El jefe de Estado estará acompañado de la presidenta del Congreso, María del Carmen Alva; los ministros Óscar Maúrtua (Relaciones Exteriores), Walter Ayala (Defensa).También acudirán el comandante general de la Marina de Guerra, almirante Alberto Alcalá, y altos mandos militares.
Además de los mencionados funcionarios de gobierno, la actividad contará con la participación de observadores internacionales de Argentina, Alemania, Australia, Bolivia, Colombia, Ecuador, España, Francia, Italia, Marruecos y Uruguay.
El desembarco anfibio tiene como propósito ejercitar tácticamente el ingreso a tierra de las Fuerzas Armadas a través de medios navales y aéreos ante el requerimiento de una necesidad humanitaria o un ataque hostil.
También busca entrenar, capacitar, cooperar y establecer vínculos de confianza entre las armadas de la región, permitiendo que se constituya en un elemento más que contribuya en las relaciones internacionales, así como alentar los lazos de entendimiento, interoperabilidad y capacidad para integrar una fuerza naval combinada con el resto de las armadas de América.
Este ejercicio multinacional naval, que este año estará a cargo de la Marina de Guerra, es considerado el más antiguo del mundo, y se desarrolla anualmente en el marco del Tratado Interamericano de Asistencia Recíproca (TIAR). Surge a partir de la Primera Conferencia Naval sostenida en 1959 (Panamá) y tuvo su primera edición el 28 de agosto de 1960 en aguas venezolanas.
