El propósito central del encuentro fue establecer los lineamientos de coordinación interinstitucional y presentar las garantías de seguridad y orden institucional que el Estado peruano ha dispuesto para el desarrollo de las Elecciones Generales del próximo domingo 12 de abril.
Durante el diálogo, el mandatario reafirmó el compromiso irrevocable de su administración con la estabilidad democrática. Destacó el dispositivo de seguridad sin precedentes que ha sido activado, involucrando el despliegue operativo conjunto de las Fuerzas Armadas y la Policía Nacional. Según explicó, esta movilización estratégica tiene como fin supremo salvaguardar la integridad física de los electores, proteger la infraestructura electoral y asegurar que el sufragio se ejerza en un clima de paz, libertad y certidumbre jurídica.
Asimismo, el jefe de Estado expuso el escenario político y social en el cual se enmarcan los comicios, ofreciendo un panorama integral sobre los preparativos logísticos y operativos. En este sentido, Balcázar expresó un reconocimiento explícito hacia la comunidad internacional, agradeciendo la presencia y labor de la misión observadora, cuya función contribuye significativamente a la vigilancia, objetividad y transparencia del proceso comicial.
Un pilar fundamental del discurso presidencial fue la reafirmación del respeto irrestricto a la autonomía funcional y política de las entidades del Sistema Electoral. El presidente aseguró que el Poder Ejecutivo actúa como garante de las condiciones materiales, sin interferir en las competencias jurisdiccionales y administrativas que la Constitución reserva exclusivamente a los organismos electorales, consolidando así la división de poderes y el Estado de Derecho.
Por su parte, la representante de la Unión Europea, Annalisa Corrado, agradeció la alta disposición, colaboración y las facilidades brindadas por las instituciones nacionales para el desempeño de su mandato. Remarcó que la presencia europea no se limitará a la capital, sino que contempla una cobertura territorial extensa, con observadores desplegados en las diversas regiones del país, lo que permitirá una evaluación integral y detallada de toda la jornada electoral.
COMPROMISOS ADQUIRIDOS CON MIRAS A ESTE DOMINGO 12 DE ABRIL
1. Compromiso con la Integridad del Proceso: La reunión evidencia la voluntad del Gobierno por mostrarse abierto al escrutinio internacional. Al presentar el plan de seguridad y garantías, se busca proyectar una imagen de solidez institucional y confianza ante la opinión pública y la comunidad extranjera.
2. Respeto a la Arquitectura Institucional: La insistencia en respetar la autonomía de los organismos electorales es un mensaje político clave. Busca deslindar responsabilidades y afirmar que el Ejecutivo se limita a proveer seguridad y logística, dejando la conducción técnica del proceso en manos de las entidades competentes.
3. Cobertura y Alcance de la Observación: El anuncio de que los observadores estarán presentes en regiones y no solo en Lima es fundamental. The central purpose of the meeting was to establish inter-institutional coordination guidelines and present the security and institutional order guarantees that the Peruvian State has arranged for the development of the General Elections this coming Sunday, April 12.
During the dialogue, the Head of State reaffirmed the irrevocable commitment of his administration to democratic stability. He highlighted the unprecedented security operation that has been activated, involving the joint operational deployment of the Armed Forces and the National Police. As he explained, this strategic mobilization has the supreme purpose of safeguarding the physical integrity of voters, protecting electoral infrastructure, and ensuring that suffrage is exercised in an environment of peace, freedom, and legal certainty.
Likewise, the Head of State presented the political and social context in which the elections are taking place, offering a comprehensive overview of the logistical and operational preparations. In this regard, Balcázar expressed explicit recognition towards the international community, thanking the observation mission for its presence and work, whose function significantly contributes to the vigilance, objectivity, and transparency of the electoral process.
A fundamental pillar of the presidential address was the reaffirmation of unrestricted respect for the functional and political autonomy of the entities comprising the Electoral System. The President assured that the Executive Branch acts as a guarantor of material conditions, without interfering in the jurisdictional and administrative competencies that the Constitution reserves exclusively for electoral bodies, thereby consolidating the separation of powers and the Rule of Law.
For her part, the European Union representative, Annalisa Corrado, expressed gratitude for the high willingness, collaboration, and facilities provided by national institutions for the fulfillment of her mandate. She emphasized that the European presence will not be limited to the capital, but will cover extensive territory, with observers deployed throughout the country’s various regions, allowing for a comprehensive and detailed evaluation of the entire electoral day.
