En su intervención, el presidente del gremio exportador, Julio Pérez Alván, expresó la urgencia de hacer respetar la estabilidad jurídica, el estado de derecho y el cumplimiento de las leyes. “Perú atraviesa una grave crisis de confianza de los agentes económicos nacionales e internacionales, lo cual se traduce en la salida de capitales”, refirió.

Para recuperarla –continuó– no solamente se requieren mensajes claros y contundentes de la presidenta, los ministros y demás autoridades, sino también acciones concretas que confirmen un accionar alineado con las reales necesidades del país.

“En una coyuntura como la que se está viviendo desconcierta la publicación de noticias como la del aumento del gasto de la planilla del Gobierno en 9.5% en abril último, mientras que semanas atrás se informó que la pobreza afecta al 30% de la población. Se debe racionalizar los egresos, asumir una mayor responsabilidad fiscal y buscar la eficiencia”, enfatizó.

Añadió que, si bien las autoridades aseguran que Perú mantiene las reglas y la estabilidad, tan necesarias para las inversiones –así lo señaló en la víspera el canciller Javier González-Olaechea–, hasta el momento no se resuelve el impasse con Cosco Shipping y su inversión en el terminal de Chancay.

“Se cambiaron las reglas del juego y se puso en riesgo la culminación de esta importante obra que convertiría al Perú en un importante hub logístico. Se deben evitar mensajes contradictorios y por el contrario promover obras complementarias como las Zonas Económicas Especiales y la aprobación de la Ley de Cabotaje”, añadió.

En la reunión también se abordaron otros problemas como la informalidad, inseguridad ciudadana, corrupción, la falta de servicios básicos, obras de infraestructura y desarrollo fronterizo.

MEDIDAS SECTORIALES
En opinión de Pérez Alván, el trabajo público-privado debería ser un eje central del Gobierno y en este contexto, las Mesas Ejecutivas, creadas con la participación de ambas partes, deben ser fortalecidas. “Muchas no están activas o requieren una mirada estratégica”, sostuvo.

Algunos de estos espacios, cuya coordinación está a cargo del Ministerio de Economía y Finanzas (MEF), están encaminados a potenciar sectores altamente competitivos como el forestal, acuicultura, turismo, gastronomía, minero energético, pesca, industria naval, agroexportación y energías renovables.

“Las Mesas Ejecutivas funcionan muy bien en otros países por lo cual deben continuar. También estamos a la espera de medidas ad hoc para cada actividad. En ese sentido, saludamos al gobierno por proponer una nueva Ley Agraria que impulse nuevamente la agroexportación que en los últimos años estaba avanzando en automático, sin el auge observado en la década pasada”, dijo.

Respecto a la Ley N° 31969, que impulsa la competitividad y el empleo en los rubros textil, confecciones, agro y riego, agroexportaciones y agroindustria, y fomenta su reactivación económica, urgió por su pronta reglamentación.

Asimismo, pidió agilizar la adecuación normativa de la Ley Forestal e implementar el Apéndice II del CITE para el Shihuahuco y Tahuarí y evitar así trabas y demoras que afecten a este sector.

“Se necesita mayor celeridad. Varias normativas deben adecuarse a fin de cumplir con la nueva regulación contra la deforestación establecida por la Unión Europea. Ésta entrará en vigencia el 30 de diciembre próximo y podría afectar la exportación de diversos productos de la Amazonía, al establecer sistemas onerosos en su objetivo de garantizar que no causan deforestación”, acotó.

Otro pedido fue el fortalecimiento de la Digemid (Dirección General de Medicamentos, Insumos y Drogas) y su pase como un organismo público técnico especializado al Ministerio de Salud, tal como se viene discutiendo en las Mesas Ejecutivas del MEF.

SECTORAL MEASURES
In Pérez Alván’s opinion, public-private work should be a central axis of the Government and in this context, the Executive Boards, created with the participation of both parties, must be strengthened. “Many are not active or require a strategic look,” he said.

Some of these spaces, whose coordination is in charge of the Ministry of Economy and Finance (MEF), are aimed at promoting highly competitive sectors such as forestry, aquaculture, tourism, gastronomy, energy mining, fishing, naval industry, agro-export and renewable energies.

“The Executive Boards work very well in other countries, which is why they should continue. We are also waiting for ad hoc measures for each activity. In that sense, we salute the government for proposing a new Agrarian Law that once again boosts agro-exports, which in recent years were advancing automatically, without the boom observed in the last decade,” he said.

Regarding Law No. 31969, which promotes competitiveness and employment in the textile, clothing, agriculture and irrigation, agro-exports and agro-industry sectors, and encourages their economic reactivation, he urged its prompt regulation.

Likewise, he asked to expedite the regulatory adaptation of the Forest Law and implement Appendix II of the CITE for Shihuahuco and Tahuarí and thus avoid obstacles and delays that affect this sector.

“Greater speed is needed. Several regulations must be adapted in order to comply with the new regulation against deforestation established by the European Union. This will come into effect on December 30 and could affect the export of various products from the Amazon, by establishing onerous systems in order to guarantee that they do not cause deforestation,” he said.

Another request was the strengthening of the Digemid (General Directorate of Medicines, Supplies and Drugs) and its transfer as a specialized technical public body to the Ministry of Health, as has been discussed in the Executive Boards of the MEF.
