De otro lado según el artículo 82 del reglamento interno del Congreso, “si el Pleno negara su confianza al Consejo de Ministros, el presidente aceptará la renuncia del presidente del Consejo de Ministros y de los demás ministros, que debe realizarse de inmediato”.
Del mismo modo de acuerdo con la Constitución Política de la nación Inca, si el Pleno del Congreso de la República, niega dos veces el voto de confianza, el presidente queda facultado para disolver el Poder legislativo o Parlamento dentro de los cuatro años de gobierno, ya que en el quinto año lo prohíbe la misma carta magna; si eso ocurriera solo quedaría de pie la comisión permanente del parlamento que no se le puede disolver.
