Este acto solemne tuvo lugar durante la ceremonia conmemorativa del 204.º aniversario de la Marina de Guerra del Perú y el 146.º aniversario del glorioso Combate de Angamos, evento celebrado en la histórica Provincia Constitucional del Callao.
En su alocución, la Jefa de Estado reconoció la encomiable labor desempeñada por los más de 31 000 efectivos, hombres y mujeres, que con gallardía portan el uniforme de la insigne institución castrense. Su misión primordial es la protección y salvaguarda del dominio marítimo, lacustre y fluvial que compete a la nación.
“Estos valerosos marinos cumplen con denuedo la crucial misión de enfrentar a los remanentes del terrorismo y al narcotráfico, contribuyendo, a su vez, al robustecimiento de la política exterior peruana. Esto se materializa a través de las campañas científicas en la Antártida, llevadas a cabo con nuestro buque B.A.P. Carrasco, y mediante nuestra embajada itinerante, el buque escuela a vela B.A.P. Unión”, enfatizó la mandataria.
Adicionalmente, la Presidenta Boluarte Zegarra resaltó que la Marina de Guerra se erige como una institución comprometida con el desarrollo de la industria nacional. Este compromiso se manifiesta en el fortalecimiento de la industria naval y en la modernización de la flota, mediante la incorporación de tecnologías de última generación.
Subrayó que esta labor permite a las fuerzas navales afrontar los desafíos presentes y futuros con eficacia, al tiempo que impulsa el desarrollo del país mediante la creación de empleos, la formación de mano de obra calificada y la reactivación de la industria local.
De igual modo, la Jefa de Estado puso de relieve la noble misión de la Marina de acercar el Estado a las poblaciones más vulnerables y alejadas del altiplano y la Amazonía, en estrecha coordinación con el Ministerio de Desarrollo e Inclusión Social (Midis).
“Esta encomiable labor se lleva a cabo a través de las Plataformas Itinerantes de Acción Social (PIAS), que brindan atención médica, servicios estatales y programas sociales a nuestros compatriotas”, puntualizó.
En otro segmento de su discurso, la Presidenta Dina Ercilia Boluarte Zegarra reafirmó el firme compromiso del Gobierno en la lucha frontal contra la delincuencia común y el nuevo terrorismo que las bandas criminales pretenden imponer mediante la extorsión a transportistas, emprendedores y ciudadanos peruanos que trabajan con honestidad.
“Ante estos apremiantes problemas, les aseguramos que los abordaremos con determinación. No cerraremos los ojos ni miraremos hacia otro lado, como lamentablemente hicieron otros gobiernos en el pasado”, enfatizó.
En este contexto, la mandataria expresó su comprensión hacia la desesperación de los transportistas y aseguró que el Gobierno respalda su legítimo reclamo por un país más seguro. Sin embargo, advirtió que la delincuencia, arraigada durante décadas y exacerbada por la inmigración ilegal en administraciones anteriores, no puede ser erradicada de manera instantánea.
En este sentido, aseveró que para vencer a la criminalidad se requiere la unidad inquebrantable de todas las instituciones del Estado y de la sociedad en su conjunto. Solo mediante un trabajo mancomunado será posible restablecer la seguridad en beneficio de los niños, estudiantes, jóvenes, trabajadores y adultos mayores.
“No cederemos ante el terror que la delincuencia intenta imponer. Junto a nuestra Policía Nacional y nuestras Fuerzas Armadas, mantenemos una lucha constante contra el crimen, con estrategia y determinación”, concluyó.
En la ceremonia estuvieron presentes el titular del Congreso de la República, José Jerí Oré, y la presidenta del Poder Judicial, Janet Tello Gilardi. Acompañaron también a la Jefa de Estado los ministros de Economía y Finanzas; Defensa; Interior; Educación; Comercio Exterior y Turismo; Producción; Transportes y Comunicaciones; Mujer y Poblaciones Vulnerables; Desarrollo e Inclusión Social; y Energía y Minas.
Asimismo, asistieron el jefe del Comando Conjunto de las Fuerzas Armadas, general de Ejército David Ojeda Parra; el comandante general de la Marina de Guerra del Perú, almirante Javier Bravo de Rueda Delgado; el comandante general de la Policía Nacional del Perú, Oscar Arriola Delgado; y otras altas autoridades militares.

This commitment is manifested in the strengthening of the naval industry and the modernization of the fleet through the incorporation of cutting-edge technologies.
She emphasized that this work allows the naval forces to effectively face current and future challenges, while driving the country’s development through job creation, the training of skilled labor, and the reactivation of local industry.
Similarly, the Head of State highlighted the Navy’s noble mission to bring the State closer to the most vulnerable and remote populations in the highlands and the Amazon, in close coordination with the Ministry of Development and Social Inclusion (MIDIS).
