El objetivo central es que el funcionamiento y expansión del megapuerto se traduzcan en mejoras efectivas, permanentes y tangibles para la población que vive en toda su zona de influencia directa e indirecta.
“Hago un llamado a todos los técnicos de los sectores del Ejecutivo a continuar y redoblar los esfuerzos y lograr resultados tangibles. El Perú necesita continuar con instituciones fuertes y comprometidas, capaces de actuar con decisión frente a los desafíos”, señaló el jefe del gabinete ministerial. Al mismo tiempo, destacó que este organismo constituye el principal espacio oficial de articulación entre sectores, lo que permite trabajar de forma coordinada y no aislada.
Durante la sesión ordinaria del Consejo Directivo, subrayó que cada institución representada tiene una responsabilidad compartida: aunar capacidades, conocimientos y recursos para cumplir fielmente los compromisos asumidos por el Gobierno con los ciudadanos de Chancay y su entorno.
En esa misma línea, afirmó que la ANA Chancay actúa como pieza clave para asegurar que el crecimiento económico generado por la infraestructura sea ordenado, planificado y cuente siempre con enfoque social. “Este colegiado y sus integrantes, cada uno desde sus competencias legales y funciones específicas, tiene un rol esencial para construir un futuro para todos. Que Chancay sea el ejemplo claro de este modelo integral”, enfatizó.
El presidente del Consejo de Ministros definió al megapuerto como verdadero motor de transformación territorial y productiva, donde el Estado debe garantizar siempre la protección y el bienestar prioritario de los habitantes locales. “El terminal portuario multipropósito de Chancay ha empezado ya a transformar la dinámica del norte de Lima y todo el sistema logístico nacional, al funcionar como nodo principal de interconexión comercial internacional”, precisó.
Su actividad impulsa de forma directa y sostenida los principales sectores productivos del país: agroexportación, industria manufacturera, comercio exterior e interior, y actividades vinculadas al sector pesquero. Recalcó además que no basta con generar riqueza: es necesario trasladar esos beneficios hacia desarrollo ordenado, equilibrado y duradero, que mejore condiciones de vida, servicios básicos y oportunidades laborales para quienes residen en la zona de influencia.
INFORMES Y ACUERDOS ADOPTADOS EN LA SESIÓN
Se presentaron dos instrumentos rectores: el informe sobre el estado situacional de la Cartera de Inversiones Estratégicas Territoriales — CIET, y el avance alcanzado en la elaboración final de la Estrategia Integral para el Desarrollo Económico y Social.
Al finalizar la reunión, se aprobaron los siguientes acuerdos:
La Autoridad Nacional de Infraestructura —ANIN— informará al Consejo Directivo sobre todas las acciones ejecutadas para trasladar los recursos correspondientes al Programa Multianual de Inversiones 2027‑2029, así como sobre los pasos para dar inicio a seis proyectos incluidos en la CIET.
Los sectores competentes realizarán evaluaciones técnicas completas para verificar viabilidad y definir condiciones de financiamiento.
Se estableció prioridad máxima a los proyectos orientados a mejorar infraestructura y servicios de salud y alcantarillado en toda el área de influencia.
Participaron en la sesión los ministros de Comercio Exterior y Turismo, Berthin Gómez; y de Transportes y Comunicaciones, Aldo Prieto, además de los miembros del Consejo Directivo y funcionarios competentes. También intervinieron representantes del Programa Nacional de Inversiones en Salud —PRONIS—, quienes expusieron la relación detallada de iniciativas sanitarias proyectadas para la zona.

Desarrollo ordenado y con enfoque social: Progreso planificado: crece la economía, pero al mismo tiempo se garantizan servicios básicos, vivienda digna y protección para la población local.
Nodo logístico internacional: Punto central donde confluyen rutas marítimas, terrestres y cadenas comerciales, conectando al Perú con mercados mundiales.
Evaluación técnica: Estudio previo obligatorio para verificar si un proyecto es viable, seguro y útil antes de asignarle recursos.

4.- Solo mediante trabajo conjunto multisectorial y seguimiento estricto se podrá cumplir los compromisos asumidos y lograr desarrollo sostenible y equitativo.

Chancay Multipurpose Port Terminal! Prime Minister Arroyo called upon the Chancay National Water Authority (ANA) to ensure that the port’s benefits reach the population living throughout its direct and indirect zone of influence.

The central aim is that the operation and expansion of the megaport translate into effective, permanent and tangible improvements for the population living throughout its direct and indirect area of influence.
“I call upon all technical personnel from Executive sectors to continue and redouble efforts and achieve tangible results. Peru needs to maintain strong and committed institutions capable of acting decisively when facing challenges”, stated the Head of the Ministerial Cabinet. At the same time, he highlighted that this body constitutes the main official space for inter‑sector articulation, enabling coordinated rather than isolated work.
During the ordinary session of the Governing Board, he emphasized that each represented institution shares a joint responsibility: to combine capacities, knowledge and resources to faithfully fulfil the commitments undertaken by the Government towards citizens of Chancay and its surroundings.
Along this same line, he stated that ANA Chancay acts as a key element to ensure economic growth generated by the infrastructure is orderly, planned and always includes a social focus. “This collegiate body and its members, each within their legal powers and specific functions, play an essential role in building a future for all. Chancay should serve as a clear example of this comprehensive model”, he stressed.
The President of the Council of Ministers defined the megaport as a true driver of territorial and productive transformation, where the State must always guarantee protection and priority well‑being for local inhabitants. “The Chancay Multipurpose Port Terminal has already begun transforming the dynamics of northern Lima and the whole national logistics system, operating as the main hub for international commercial interconnection”, he pointed out.
Its activity directly and sustainably boosts the country’s main productive sectors: agro‑exports, manufacturing industry, foreign and domestic trade, and activities linked to the fisheries sector. He also remarked that generating wealth is not enough; such benefits must be translated into orderly, balanced and lasting development, improving living conditions, basic services and employment opportunities for residents within the area of influence.
REPORTS AND AGREEMENTS ADOPTED DURING THE SESSION
Two guiding instruments were presented: the report on the status of the Territorial Strategic Investment Portfolio — CIET, and progress achieved in the final drafting of the Comprehensive Strategy for Economic and Social Development.
At the close of the meeting, the following agreements were approved:
The National Infrastructure Authority —ANIN— shall inform the Governing Board of all actions carried out to transfer resources corresponding to the Multiannual Investment Programme 2027‑2029, as well as of steps to launch six projects included in CIET.
Competent sectors shall conduct comprehensive technical evaluations to verify feasibility and define financing conditions.
Maximum priority was established for projects aimed at improving infrastructure and health and sewerage services throughout the entire area of influence.
Attending the session were the Minister of Foreign Trade and Tourism, Berthin Gómez; and the Minister of Transport and Communications, Aldo Prieto, besides members of the Governing Board and competent officials. Representatives from the National Health Investment Programme —PRONIS— also took part and presented the detailed list of planned health initiatives for the zone.
