HACIA LA SOBERANÍA TECNOLÓGICA REGIONAL

La iniciativa, que ya cuenta con la adhesión de Brasil y República Dominicana, responde a la necesidad apremiante de reducir la dependencia de modelos de IA desarrollados fuera de la región. En este sentido, el premier peruano, Ernesto Álvarez Miranda, destacó la importancia de que América Latina asuma un rol protagónico en la construcción del futuro digital, generando conocimiento desde la región y proyectando una voz sólida en el escenario mundial. Por su parte, el ministro chileno Aldo Valle Acevedo enfatizó que este acuerdo constituye un mensaje político profundo, que refleja la determinación de los países latinoamericanos por construir soberanía tecnológica con identidad regional.

PILARES DE LA COOPERACIÓN BILATERAL

El memorando de entendimiento establece diversos ámbitos de cooperación entre Perú y Chile, entre los que destacan:

1.- Desarrollo ético y responsable de la IA: Se promoverá la creación de marcos regulatorios y estándares que garanticen el uso ético, seguro y responsable de la inteligencia artificial, priorizando la protección de los derechos fundamentales y la prevención de sesgos discriminatorios.

2.- Diseño y desarrollo de Latam-GPT: Ambos países participarán activamente en el diseño y desarrollo de un modelo de lenguaje para América Latina y el Caribe, que refleje la diversidad lingüística y cultural de la región.

3.- Intercambio de conocimientos y datos: Se facilitará el intercambio de conocimientos, buenas prácticas y datos, con estándares que aseguren la protección de la información personal, la transparencia y el acceso público a la información.

4.- Formación de funcionarios públicos: Se impulsará la formación de funcionarios públicos en el uso responsable de la inteligencia artificial, con el objetivo de fortalecer las capacidades del Estado en la materia.

5.- Soluciones aplicadas a sectores prioritarios: Se promoverán soluciones de IA aplicadas a sectores prioritarios como educación, salud, desarrollo social y transporte, con el fin de mejorar la calidad de vida de los ciudadanos.

MADUREZ DE LA RELACION BILATERAL

El acuerdo refleja la madurez de la relación bilateral entre Perú y Chile, naciones que comparten principios fundamentales como la defensa de la democracia, el fortalecimiento del Estado de derecho, la libertad, el crecimiento económico sostenible y el respeto a la dignidad humana. La coordinación técnica del memorando estará a cargo del Centro Nacional de Inteligencia Artificial de Chile (CENIA) y de la Secretaría de Gobierno y Transformación Digital de la PCM del Perú, instituciones que trabajarán en estrecha colaboración para alcanzar los objetivos trazados.

3.- Knowledge and Data Exchange: The exchange of knowledge, best practices, and data will be facilitated, with standards that ensure the protection of personal information, transparency, and public access to information.

4.- Training of Public Officials: Training for public officials in the responsible use of artificial intelligence will be promoted, with the aim of strengthening the State’s capabilities in this area.

5.- Solutions Applied to Priority Sectors: AI solutions applied to priority sectors such as education, health, social development, and transportation will be promoted, with the aim of improving citizens’ quality of life.

MATURITY OF THE BILATERAL RELATIONSHIP

The agreement reflects the maturity of the bilateral relationship between Peru and Chile, nations that share fundamental principles such as the defense of democracy, the strengthening of the rule of law, freedom, sustainable economic growth, and respect for human dignity. The technical coordination of the memorandum will be the responsibility of the Chilean National Center for Artificial Intelligence (CENIA) and the Secretariat of Government and Digital Transformation of the Peruvian Prime Minister’s Office (PCM), institutions that will work closely together to achieve the established objectives.
