Esta normativa representa un refuerzo sustancial de la estrategia nacional contra la delincuencia y el crimen organizado, implementando medidas innovadoras y tecnológicamente avanzadas para el control territorial, la gestión penitenciaria y la participación activa de las fuerzas del orden.

El decreto crea el Comando de Coordinación Operativa Unificada (CCO), un órgano estratégico presidido por el Comandante General de la Policía Nacional del Perú e integrado por representantes de alto nivel de las Fuerzas Armadas, el Poder Judicial, el Ministerio Público, el Ministerio de Economía y Finanzas, la Dirección Nacional de Inteligencia, así como los alcaldes de Lima Metropolitana y Callao.

El CCO tiene la responsabilidad de dirigir las acciones integradas de seguridad, coordinando patrullajes, operativos y dispositivos tácticos con el objetivo primordial de restablecer el orden interno, reducir drásticamente los índices de criminalidad y garantizar el pleno ejercicio de los derechos fundamentales de la ciudadanía.

INTELIGENCIA SATELITAL PARA UN CONTROL TERRITORIAL EFICAZ

Con el objetivo de fortalecer el control territorial y optimizar la respuesta ante amenazas, la normativa establece que el Comité de Inteligencia empleará imágenes satelitales de alta resolución, drones equipados con tecnología de vanguardia y una extensa red de cámaras de videovigilancia públicas y privadas para identificar zonas de riesgo y orientar intervenciones precisas de las fuerzas integradas.

Además, se implementarán algoritmos de reconocimiento facial y el cruce de información en una plataforma digital de interoperabilidad, lo que permitirá incrementar significativamente la capacidad de anticipación frente a actividades criminales y la identificación de individuos con órdenes de captura.

De forma simultánea, un sistema unificado de datos concentrará información proveniente de comisarías, gobiernos locales y diversas entidades del Estado, permitiendo que el CCO intensifique objetivos y metas en las zonas intervenidas, optimizando la asignación de recursos y la eficacia de las operaciones.

FORMACIÓN Y PRESENCIA DISUASIVA: CADETES AL SERVICIO DE LA SEGURIDAD

El Decreto autoriza la participación activa de cadetes del último año de las escuelas de Oficiales y Suboficiales de la Policía Nacional en labores operativas y administrativas dentro de las comisarías, bajo la estricta supervisión de sus superiores, lo que permitirá fortalecer la capacidad de respuesta de las fuerzas del orden y brindar una valiosa experiencia práctica a los futuros líderes policiales.

Asimismo, los cadetes de las escuelas de formación de las Fuerzas Armadas realizarán marchas de campaña e instrucción en zonas determinadas por el CCO con fines de entrenamiento, presencia disuasiva y apoyo a actividades cívico-militares, lo que contribuirá a fortalecer el vínculo entre las fuerzas armadas y la ciudadanía, así como a disuadir la comisión de delitos.

ENDURECIMIENTO DEL RÉGIMEN PENITENCIARIO: CERO TOLERANCIA CON LA CRIMINALIDAD

En el ámbito penitenciario, la norma establece medidas estrictas de control a nivel nacional, con el objetivo de erradicar la criminalidad dentro de los centros de reclusión y evitar que estos sean utilizados como centros de planificación y coordinación de actividades delictivas. Entre estas medidas se incluyen la restricción de visitas, el desmontaje de antenas de telecomunicación ilícitas, el apagón eléctrico en celdas sin afectar la iluminación, la incautación constante de teléfonos, chips, armas blancas y artículos prohibidos, el traslado inmediato de internos peligrosos y la rotación estratégica del personal penitenciario.

Estas acciones se complementarán con el monitoreo aéreo mediante drones y el control de acceso a los penales en presencia obligatoria de personal policial y militar, lo que garantizará la transparencia y la eficacia de los controles. De igual modo, se intensificarán las inspecciones para asegurar el correcto funcionamiento de los equipos inhibidores de señal en los establecimientos penitenciarios, evitando la comunicación ilícita de los internos con el exterior.

Del mismo modo, el Decreto faculta la ejecución de controles de identidad en inmuebles y vía pública, el descerraje cuando resulte necesario, la intervención de motocicletas con dos adultos, el internamiento de vehículos con documentación adulterada, la recuperación de espacios públicos vinculados a actividades criminales y operativos contra armas ilegales, pirotécnicos, drogas e insumos químicos.

Asimismo, Migraciones verificará y expulsará a extranjeros que infrinjan la normativa, mientras que el sistema de recompensas impulsará la captura de requisitoriados, extorsionadores y sicarios, incentivando la colaboración ciudadana en la lucha contra la delincuencia.

JUSTICIA EFICAZ E INCENTIVOS PARA EL PERSONAL DESTACADO

El Ministerio Público y el Poder Judicial adoptarán medidas para ampliar su capacidad de respuesta durante la emergencia y mejorar la rapidez en la atención de casos relacionados con criminalidad, garantizando el debido proceso y la sanción oportuna de los delincuentes.

El decreto también establece incentivos y reconocimientos para los integrantes de las fuerzas integradas que destaquen por acciones determinantes para el cumplimiento de los objetivos del estado de emergencia, reconociendo su valentía, profesionalismo y compromiso con la seguridad ciudadana.

Cabe indicar que el Decreto Supremo entra en vigencia al día siguiente de su publicación en el Diario Oficial El Peruano y mantiene plena concordancia con el Decreto Supremo N.º 124-2025-PCM, que declaró el estado de emergencia en Lima y Callao.

Con esta medida, el Gobierno del Presidente José Jerí reafirma su compromiso inquebrantable con la seguridad ciudadana y consolida una estrategia integral que incrementa la presencia del Estado en el territorio, fortalece el control del espacio público y combate de manera frontal la criminalidad y el crimen organizado, sentando las bases para un futuro más seguro y próspero para todos los peruanos.

OBSERVACIONES A ESTAS ACCIONES DEL EJECUTIVO

1.- Enfoque integral y coordinado: El Decreto Supremo N.º 127-2025-PCM representa un avance significativo en la lucha contra la delincuencia y el crimen organizado al establecer un enfoque integral y coordinado que involucra a diversas instituciones del Estado y aprovecha la tecnología para fortalecer el control territorial y la gestión penitenciaria.

2.- Participación de las Fuerzas Armadas: La participación de las Fuerzas Armadas en labores de seguridad ciudadana, si bien puede ser efectiva a corto plazo, plantea interrogantes sobre su rol y la necesidad de fortalecer las capacidades de la Policía Nacional para garantizar la seguridad interna a largo plazo.

3.- Respeto a los derechos humanos: Es fundamental que las medidas implementadas en el marco del estado de emergencia respeten los derechos humanos y las garantías fundamentales de la ciudadanía, evitando abusos y garantizando el debido proceso en todas las actuaciones de las fuerzas del orden.

This regulation represents a substantial reinforcement of the national strategy against crime and organized crime, implementing innovative and technologically advanced measures for territorial control, prison management, and the active participation of law enforcement.

The decree creates the Unified Operational Coordination Command (CCO), a strategic body chaired by the General Commander of the National Police of Peru and composed of high-level representatives from the Armed Forces, the Judiciary, the Public Prosecutor’s Office, the Ministry of Economy and Finance, the National Intelligence Directorate, as well as the mayors of Metropolitan Lima and Callao.

The CCO (Command and Control Center) is responsible for directing integrated security actions, coordinating patrols, operations, and tactical deployments with the primary objective of restoring internal order, drastically reducing crime rates, and guaranteeing the full exercise of citizens’ fundamental rights.

SATELLITE INTELLIGENCE FOR EFFECTIVE TERRITORIAL CONTROL

With the aim of strengthening territorial control and optimizing the response to threats, the regulations stipulate that the Intelligence Committee will use high-resolution satellite imagery, drones equipped with cutting-edge technology, and an extensive network of public and private video surveillance cameras to identify high-risk areas and guide precise interventions by integrated forces.

Furthermore, facial recognition algorithms and data cross-referencing on an interoperable digital platform will be implemented, significantly increasing the capacity to anticipate criminal activity and identify individuals with outstanding arrest warrants.

Simultaneously, a unified data system will centralize information from police stations, local governments, and various state entities, allowing the CCO (Command and Control Center) to intensify objectives and goals in the areas under intervention, optimizing resource allocation and operational effectiveness.

TRAINING AND DETERRENT PRESENCE: CADETS IN SERVICE OF SECURITY

The Decree authorizes the active participation of final-year cadets from the National Police Officer and Non-Commissioned Officer schools in operational and administrative tasks within police stations, under the strict supervision of their superiors. This will strengthen the response capacity of law enforcement and provide valuable practical experience to future police leaders.

Likewise, cadets from the Armed Forces training schools will conduct field marches and instruction in areas determined by the CCO for training purposes, deterrent presence and support for civic-military activities, which will contribute to strengthening the bond between the armed forces and the citizenry, as well as deterring the commission of crimes.

STRENGTHENING THE PRISON REGIME: ZERO TOLERANCE FOR CRIME

In the prison system, the law establishes strict control measures at the national level, with the objective of eradicating crime within detention centers and preventing them from being used as centers for planning and coordinating criminal activities. These measures include restricting visits, dismantling illicit telecommunications antennas, cutting off electricity in cells without affecting lighting, the constant confiscation of cell phones, SIM cards, bladed weapons, and prohibited items, the immediate transfer of dangerous inmates, and the strategic rotation of prison staff.

These actions will be complemented by aerial monitoring using drones and access control to prisons with the mandatory presence of police and military personnel, which will guarantee the transparency and effectiveness of the controls. Similarly, inspections will be intensified to ensure the proper functioning of signal jamming equipment in prisons, preventing illicit communication between inmates and the outside world.

Similarly, the Decree authorizes identity checks in buildings and public spaces, forced entry when necessary, the impounding of motorcycles with two adults, the seizure of vehicles with falsified documentation, the recovery of public spaces linked to criminal activities, and operations against illegal weapons, fireworks, drugs, and chemical precursors.

Likewise, the Immigration Department will verify and expel foreigners who violate the regulations, while the reward system will encourage the capture of wanted individuals, extortionists, and hitmen, incentivizing citizen collaboration in the fight against crime.

EFFECTIVE JUSTICE AND INCENTIVES FOR OUTSTANDING PERSONNEL

The Public Prosecutor’s Office and the Judiciary will adopt measures to expand their response capacity during the emergency and improve the speed of handling cases related to crime, guaranteeing due process and the timely punishment of offenders.

The decree also establishes incentives and recognition for members of the integrated forces who stand out for decisive actions in fulfilling the objectives of the state of emergency, recognizing their courage, professionalism and commitment to citizen security.

It should be noted that the Supreme Decree enters into force the day after its publication in the Official Gazette El Peruano and is fully consistent with Supreme Decree No. 124-2025-PCM, which declared a state of emergency in Lima and Callao.

With this measure, the Government of President José Jerí reaffirms its unwavering commitment to citizen security and consolidates a comprehensive strategy that increases the State’s presence throughout the country, strengthens control of public spaces, and directly combats crime and organized crime, laying the foundation for a safer and more prosperous future for all Peruvians.
