En ese sentido, puntualizó que cada organización política, según la Ley N.° 31357, Ley que modifica la Ley N.° 26859, Ley Orgánica de Elecciones, y la Ley N.° 28094, Ley de Organizaciones Políticas, con la finalidad de asegurar el desarrollo de las Elecciones Regionales y Municipales (ERM) 2022, determina los requisitos para la inscripción de sus candidatos en elecciones internas, de acuerdo con su normativa interna, los cuales deberán figurar en listas cerradas y bloqueadas, y son presentadas ante el Jurado Nacional de Elecciones.
El gestor de la ORC Ayacucho, recalcó que esta normativa también rige para los candidatos y candidatas suplentes. “De presentarse una renuncia, ausencia o cualquier circunstancia que impida a los candidatos elegidos en elecciones internas participar en las Elecciones Regionales y Municipales– los reemplazantes también son elegidos en este proceso electoral”, puntualizó.
Es pertinente señalar que estos criterios fueron materia de debate y deliberación por parte de las entidades respectivas, donde las elecciones internas son organizadas por la Oficina Nacional de Procesos Electorales (ONPE), que el Registro Nacional de Identificación y Estado Civil (RENIEC) se encarga de la elaboración de los padrones de electores con base en la información proporcionada por el Registro de Organizaciones Políticas, y que el Jurado Nacional de Elecciones (JNE) elabora el cronograma, resuelve controversias en sede jurisdiccional y fiscaliza el proceso electoral.
