos específicos que son cruciales para el buen funcionamiento del sector transporte, buscando soluciones innovadoras y eficientes.
Un punto clave del acuerdo es el compromiso de los gremios de transporte de no continuar con la paralización que se llevó a cabo el lunes 6 de octubre de 2025. En señal de buena fe y compromiso con la ciudadanía, los servicios de transporte urbano se restablecerán con normalidad a partir del martes 7 de octubre, garantizando así la movilidad de los ciudadanos.
El Poder Ejecutivo se compromete a brindar el apoyo necesario a los conductores, cobradores y deudos de las víctimas de actos delictivos. Este apoyo incluirá la coordinación con el Ministerio Público y el Poder Judicial para la implementación de unidades de flagrancia, así como el fortalecimiento del bloqueo de líneas de celular en los centros penitenciarios, medidas que buscan reducir la incidencia delictiva.
Todos los firmantes se comprometen a realizar sus mayores esfuerzos y a trabajar de manera conjunta para evitar acciones que puedan afectar el normal desarrollo del servicio de transporte. En este sentido, cualquier medida que se proponga será coordinada previamente entre las partes, con el objetivo de minimizar cualquier impacto negativo en los usuarios.
El titular de la PCM, Eduardo Arana, subrayó la importancia del diálogo como un preámbulo esencial para alcanzar acuerdos sólidos y duraderos. Destacó el compromiso del Ejecutivo y de la presidenta Dina Boluarte de devolver la tranquilidad a la ciudadanía y brindar la protección necesaria a los transportistas.
“Hay una serie de acciones administrativas, jurídicas, económicas que se realizan a través del Ministerio de Transportes y Comunicaciones, Ministerio del Interior, que en los próximos días se pondrán de conocimiento, y otras acciones que se han venido implementando y se continuará este trabajo concertado con los gremios de transporte en favor de la ciudadanía que espera respuesta de nosotros antes los problemas del país”, aseveró Arana.

The main objective was to comprehensively address the problems facing this sector, seeking concrete, long-term solutions.
After an exhaustive analysis of the main challenges facing the transportation sector, the Executive Branch and the unions reached a significant agreement: the establishment of a technical working group. This panel, which will begin its work on Tuesday, October 14, will include the active participation of the Presidency of the Council of Ministers, as well as other relevant public entities and transportation companies.
The minutes signed by the participants detail that this working group will analyze and define concrete actions to improve the safety of both transporters and passengers. In addition, specific aspects crucial to the proper functioning of the transportation sector will be addressed, seeking innovative and efficient solutions.
A key point of the agreement is the transportation unions’ commitment to not continue the stoppage that took place on Monday, October 6, 2025. As a sign of good faith and commitment to the public, urban transportation services will resume normal service starting Tuesday, October 7, thus guaranteeing the mobility of citizens.
The Executive Branch commits to providing the necessary support to drivers, collectors, and the families of victims of criminal acts. This support will include coordination with the Public Prosecutor’s Office and the Judiciary for the implementation of flagrante delicto units, as well as the strengthening of cell phone blocking in prisons, measures that seek to reduce the incidence of crime.
All signatories pledge to make their best efforts and work together to avoid actions that could affect the normal operation of transportation services. In this regard, any proposed measures will be coordinated in advance between the parties, with the goal of minimizing any negative impact on users.
The head of the PCM, Eduardo Arana, emphasized the importance of dialogue as an essential preamble to reaching solid and lasting agreements. He highlighted the commitment of the Executive Branch and President Dina Boluarte to restoring peace to the public and providing the necessary protection to transport workers.
“There are a series of administrative, legal, and economic actions being carried out through the Ministry of Transportation and Communications and the Ministry of the Interior, which will be made known in the coming days. Other actions have been implemented, and this concerted work with the transportation unions will continue for the benefit of the citizens who expect us to respond to the country’s problems,” Arana stated.
