Gobierno peruano trabaja proyecto de ley de aplicación de la castración química obligatoria para los violadores de niñas y niños.

“Basta ya de tanta violencia, los crímenes de violencia sexual contra los niños y niñas no serán tolerados por este gobierno, ni quedarán impunes. El dolor de esta familia también es el nuestro, me siento indignado ante tanta crueldad”, afirmó.

“Este hecho atroz e inhumano nos lleva a una enorme reflexión como país para adoptar políticas públicas de Estado más severas que salvaguarden los derechos humanos de los más indefensos que son nuestros niños y niñas, y la castración química es una opción, no podemos esperar más”, manifestó.

El jefe de Estado indicó que la viabilidad de esta medida deberá ser incluida en el Código Penal y que se necesitará de la aprobación del Congreso de la República para su legalidad, tal como ya se ha hecho en países como Rusia, Estados Unidos (siete estados), Polonia, Corea del Sur, Indonesia y Moldavia, donde ya se aplica.

“Exhortamos al Congreso de la República a respaldar medidas concretas en favor de los más vulnerables, porque no podemos seguir tolerando estos violentos hechos que dañan nuestra integridad como sociedad y destruyen la vida de indefensos”, señaló.

En ese contexto, el presidente Castillo aseguró que están vigilantes del estado de salud de la menor agraviada en Chiclayo y que se ha dispuesto, de ser el caso, por medio del Ministerio de la Mujer y Poblaciones Vulnerables, que sea trasladada junto a sus padres a la ciudad de Lima, para los cuidados en su rehabilitación y apoyo psicológico, además de la asesoría jurídica y defensa legal gratuita que están a disposición de la familia.

En tal sentido, y en la misma línea del Ministerio de Justicia y Derechos Humanos, hizo un llamado al Ministerio Público y al Poder Judicial para que de acuerdo a los hechos y evidencias halladas contra los agresores activen el proceso inmediato, de modo que esta medida especial permita formular una acusación directa y en un plazo no mayor a cinco días puedan ser sentenciados.

Como se recuerda, la castración química consiste en administrar medicamentos que reducen la libido e inhiben el deseo sexual. Se aplica como un método de prevención contra las agresiones sexuales, y también como castigo para los que cometen crímenes de esta índole.

El gobierno del presidente Castillo rechaza los actos de violencia sexual más aún contra menores de edad, y ratifica su firme compromiso de velar por el bienestar, el respeto a los derechos humanos y la protección integral de las niñas, niños, adolescentes que representan el presente y el futuro, así como el de las mujeres del país.​

“We urge the Congress of the Republic to support concrete measures in favor of the most vulnerable, because we cannot continue to tolerate these violent acts that damage our integrity as a society and destroy the lives of the defenseless,” he said.

In this context, President Castillo assured that they are monitoring the health status of the injured minor in Chiclayo and that it has been arranged, if applicable, through the Ministry of Women and Vulnerable Populations, that she be transferred together with her parents. to the city of Lima, for care in their rehabilitation and psychological support, in addition to legal advice and free legal defense that are available to the family.

In this sense, and along the same lines as the Ministry of Justice and Human Rights, it called on the Public Ministry and the Judiciary so that, according to the facts and evidence found against the aggressors, they activate the immediate process, so that this measure allows a direct accusation to be made and within a period not exceeding five days they can be sentenced.

As you remember, chemical castration consists of administering drugs that reduce libido and inhibit sexual desire. It is applied as a method of prevention against sexual assault, and also as a punishment for those who commit crimes of this nature.

President Castillo’s government rejects acts of sexual violence, even more so against minors, and reaffirms its firm commitment to ensure the well-being, respect for human rights, and comprehensive protection of the girls, boys, and adolescents who represent the present and the future, as well as that of the women of the country.
