Como se recuerda, la franja de precios, es un instrumento de política comercial utilizado para estabilizar los costos de importación y los precios internos de un grupo seleccionado de productos agrarios normado a través de un Decreto Supremo desde el 22 de junio del año 2001 y contempla varios productos agropecuarios entre ellos cuatro: maíz amarillo duro, arroz pilado, azúcar blanca y leche entera en polvo .

“ Somos un país con diversidad y capacidad productiva, la agricultura ha estado abandonada durante años, y nos han convertido en un país muy dependiente de la importación de alimentos e insumos agropecuarios, el Ejecutivo va respaldaruna serie de medidas de apoyo directo e inmediato para nuestros agricultores”, señaló .

Otro de los anuncios dados por el mandatario Pedro Castillo Terrones es que las comunidades campesinas y nativas, tendrán también todos los beneficios tributarios que tienen las cooperativas, y serán reconocidas, no sólo como organizaciones sociales y culturales, sino como productivas y empresariales con plenos derechos económicos.

A simismo, informó que se está estudiando la posibilidad de instalar una planta de producción de fertilizantes con fosfatos de Bayóvar (Piura), con el objeto de liderar la exportación de este producto en la región.

El jefe de Estado remarcó, además, la importancia del agua dentro de la segunda reforma agraria, como recurso fundamental para la vida y la alimentación. En ese sentido, indicó que están trabajando en un ambicioso programa de siembra y cosecha de agua, que incluye la construcción de cientos de qochas y micro-reservorios en nuestras cuencas andinas.

El presidente Castillo Terrones anunció también la creación de un gabinete de desarrollo agrario y rural para que todas las políticas de la reforma sectorial se concentren a favor de los agricultores del país. Esta será presidida por el Presidente Castillo, y contará con la participación de los ministerios productivos, de infraestructura y desarrollo social, representantes de los gobiernos regionales y locales.

Igualmente, aseguró que el gobierno creará la Banca de Fomento Agrario, sobre la base de Agrobanco, Cofide y el Banco de la Nación. “Nuestros agricultores y agricultoras empezarán a tener acceso a crédito en condiciones favorables, con apoyo técnico y aseguramiento agrario”.
