La premier saludó la amplia participación de autoridades y organizaciones agrarias en dicha Mesa de trabajo lo cual, afirmó, sienta un precedente para trabajar de manera conjunta y concertada entre la población y el gobierno. “La voluntad política de este Gobierno y uno de sus principales objetivos es apoyar al agro, al pequeño agricultor, que nos ha permitido tener seguridad alimentaria en las ciudades”, manifestó.

Junto a la premier y al ministro de Desarrollo Agrario y Riego, participaron en la instalación de este grupo de trabajo, realizada en la sede de la Municipalidad Provincial del Cusco, el Gobernador regional, Jean Paul Benavente; el alcalde provincial, Víctor Boluarte; el viceministro de Economía, Alex Contreras; el viceministro de Desarrollo de Agricultura Familiar e Infraestructura Agraria y Riego, Walter Obando; y el congresista, Luis Aragón, quien participó de manera virtual.

También participaron el prefecto regional y representantes de organizaciones agrarias de la región Cusco, entre ellas la Asociación Regional de Productores Agropecuarios del Cusco (ARPAC), Federación Agraria Revolucionaria Túpac Amaru, Federación Departamental Campesina, Sociedad Peruana de Criadores de Alpacas y Llamas, Asociación de Criadores de Vicuñas, Confederación Nacional de Organizaciones de Productores Agropecuarios y Agroindustriales del Perú, Federación Nacional de Cafetaleros base Cusco, entre otros.

Al dar por iniciada la labor de esta Mesa de trabajo, la jefa del Gabinete ministerial expresó que la segunda reforma agraria es la esperanza para los agricultores y para este Gobierno que apuesta por la agricultura. “Estoy acá porque quiero expresar la voluntad política de este Gobierno que está comprometido con el agro, porque queremos trabajar esto de manera seria y articulada con los procesos de salud y educativos”, subrayó.

La premier Mirtha Vásquez señaló que el agro también puede ser un motor de crecimiento y genera procesos de desarrollo como la seguridad alimentaria y la articulación de mercados. Añadió que se quiere plantear en la Mesa Técnica una agenda de corto, mediano y largo plazo, porque los problemas complejos no se resuelven de la noche a la mañana. Entre la agenda de mediano y largo plazo destacó la capacitación, la titulación de tierras, la siembra y cosecha de agua, la producción orgánica, condiciones para competir en el mercado y seguridad alimentaria.

SEGUNDA REFORMA AGRARIA DEL PERÚ.
La presidenta del Consejo de Ministros sostuvo que en la Mesa Técnica instalada hoy se evaluarán problemas como el alza de precios de los fertilizantes a nivel internacional y el apoyo a los agricultores. También indicó que la Segunda Reforma Agraria se trabaja de la mano con el Ministerio de Economía, para ver cómo este año se transfieren mayores recursos para este sector. Además, destacó la formación del Gabinete de desarrollo agrario.

“Hemos tenido situaciones que están preocupando a los agricultores, algunas dependen de factores internacionales como la subida de precios de los fertilizantes. Entonces, necesitamos trabajar con los propios agricultores sobre cuáles son las salidas y qué opciones debemos darles desde el Gobierno y cómo podemos trabajar conjuntamente”, expresó.

Asimismo, saludó a la Asociación Regional de Productores Agropecuarios del Cusco (ARPAC), por su 18 aniversario y, al abordar la situación en el Corredor Minero, afirmó que los planteamientos de las poblaciones a lo largo del corredor se deben tratar en conjunto, por lo que se ha declarado a toda esta zona como área de atención especial para el Estado.

IMPLEMENTACIÓN DE EJES AGRARIOS EN LA POLÍTICA GENERAL DE GOBIERNO.
Por su parte, el ministro de Desarrollo Agrario y Riego, Víctor Maita, indicó que luego del lanzamiento de la Segunda Reforma Agraria se han implementado medidas como la incorporación en la Política General del Gobierno 2021-2026, de 2 ejes (de 10 ejes centrales) sobre el sector agrario y la reforma agraria, los cuales tienen que ver con la seguridad alimentaria y con el desarrollo agrario y rural.

También destacó la instalación de la Mesa técnica y sostuvo que para consolidar el proceso de desarrollo agrario se han aprobado dos espacios; el Gabinete de Desarrollo Agrario y Rural, con casi todos los ministerios y liderado por el presidente de la República, y el Consejo de Desarrollo Agrario y Rural, encabezado por la presidenta del Consejo de Ministros y con la participación de varios ministerios y de diversas organizaciones agrarias y nativas.

“Hemos logrado que la Segunda reforma agraria sea una política pública y una prioridad de este Gobierno. Para implementarla necesitamos instrumentos legales y se ha logrado avances como el fondo para la mujer rural con S/ 30 millones, la aprobación de la franja de precios para proteger a los agricultores, en compras estatales para que las comunidades campesinas y nativas también sean proveedores, así como avances en la asociatividad”, manifestó

Anunció que ante el alza de los precios de los fertilizantes (en el país se utilizan más de un millón de toneladas al año y el 90% es importado), el Gobierno ha dispuesto dos medidas; la entrega de subvenciones de entre S/ 350 a S/ 1,300 para los productores que poseen desde menos de 2 hectáreas hasta 10 hectáreas, por un total de S/ 250 millones, y la entrega del bono llamado “Wanuchay” que asciende a S/ 350.

POSICIÓN DEL GOBIERNO REGIONAL Y PROVINCIAL.
Por su parte, el Gobernador Regional del Cusco, Jean Paul Benavente, sostuvo que es fundamental dialogar con las diversas organizaciones agrarias para articular y resolver problemas del sector. Dijo que espera que la Segunda reforma agraria signifique un esquema de descentralización del agro mucho más potente y que se preocupe más por la agricultura familiar, así como facilitar el acceso a riego, fertilizantes, créditos, mercados y un seguro agrario que funcione. “Las puertas del Gobierno regional están abiertas para ese trabajo conjunto”, remarcó.

A su turno, el alcalde del Cusco, Víctor Boluarte, manifestó que tiene la predisposición de trabajar coordinadamente con el sector agrario y muestra de ello es que se trabaja un convenio en materia de tratamiento de residuos sólidos de la ciudad del Cusco para producir abono orgánico que haga que la agricultura se libere insumos químicos y tener abono orgánico producido en base a residuos sólidos.

Del mismo modo, Germán Mejía, de la Asociación Regional de Productores Agropecuarios del Cusco ARPAC, destacó que luego de la primera reforma agrario producida hace 50 años se haya emprendido la Segunda Reforma Agraria y que como parte de este proceso, se haya instalado un grupo la Mesa Técnica de Trabajo Para el Desarrollo Agrario de la Región Cusco.

Premier Mirtha Vásquez pointed out that agriculture can also be an engine of growth and generates development processes such as food security and market coordination. He added that they want to propose a short, medium and long-term agenda at the Technical Table, because complex problems are not resolved overnight. Among the medium and long-term agenda, he highlighted training, land titling, planting and harvesting water, organic production, conditions to compete in the market and food security.

SECOND AGRICULTURAL REFORM OF PERU.
The president of the Council of Ministers said that the Technical Table installed today will evaluate problems such as the rise in prices of fertilizers at the international level and support for farmers. Likewise, he greeted the Regional Association of Agricultural Producers of Cusco (ARPAC), for its 18th anniversary and, when addressing the situation in the Mining Corridor, affirmed that the proposals of the populations along the corridor should be addressed together, for what has been declared to all this zone like area of ​​special attention for the State.

IMPLEMENTATION OF AGRICULTURAL AREAS IN THE GENERAL POLICY OF THE GOVERNMENT.
