“Hoy es necesario reafirmar que la independencia judicial es un principio fundamental de la democracia, pues asegura la separación de poderes y la existencia de un Estado Constitucional de Derecho”, sostuvo la autoridad judicial, en su calidad de Secretaria Pro Tempore de la citada cumbre.

De ese modo, consideró trascendente que la carrera judicial garantice independencia y eficacia. “Contar con sistemas de administración de justicia en los que se garantice la independencia de la magistratura es de singular importancia”, recalcó.

La Cumbre es un foro permanente de diálogo, cooperación, concertación e intercambio de experiencias entre los Poderes Judiciales de los 23 países de Iberoamérica, con el objetivo de adoptar proyectos y acciones concertadas para el fortalecimiento del Poder Judicial y del sistema democrático.

El Poder Judicial peruano, tras ser designado por las instituciones miembros como Secretaría Pro Tempore de la Cumbre, asumió la organización de su XXI edición, el próximo año, en Lima, el cual tiene como eje temático “Por una carrera judicial independiente y eficaz”.

Barrios Alvarado consideró que los procesos de selección de juezas y jueces, su promoción, ascenso y destitución, deben someterse al escrutinio público, garantizando que sean transparentes, participativos y basados en los méritos de candidatos/as, reduciendo así toda injerencia.

INDEPENDENCIA JUDICIAL
“Se hace necesario contar con un Poder Judicial con una independencia judicial firme y debidamente protegida, que no pueda ser invadida, incluso por la corrupción judicial, en tanto la falta de confianza en la administración de justicia es altamente nociva para la democracia y el desarrollo”, señaló.

La magistrada concluyó su ponencia indicando que “hermanados judicialmente, lograremos sentar las bases sólidas que nos permitan construir líneas de acción firmes, a fin de consolidar una carrera judicial independiente y eficaz”.

En esta actividad participan el presidente de la Suprema Corte de Uruguay y secretario permanente de la Cumbre Judicial Iberoamericana, John Pérez Brignani; el ministro de la Suprema Corte de Justicia de la Nación de México, Alberto Pérez Dayán.

También el presidente de la Suprema Corte de Justicia de la Nación y del Consejo de la Judicatura Federal de México, Arturo Zaldívar; como otros titulares de los poderes judiciales de Iberoamérica.

Acompañan a Barrios Alvarado en el evento, que se desarrollará hasta este viernes 29 de abril, las juezas supremas Mariem De La Rosa Bedriñana, coordinadora Nacional del Poder Judicial ante la referida cumbre; y Janet Tello Gilardi, integrante de la Comisión de Seguimiento de las Reglas de Brasilia.

Barrios Alvarado considered that the processes for the selection of judges, their promotion, advancement and dismissal, must be subject to public scrutiny, guaranteeing that they are transparent, participatory and based on the merits of the candidates, thus reducing any interference.
