En la actividad el ministro de Relaciones Exteriores enfatizó que este foro responde al cumplimiento de la medida 12 del Plan de Acción Resolutivo (PAR) de la Comunidad Andina (CAN) para luchar contra la delincuencia organizada transnacional que fue adoptado en enero pasado en Lima. Resaltó que este documento posee más de 10 campos de intervención y supera las 20 medidas.
En ese sentido, señaló que esta actividad ofrecerá un intercambio de experiencia y conocimiento compartido gracias a los expositores nacionales e invitados de 9 países y 4 organismos multilaterales. “Que las conclusiones nos permitan tener más claridad y abordar de forma directa y resolutiva, aquello que nos obliga y demanda la realidad”, acotó.
En tanto la presidenta Dina Boluarte indicó que cuando terminó la semana de la reunión en Lima donde se aprobó el PAR de la Comunidad Andina, “con el canciller dijimos: tenemos que organizar un foro internacional que aborde estos temas del crimen organizado transnacional y que lo lidere el Perú”.
La jefa de Estado resaltó que “desde el Perú hemos implementado políticas robustas y programas integrales que abordan desde la prevención y el fortalecimiento institucional hasta la cooperación internacional. Estas medidas buscan no solo desmantelar las redes delictivas que operan dentro y fuera de nuestras fronteras, sino también proteger a la población y garantizar la seguridad de todos nuestros compatriotas.
Mientras que el secretario general de la Comunidad Andina, embajador Gonzalo Gutiérrez, se refirió a los avances ya alcanzados gracias a la labor coordinada de los equipos de trabajo de los países y de la Secretaría General del CAN. Detalló que se desplegaron varias operaciones coordinadas de vigilancia en la zona de frontera; se desarrollaron esquemas de cooperación en materia de inteligencia a partir de estructuras de colaboración, intercambio de información y cooperación horizontal y se está finalizando el diseño del primer Observatorio especializado en seguridad y lucha contra la delincuencia organizada transnacional; entre otras acciones.
En tanto el gerente regional sur del CAF – Banco de Desarrollo de América Latina y el Caribe, Jorge Srur, se refirió a la reunión sostenida hace unos meses entre el canciller González-Olaechea y el presidente de CAF, Sergio Díaz-Granados, donde “le planteó este evento como una de las prioridades, con el crimen organizado como una cuestión crítica dentro de las prioridades del Gobierno de la presidenta Boluarte”.
El Foro internacional sobre delincuencia organizada transnacional cuenta con cinco segmentos temáticos que han sido seleccionados para abordar las diferentes facetas de la delincuencia organizada transnacional. Estos son Perspectivas regionales sobre la delincuencia organizada transnacional; Tráfico ilícito de migrantes y Trata de personas; Tráfico ilícito de drogas; Minería ilegal y delitos conexos; y El delito transnacional organizado: una realidad que trasciende la jurisdicción nacional.
El evento se lleva a cabo por iniciativa del Perú con apoyo de la Secretaría General de la Comunidad Andina y con el auspicio de CAF – Banco de Desarrollo de América Latina y el Caribe.

The International Forum on Transnational Organized Crime has five thematic segments that have been selected to address the different facets of transnational organized crime. These are Regional Perspectives on Transnational Organized Crime; Illicit migrant smuggling and human trafficking; Illicit drug trafficking; Illegal mining and related crimes; and Transnational organized crime: a reality that transcends national jurisdiction.
The event is carried out at the initiative of Peru with the support of the General Secretariat of the Andean Community and under the auspices of CAF – Development Bank of Latin America and the Caribbean.
