Gobierno acuerda atender demandas de comunidades de la cuenca del río Coata en Puno y se levanta la paralización.

Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Luego de dos intensas jornadas de diálogo, lideradas por la presidenta del Consejo de Ministros, Mirtha Vásquez, con la participación de los ministros de Energía y Minas, Edgardo Gonzáles Toro, y de Ambiente, Rubén Ramírez; con los alcaldes y dirigentes de las comunidades de la cuenca del río Coata, en Puno, se logró un acuerdo para atender sus demandas socioambientales y el levantamiento de las medidas de fuerza que mantenían en la zona.

La premier Vásquez destacó que el acta suscrita esta tarde establece una serie de acuerdos relacionados con servicios de agua y saneamiento, salud, agricultura, entre otro, que se comenzarán a ser ejecutados a partir del año 2022.

Enfatizó que existe la mejor disposición del Gobierno por atender la problemática que atraviesa la región Puno. “Nuestra política no es de represión, respetamos el derecho a la protesta y hemos buscado cómo canalizar este conflicto a través del diálogo”, señaló, luego de agradecer la disposición a concertar de la población.

“El problema de la contaminación de la cuenca del río Coata se arrastra desde hace muchos años y ha generado muchos perjuicios para la población. Sabemos que ustedes tienen problemas de salud, pero sobre todo de abastecimiento de agua. Entendemos el problema y sabemos que es obligación del Estado asumirlo”, enfatizó la jefa de Gabinete.

Por su parte, el alcalde distrital de Coata, Elmer Pelinco destacó que se haya establecido este diálogo con el Ejecutivo, lo que ha permitido establecer las bases para la ejecución de los proyectos de agua y saneamiento en beneficio de la población de Coata, Huata, Caracoto y Capachica.

“Nuestra realidad va a cambiar. Nosotros creemos en el presidente Pedro Castillo, los ministros y la premier, quienes hoy han hecho un compromiso para poder ejecutar los proyectos de agua y saneamiento”, afirmó.

A su turno, el dirigente del distrito de Coata, Pastor Coari Suasaca, en representación de los pobladores, dijo estar seguro que recibirán el apoyo y que se brindará la importancia que merece al tema de remediación del río Coata.

El segundo día de reunión contó con la participación de los viceministros de Hacienda, Gustavo Guerra García; de Construcción y Saneamiento, Javier Hernández; de Gestión Ambiental, Mariano Castro Sánchez, y de Desarrollo de Agricultura Familiar e Infraestructura Agraria y Riego, José Muro.

Asimismo, estuvieron presentes además los alcaldes provinciales de Puno, Martín Ticona; y de Juliaca, David Sacacahua, así como los alcaldes distritales de Caracoto, Raymundo Yana; de Huata, Wilmer Vilca; entre otras autoridades y dirigentes de las comunidades de la cuenca del Coata.

ACUERDOS TOMADOS
Entre los principales acuerdos, se establece que el Ejecutivo y los gobiernos locales trabajarán para que los proyectos de saneamiento priorizados empiecen su ejecución el año 2022, así como para preparar los expedientes técnicos para los proyectos aptos para financiamiento.

Por su parte, el ministerio de Desarrollo Agrario y Riego, mediante el programa AGROIDEAS formulará planes de negocio y/o proyectos de reconversión para los distritos de la cuenca Coata, con la finalidad de cofinanciar mini establos y pastos cultivados como inversión complementaria.

Asimismo, el Ejecutivo se comprometió a realizar la transferencia de recursos, una vez iniciada la ejecución del presupuesto del año 2022, durante el primer trimestre, para los proyectos aptos y priorizados de los diferentes sectores involucrados.

CONFORMACIÓN DE MESA TÉCNICA
Es importante destacar que hoy se publicó en el diario El Peruano, una Resolución de la Secretaría de Gestión Social y Diálogo mediante la que se conforma la Mesa Técnica de seguimiento para el cumplimiento de los compromisos asumidos para atender la problemática socio ambiental de la Cuenca del río Coata, en beneficio de los distritos de Capachica, Coata, Huata y Caracoto, en Puno.

La referida resolución crea el comité de seguimiento para el cumplimiento de compromisos, para impulsar el desarrollo de las actividades y proyectos que se encuentran en la matriz de acción desarrollada de manera consensuada para abordar la problemática de la cuenca del río Coata.

El grupo de trabajo estará conformado por representantes de la Secretaría de Gestión Social y Diálogo de la PCM y de los ministerios de Energía y Minas, Agricultura y Riego, Salud, de Vivienda, Construcción y Saneamiento; y de Educación; así como de las municipales provinciales de Puno y Juliaca; y distritales de Coata, Capachica, Huata y Caracoto, entre otras instituciones.
