Esta recuperación, según explicó el jefe del gabinete, ha sido el pilar fundamental para garantizar la organización y el desarrollo de elecciones libres, así como para preparar todas las condiciones que permitan una transferencia de poder ordenada —un paso indispensable para consolidar el sistema democrático y fortalecer las instituciones republicanas del Estado.

“El trabajo articulado entre todos los ministerios y las entidades que conforman el Poder Ejecutivo ha sido el motor de este cambio”, enfatizó Arroyo. Sin esa coordinación y el restablecimiento del funcionamiento regular de las instituciones, añadió, no habría sido posible mantener el rumbo de crecimiento económico, ni avanzar en la atención de las demandas y prioridades más sentidas de la ciudadanía en todo el territorio nacional.

En su intervención, la autoridad también reflexionó sobre los valores que representan la Legión de Caballería —lealtad, unión y respeto por la tradición— y señaló que estos principios no se limitan al ámbito militar, sino que deben inspirar todo ejercicio de la función pública. “Toda persona que asume una responsabilidad ante el país debe actuar con absoluta integridad, respeto irrestricto por el Estado de Derecho y un profundo sentido del deber hacia el bien común”, remarcó.

Como parte de los actos protocolares del aniversario, la Legión de Caballería del Perú otorgó al presidente del Consejo de Ministros la Medalla de Honor en el grado de Gran Oficial. Se trata de la máxima distinción que entrega esta institución, reservada para reconocer la trayectoria, el compromiso y las contribuciones decisivas de quienes trabajan por el engrandecimiento del Perú.

This recovery, the Cabinet Chief explained, has been the cornerstone for guaranteeing the organization and conduct of free elections, as well as for preparing all conditions required for an orderly transfer of power — an essential step to consolidate the democratic system and strengthen the republican institutions of the State.

“The coordinated work of all ministries and bodies that make up the Executive Branch has been the driving force behind this change,” Arroyo stressed. He added that without this coordination and the restoration of the regular functioning of institutions, it would not have been possible to stay on the path of economic growth, nor to move forward in addressing the most pressing demands and priorities of citizens across the entire national territory.

During his address, the authority also reflected on the values represented by the Cavalry Legion — loyalty, unity, and respect for tradition — and noted that these principles are not limited to the military sphere, but must inspire all public service. “Anyone who assumes a responsibility to the country must act with absolute integrity, unrestricted respect for the Rule of Law, and a profound sense of duty toward the common good,” he emphasized.

As part of the anniversary protocol events, the Cavalry Legion of Peru awarded the President of the Council of Ministers the Medal of Honor in the rank of Grand Officer.
