El ministro de Relaciones Exteriores detalló que se ha proyectado que este instituto, como órgano autónomo adscrito a la Cancillería, permita optimizar la ejecución de la actividad científica, logístico-operativa y de gestión ambiental que el Perú desarrolla en la Antártida, en cumplimiento de los compromisos asumidos como Parte Consultiva del Tratado y Estado Parte del Protocolo de Madrid.
Añadió que se ha concluido el estudio de preinversión a nivel de perfil de la remodelación de la Estación Científica Antártica Machu Picchu y se debe avanzar hacia la formulación de su expediente técnico. De esta forma se optimizará su capacidad operativa y brindará a científicos nacionales y extranjeros cooperantes una estructura moderna “tal como la ofrece el Buque Oceanográfico de la Marina, el BAP Carrasco, el más avanzado de la región”.
El canciller Schialer anunció que el próximo 19 de noviembre partirá hacia la Antártida la Trigésima Primera expedición ANTAR que tendrá una duración de 110 días. Estará integrada por 162 expedicionarios, de los cuales 61 son científicos (39 hombres y 22 mujeres). Se desarrollará, en dos fases, 16 proyectos de investigación a cargo de instituciones nacionales (institutos públicos de investigación, universidades públicas y privadas, y direcciones de investigación de los institutos armados).
Asimismo, se brindará colaboración científica a la Argentina, Alemania, Bélgica, Chile, Colombia, Ecuador y Portugal para que desarrollen nueve proyectos científicos. Los proyectos por desarrollarse estarán enmarcados en Circulación Oceánica, Glaciología, Meteorología, Contaminación Ambiental, Cambio Climático, Salud, Biotecnología y Biodiversidad. Los proyectos se desarrollarán a bordo del BAP Carrasco y en los alrededores de la Estación Científica Antártica Machu Picchu (ECAMP).
En la ceremonia, el ministro Elmer Schialer rememoró que en 1989 el Perú accedió al estatus de Parte Consultiva del Tratado Antártico, bajo el cual nuestro país se unió a una visión colectiva que busca preservar a la Antártida como una Reserva Natural dedicada a la paz, la cooperación y la investigación científica. “Este compromiso no solo refleja la responsabilidad compartida de los países miembros, sino que también resalta la importancia de proteger este invaluable ecosistema frente a las crecientes amenazas ambientales y la explotación de sus recursos”, señaló.
