La iniciativa presidencial busca fortalecer los mecanismos de seguridad y prevenir la entrada irregular de individuos que puedan representar una amenaza para la estabilidad y el orden interno del país.

La jornada se desarrolló en el Complejo Fronterizo Santa Rosa, una infraestructura clave para el tránsito binacional y gestionada por la Superintendencia Nacional de Administración Tributaria (Sunat). En este punto estratégico, el jefe de Estado inspeccionó exhaustivamente los protocolos de control migratorio, aduanero, sanitario y forestal, ejecutados por entidades como la Superintendencia Nacional de Migraciones, Aduanas, el Servicio Nacional Forestal y de Fauna Silvestre (Serfor), el Servicio Nacional de Sanidad Agraria del Perú (Senasa) y la Policía Nacional del Perú (PNP).

Posteriormente, el mandatario se trasladó a la Comisaría Especial PNP La Concordia, situada en el Hito N.° 1 de la frontera con Chile, donde se interiorizó sobre las operaciones de vigilancia que despliega la Policía Nacional para disuadir el ingreso irregular de personas y robustecer la protección del territorio nacional.

El recorrido continuó en el puesto de vigilancia fronterizo Francisco Bolognesi, perteneciente a la Unidad de Seguridad de Fronteras de la PNP, donde el presidente Jerí mantuvo un diálogo directo con los efectivos policiales responsables de patrullar la zona y garantizar la seguridad en el límite sur del país.

DECLARATORIA DE EMERGENCIA: UNA RESPUESTA ESTRATÉGICA ANTE POSIBLES CONTINGENCIAS

Durante su encuentro con los medios de comunicación, el presidente Jerí subrayó que su presencia en Tacna responde a la imperiosa necesidad de “anticipar problemas que eventualmente pueden suscitarse” y de consolidar una política de Estado orientada a la protección integral de las fronteras.

“El Gobierno se propone implementar una acción multisectorial en las fronteras. Como primera medida concreta, se declarará en emergencia estas zonas, permitiendo que el Ejército brinde apoyo a la Policía Nacional en la tarea de resguardar e impedir actos irregulares perpetrados por personas de otras nacionalidades que puedan albergar diferentes propósitos”, aseveró el mandatario.

Adicionalmente, se analizará la posibilidad de declarar en emergencia todos los distritos y provincias fronterizas, previa evaluación técnica, con el objetivo de intensificar las labores de prevención. El presidente Jerí no descartó una futura visita a la frontera amazónica, en consonancia con el cronograma de trabajo regional.

El jefe de Estado ratificó que se asignarán vehículos adicionales a la Policía Nacional para fortalecer las operaciones de vigilancia, en paralelo a la consolidación de una estrategia conjunta de intervención multisectorial.

Asimismo, recordó la existencia de una propuesta legislativa que plantea transferir de forma permanente al Ejército la responsabilidad del resguardo de las fronteras, lo que evitaría la necesidad de recurrir a estados de emergencia para solicitar el apoyo de las Fuerzas Armadas.

“El Gobierno mantiene la firme determinación de proteger nuestras fronteras e imponer un principio de autoridad. Ninguna persona sin la documentación requerida ingresará al país. Estamos trabajando arduamente para expulsar a aquellos que actúan de forma irregular y no permitiremos que vuelvan a ingresar”, enfatizó el mandatario.

El presidente Jerí reiteró que la lucha contra la delincuencia exige impedir el ingreso de personas con antecedentes negativos a través de los puntos fronterizos: “Debemos intervenir de manera multisectorial. Los estados de emergencia nos permiten disponer de recursos de manera inmediata para brindar tranquilidad a nuestra población”.

En esta visita de trabajo, el presidente de la república estuvo acompañado por el ministro de Defensa, César Díaz; el ministro del Interior, Vicente Tiburcio; el superintendente de Migraciones, Armando García; y la congresista electa por Tacna, Nieves Limachi.

CONCLUSIONES

1.- Enfoque Proactivo en la Seguridad Fronteriza: La visita del presidente Jerí a Tacna y la inminente declaratoria de emergencia en las zonas fronterizas demuestran un enfoque proactivo del gobierno para abordar los desafíos de seguridad y migración irregular.

The presidential initiative seeks to strengthen security mechanisms and prevent the irregular entry of individuals who could pose a threat to the country’s stability and internal order.

The visit took place at the Santa Rosa Border Complex, a key infrastructure for binational transit managed by the National Superintendency of Tax Administration (SUNAT). At this strategic point, the head of state thoroughly inspected the migration, customs, health and forestry control protocols, executed by entities such as the National Superintendency of Migration, Customs, the National Forestry and Wildlife Service (Serfor), the National Agrarian Health Service of Peru (Senasa) and the National Police of Peru (PNP).

Later, the president traveled to the La Concordia Special Police Station, located at Border Marker No. 1 on the border with Chile, where he learned about the surveillance operations deployed by the National Police to deter irregular entry and strengthen the protection of the national territory.

The tour continued at the Francisco Bolognesi border checkpoint, belonging to the PNP’s Border Security Unit, where President Jerí held a direct dialogue with the police officers responsible for patrolling the area and ensuring security on the country’s southern border.

DECLARATION OF EMERGENCY: A STRATEGIC RESPONSE TO POTENTIAL CONTINGENCIES

During his meeting with the media, President Jerí emphasized that his presence in Tacna responds to the urgent need to “anticipate problems that may eventually arise” and to consolidate a state policy aimed at the comprehensive protection of the borders.

“The government intends to implement a multi-sectoral action plan at the borders. As a first concrete measure, these areas will be declared in a state of emergency, allowing the Army to support the National Police in safeguarding and preventing irregular acts perpetrated by individuals of other nationalities who may have various motives,” the president stated.

Additionally, the possibility of declaring a state of emergency in all border districts and provinces will be analyzed, following a technical evaluation, with the aim of intensifying prevention efforts. President Jerí did not rule out a future visit to the Amazonian border, in accordance with the regional work schedule.

The head of state confirmed that additional vehicles will be assigned to the National Police to strengthen surveillance operations, in parallel with the consolidation of a joint multi-sectoral intervention strategy.

He also mentioned the existence of a legislative proposal that would permanently transfer responsibility for border security to the Army, thus avoiding the need to resort to states of emergency to request the support of the Armed Forces.

“The Government remains firmly committed to protecting our borders and enforcing the rule of law. No one without the required documentation will be allowed to enter the country. We are working diligently to expel those who act irregularly and we will not allow them to re-enter,” the president emphasized.

President Jerí reiterated that the fight against crime requires preventing the entry of people with criminal records through border crossings: “We must intervene in a multi-sectoral manner. States of emergency allow us to allocate resources immediately to provide peace of mind to our population.”

During this working visit, the president was accompanied by the Minister of Defense, César Díaz; the Minister of the Interior, Vicente Tiburcio; the Superintendent of Migration, Armando García; and the congresswoman-elect for Tacna, Nieves Limachi.

CONCLUSIONS
