Es legislador por la región del Cusco en al parlamento peruano, y fue el primer presidente del Consejo de Ministros del gobierno de Pedro Castillo Terrones, desde el 29 de julio hasta su renuncia el 6 de octubre de 2021. Bellido Ugarte se unió al partido Perú Libre donde se desempeñó como secretario general regional en Cusco.

En la víspera el expremier Guido Bellido Ugarte en su cuenta personal de Twitter escribió: “…el pueblo luchó por el cambio y no para que sigan los de siempre. En esa lucha no te hemos visto, estimada Mirtha Vásquez…”
