Al respecto, el jefe de Estado dijo que “contrario a lo que dicen los criticones contra la gestión de este Gobierno con el único afán de deslegitimar y socavar la gobernabilidad, se está trabajando activamente junto a la Presidencia del Consejo de Ministros (PCM) y los ministerios para resolver conflictos sociales y socioambientales que en su gran mayoría fueron dejados por gobiernos anteriores y que no fueron resueltos oportunamente por falta de voluntad política”.
“A todos aquellos que critican y no resolvieron nada, les decimos pónganse a trabajar por el Perú. Este es un gobierno del diálogo y del entendimiento que usa y priorizará los mecanismos democráticos y del Estado de Derecho para resolver cualquier conflicto social o problemas que aquejen al país. Dejen de conspirar y pónganse a trabajar”, refirió.
En ese contexto, la instalación de la Mesa Técnica, según dijo se da tras los acuerdos realizados entre el sector y los dirigentes de la Federación de Comunidades Nativas del Río Curacay (FECONCU) el pasado 21 de abril, por lo que el Ejecutivo oficializó esta medida a través de la Resolución Ministerial 156-2022-MINEM/DM.
El principal objetivo de la “Mesa Técnica” es atender la problemática de las comunidades, caseríos y localidades que se encuentran en el área de influencia directa del referido lote, con lo cual se espera articular y coordinar los procesos de diálogo entre las entidades públicas y actores involucrados a fin de llegar a acuerdos que permitan identificar y proponer soluciones que atiendan la necesidad de la población que habita en dicha zona de influencia.
De acuerdo a la resolución, este espacio de diálogo será liderado por el Ministerio de Energía y Minas, representantes de la Presidencia del Consejo de Ministros, de Perupetro, la empresa encargada de la explotación de crudo (Perenco), y también dirigentes de la Federación de Comunidades Nativas del Curaray (FECONCU).
Los representantes que integrarán el grupo de trabajo de la Mesa Técnica deberán ser designados en un plazo no mayor a los cinco días hábiles, es decir, antes del fin de mes, señala el documento.
En esa línea, se establece que el grupo de trabajo que conformará la Mesa Técnica se encargará de invitar a los diversos representantes de las comunidades del rio Curaray, junta de autoridades, localidades y anexos a participar del debate; y una vez culminado el diálogo se elaborará un informe final que recogerá los acuerdos y recomendaciones para alcanzar soluciones.
Es preciso indicar que una de las funciones del Poder Ejecutivo, mediante el Ministerio de Energía y Minas (MINEM), es promover el fortalecimiento de las relaciones armoniosas, sinérgicas y suscripción de acuerdos, entre las empresas del sector energía y minas, los gobiernos regionales y locales, las poblaciones locales, la sociedad civil, y demás entidades públicas y privadas.

In this context, the installation of the Technical Table, according to what he said, follows the agreements made between the sector and the leaders of the Federation of Native Communities of the Curacay River (FECONCU) on April 21, for which the Executive made this official measured through Ministerial Resolution 156-2022-MINEM/DM.
The main objective of the “Technical Table” is to address the problems of the communities, hamlets and localities that are in the area of direct influence of the aforementioned lot, with which it is expected to articulate and coordinate the dialogue processes between public entities and actors involved in order to reach agreements that allow identifying and proposing solutions that meet the needs of the population that lives in said area of influence.
According to the resolution, this space for dialogue will be led by the Ministry of Energy and Mines, representatives of the Presidency of the Council of Ministers, of Perupetro, the company in charge of crude oil exploitation (Perenco), and also leaders of the Federation of Native Communities of Curaray (FECONCU).
The representatives that will make up the working group of the Technical Table must be designated within a period not exceeding five business days, that is, before the end of the month, the document states.
In this line, it is established that the working group that will make up the Technical Table will be in charge of inviting the various representatives of the Curaray river communities, board of authorities, localities and annexes to participate in the debate; and once the dialogue is over, a final report will be drawn up that will include the agreements and recommendations to reach solutions.
It is necessary to indicate that one of the functions of the Executive Branch, through the Ministry of Energy and Mines (MINEM), is to promote the strengthening of harmonious, synergistic relations and the signing of agreements between companies in the energy and mining sector, regional governments and locals, local populations, civil society, and other public and private entities.
