La declaratoria es por el plazo de 60 días calendario, para la ejecución de medidas y acciones de excepción, inmediatas y necesarias, de respuesta y rehabilitación que correspondan.

En este decreto, se señala que, el Ministerio de Cultura, con la coordinación técnica y seguimiento del Instituto Nacional de Defensa Civil (INDECI) y la participación del Ministerio del Interior, del Ministerio de Defensa, del Ministerio de Comercio Exterior y Turismo, y demás instituciones públicas y privadas involucradas; ejecutarán las medidas urgentes para la recuperación y restauración de las zonas afectadas, teniendo en cuenta sus principales necesidades y los estudios técnicos que se generen para ello.

Al respecto, el ministro de Cultura, Alejandro Salas, destacó que el Decreto Supremo se aprobó en el marco de los compromisos asumidos durante su visita a Kuélap. “Este es un compromiso que hicimos en Kuélap, por lo que se ha aprobado por unanimidad la declaratoria de emergencia, respecto a los derrumbes ocurridos. Este es un gobierno que cumple sus compromisos. Esto va en relación con lo dicho por el presidente de realizar un Consejo de Ministros en Kuélap y su firme voluntad de recuperar su cultura e historia. Este gobierno es el que más ha trabajado en Kuélap en tan solo ocho meses, pero no solo nos vamos a quedar en ello”.

“Esta declaratoria de emergencia es por 60 días, con una inversión aproximada de 2 millones de soles, para el apuntalamiento de los muros, enmallar y paralizar los derrumbes. Si bien existe el diagnóstico de que pueden seguir los derrumbes, vamos a salvaguardar las vidas de todas las personas durante los trabajos, por ello las empresas deberán contar con seguros de vida. No vamos a parar hasta recuperar y levantar Kuélap”, expresó el ministro.

El titular de Cultura también anunció que se encuentra en funciones un equipo multidisciplinario para identificar todos los centros arqueológicos que se encuentran en riesgo para declararlos en emergencia, en todo el país.

“Hoy en Consejo de Ministros se ha demostrado el compromiso que se tiene con nuestra cultura e historia. Vamos a recuperar Kuélap y atender a los centros arqueológicos que merecen nuestra atención”, finalizó.

AVANCE EN LOS TRABAJOS
En relación a la atención a esta emergencia, el Ministerio de Cultura ya ha tomado acciones inmediatas. Se ha realizado el proceso de adquisición de la geomalla biaxial y accesorios para su instalación inmediata en la Muralla Perimétrica lado Sur, Sector Fortaleza, del Complejo Arqueológico de Kuélap.

Se está realizando las coordinaciones para el traslado de los materiales en el menor tiempo posible para atender la emergencia. La fecha de entrega de las geomallas en Kuélap es el 29 de abril.

A la fecha, el Ministerio de Cultura ha asignado S/ 1,309,182 de presupuesto para financiar intervenciones destinadas a la atención, el mantenimiento y la restauración del sitio arqueológico de Kuélap.

De este monto, se ha destinado S/ 139,286 para la atención de la emergencia reciente, que comprende la adquisición de tela de lona plastificada y su instalación, precintos de seguridad de plástico color negro, geomalla de polipropileno y su instalación, así como varillas de acero corrugado.

Desde el Ministerio de Cultura continuaremos realizando todas las gestiones a fin de priorizar acciones inmediatas para preservar el estado de conservación del complejo, articulando con los sectores del Poder Ejecutivo y dialogando de forma permanente con la población y las autoridades locales.

PROGRESS IN THE WORKS
In relation to the attention to this emergency, the Ministry of Culture has already taken immediate action. The acquisition process of the biaxial geogrid and accessories has been carried out for its immediate installation in the South Side Perimeter Wall, Fortaleza Sector, of the Kuélap Archaeological Complex.

Coordination is being carried out for the transfer of materials in the shortest possible time to attend to the emergency. The delivery date of the geogrids in Kuelap is April 29.

To date, the Ministry of Culture has allocated S/ 1,309,182 in budget to finance interventions aimed at the care, maintenance and restoration of the Kuelap archaeological site.

Of this amount, S/ 139,286 has been allocated for the attention of the recent emergency, which includes the acquisition of plasticized canvas fabric and its installation, black plastic security seals, polypropylene geogrid and its installation, as well as corrugated steel.
