El hecho habría desatado una ola de preocupación política en el país, al considerar el legislador que el comportamiento no ajusta a los estándares de moral idóneo que debe regir al máximo mandatario en asuntos públicos y de interés nacional.

Según Valer, el empresario con quien se reunió el presidente estaría interesado en proyectos estratégicos para el país: la Empresa Eléctrica Pachachaca 2 y lotes petroleros, tras la manifestación de interés de la China National Chemical Corporation en dicho sector. Además, el legislador señaló que en el edificio donde se desarrolló el encuentro funcionan dos empresas chinas vinculadas al mismo inversionista.

El congresista indicó que el encuentro habría sido previo a la emisión de un decreto supremo de medianoche relacionado con Petroperú, lo que plantea dudas sobre los motivos que llevaron a la expedición de la norma. Asimismo, Valer identificó la existencia de un grupo que denomina “petrolero y energético del país”, integrado por Arturo Alegría, Ilis López, Diego Bazán y el propio Jerí Oré, quienes habrían tenido un interés continuo en fiscalizar Petroperú y Distriluz.

En 2022 y 2023 se finalizó el informe de Distriluz a cargo de la congresista Ilis López, y en la segunda legislatura el grupo tomó control de la Comisión de Economía –con López como presidente y José Enrique Jerí Oré como secretario–. Respecto a la filiación política del mandatario, Valer acusó que este habría mentido al afirmar haber pedido licencia de la bancada de Somos Perú; según el legislador, Jerí Oré se retiró recientemente a las 9:35 de la mañana del martes de esta semana, con el fin de evitar una investigación disciplinaria interna sobre el encuentro y el decreto de reorganización y privatización de Petroperú.

Además, el congresista denunció la presencia de trabajadores de Electrocentro –en donde Ilis López tenía influencia– en altos cargos del Ministerio de Energía y Minas, entre ellos el jefe de gabinete Mario López, dos directores de Distriluz y un presidente del directorio de más de 82 años de edad. Valer cuestionó que la Comisión de Ética, presidida por Elvis Vergara, estaría “blindando” a congresistas con conductas reprochables, por lo que considera que el presidente no debe limitarse a comparecer ante la Comisión de Fiscalización del Congreso, sino que debe explicar los hechos ante el Ministerio Público.

El legislador solicitó que de oficio se abra una carpeta fiscal para llegar a la verdad sobre los motivos del encuentro, los vínculos con empresas extranjeras y la relación con las normas expedidas en el sector energético y petrolero.

CONCLUSIONES

1.- El comportamiento del mandatario genera dudas sobre la transparencia en asuntos públicos: El encuentro camuflado con un empresario chino, en horario nocturno y sin registro oficial, no se ajusta a los estándares de idoneidad moral que debe tener el presidente de la República en gestión de asuntos de interés nacional.

2.- Existen indicios de vínculos entre el encuentro y decisiones normativas estratégicas: El congresista Valer plantea que el encuentro habría sido previo a la emisión de un decreto supremo sobre Petroperú, lo que suscita preocupaciones sobre los motivos que influyeron en la expedición de la norma.

3.- The actions of influential groups in key sectors are questioned: The legislator identifies a group with interests in the oil and energy sectors that has allegedly taken control of legislative bodies and lobbied for appointments within the Ministry of Energy and Mines.
