Desde Cusco, el canciller Elmer Schialer inauguró el III Foro Regional contra el tráfico ilícito de bienes culturales, convocando a 15 países de América Latina y el Caribe a sumar esfuerzos con respaldo de UNESCO en el Perú.

III FORO CUSCO: TENDENCIAS Y PERSPECTIVAS EN LA PROTECCIÓN, RECUPERACIÓN Y RESTITUCIÓN DEL PATRIMONIO CULTURAL EN EL MARCO DE LA CONVENCIÓN DE LA UNESCO DE 1970.

La tercera edición del Foro Cusco, que se realiza este 2025, tiene como objetivo impulsar un espacio de diálogo y reflexión entre los actores clave de los ámbitos político, académico, gubernamental y no gubernamental; así como representantes de pueblos indígenas, sobre tendencias y perspectivas que contribuyan a fortalecer los mecanismos de cooperación internacional para la protección, retorno y restitución del patrimonio cultural.

Por esta razón, el Gobierno del Perú y la UNESCO han decidido incorporar en esta nueva edición, un segmento político denominado “SESIÓN DE ALTO NIVEL”, en el cual participan ministros de Cultura y altos funcionarios de 16 países de la región, así como expertos en la materia y representantes de UNESCO, INTERPOL, UNIDROIT, ICOM, entre otros importantes organismos.

Como se puede apreciar, el III Foro Cusco busca trascender del diálogo y la reflexión, a la consolidación de una posición regional latinoamericana en materia de lucha contra el tráfico ilícito de bienes culturales, que pueda ser compartida con las demás regiones para una mejor comprensión de este fenómeno, y consecuentemente propiciar la exploración de nuevas y más eficientes formas de cooperación.

El evento comprende seis paneles de diálogo donde se abordarán tendencias, desafíos y nuevas rutas para la protección del patrimonio cultural.

Al cierre del foro, los principales aportes, conclusiones y perspectivas a futuro de los países de la región participantes serán recogidos en un reporte con miras a la Conferencia Mundial de la UNESCO sobre Políticas Culturales y Desarrollo Sostenible (MONDIACULT 2025), de la cual participarán 194 Estados Miembros de la UNESCO, que se realizará del 29 de septiembre al 1 de octubre de 2025 en Barcelona, España.

III CUSCO FORUM: TRENDS AND PERSPECTIVES IN THE PROTECTION, RECOVERY, AND RESTITUTION OF CULTURAL HERITAGE WITHIN THE FRAMEWORK OF THE 1970 UNESCO CONVENTION.

The third edition of the Cusco Forum, taking place in 2025, aims to promote a space for dialogue and reflection among key stakeholders from the political, academic, governmental, and non-governmental spheres, as well as representatives of Indigenous peoples, on trends and perspectives that contribute to strengthening international cooperation mechanisms for the protection, return, and restitution of cultural heritage.

For this reason, the Government of Peru and UNESCO have decided to incorporate a political segment called “HIGH-LEVEL SESSION” in this new edition, with the participation of Ministers of Culture and senior officials from 16 countries in the region, as well as experts in the field and representatives from UNESCO, INTERPOL, UNIDROIT, ICOM, among other important organizations.

As can be seen, the Third Cusco Forum seeks to transcend dialogue and reflection and consolidate a regional Latin American position on the fight against the illicit trafficking of cultural goods. This position can be shared with other regions for a better understanding of this phenomenon and, consequently, foster the exploration of new and more efficient forms of cooperation.

The event includes six panel discussions that will address trends, challenges, and new avenues for the protection of cultural heritage.

At the close of the forum, the main contributions, conclusions, and future perspectives of the participating countries in the region will be compiled in a report for the UNESCO World Conference on Cultural Policies and Sustainable Development (MONDIACULT 2025), which will be attended by 194 UNESCO Member States and will take place from September 29 to October 1, 2025, in Barcelona, ​​Spain.
