Perú suscribe Declaración Ministerial que aprueba la Agenda Digital Andina para acelerar la transformación digital en la región.

Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe En el marco de la XXIX Reunión Ordinaria del Comité Andino de Autoridades de Telecomunicaciones (CAATEL), las altas autoridades de Telecomunicaciones, TIC, Gobierno y Transformación Digital de los países miembros de la Comunidad Andina (CAN), la Presidencia del Consejo de Ministros (PCM) como ente rector del Sistema Nacional de Transformación Digital y el Viceministerio de Comunicaciones del Ministerio de Transportes y Comunicaciones (MTC), suscribieron la declaración que aprueba la Agenda Digital Andina y su hoja de ruta, que tiene como objetivo impulsar la transformación digital de la subregión andina y fortalecer los mecanismos de integración e intercambio de experiencias entre los países miembros de la CAN.

Durante seis meses de trabajo coordinado entre las delegaciones de los países miembros, la PCM, a través de la Secretaría de Gobierno y Transformación Digital, el Ministerio de Comercio Exterior y Turismo, el Ministerio de Transportes y Comunicaciones, así como el Organismo Supervisor de Inversión Privada en Telecomunicaciones (Osiptel), participaron en las sesiones de diálogo que permitieron diseñar la hoja de ruta de la Agenda Digital Andina, la cual tiene como pilares el Gobierno Digital y Transformación Digital, Infraestructura y Conectividad, Talento Digital, Economía Digital y nuevas tecnologías para el desarrollo sostenible y cuya implementación estará a cargo de las entidades competentes en cada país miembro.

“En el marco del eje 8 de la Política General de Gobierno que establece el impulso de un gobierno y transformación digital con equidad firmamos esta Declaración que impulsará la cooperación internacional para fortalecer el gobierno digital, la conectividad, el talento digital, el comercio electrónico y la economía digital en favor de la ciudadanía”, señaló Aníbal Torres, presidente del Consejo de Ministros.

La Declaración se firmó en un evento presencial en Ecuador en el cual participaron Edwin Arandia, viceministro de Telecomunicaciones del Ministerio de Obras Públicas, Servicios y Vivienda del Estado Plurinacional de Bolivia; Carmen Valderrama, ministra de Tecnologías de la Información y las Comunicaciones de Colombia; Vianna Maino Isaías, ministra de Telecomunicaciones y de la Sociedad de la Información del Ecuador y Virgilio Tito Chura, viceministro de Comunicaciones del Ministerio de Transportes y Comunicaciones de Perú bajo el compromiso de acelerar el despliegue de la infraestructura de conectividad en la región.

La Presidencia del Consejo de Ministros firmó digitalmente la Declaración comprometiéndose a impulsar los 6 lineamientos del eje 8 de la Política General de Gobierno con el objetivo de aprovechar las tecnologías emergentes, impulsar la reactivación económica y poner la tecnología al servicio de la población.

De acuerdo a lo establecido en el Decreto de Urgencia 006-2020, que crea el Sistema Nacional de Transformación Digital, la Política Nacional de Transformación Digital es el instrumento de política pública que determinan los lineamientos, objetivos, estándares, acciones, servicios, indicadores, actividades, metas y responsables para alcanzar la transformación digital del país y orienta la agenda digital del país en concordancia con las agendas digitales internacionales. Los compromisos de la Agenda Digital Andina se incorporarán en dicha Política para su cumplimiento en favor de la ciudadanía a nivel nacional.

During six months of coordinated work between the delegations of the member countries, the PCM, through the Secretary of Government and Digital Transformation, the Ministry of Foreign Trade and Tourism, the Ministry of Transport and Communications, as well as the Investment Supervisory Body Private in Telecommunications (Osiptel), participated in the dialogue sessions that allowed the design of the roadmap of the Andean Digital Agenda, which has as pillars the Digital Government and Digital Transformation, Infrastructure and Connectivity, Digital Talent, Digital Economy and new technologies for sustainable development and whose implementation will be in charge of the competent entities in each member country.

“In the framework of axis 8 of the General Government Policy that establishes the promotion of a government and digital transformation with equity, we sign this Declaration that will promote international cooperation to strengthen digital government, connectivity, digital talent, electronic commerce and the digital economy in favor of citizens”, said Aníbal Torres, president of the Council of Ministers.

The Declaration was signed at a face-to-face event in Ecuador with the participation of Edwin Arandia, Deputy Minister of Telecommunications of the Ministry of Public Works, Services and Housing of the Plurinational State of Bolivia; Carmen Valderrama, Minister of Information Technology and Communications of Colombia; Vianna Maino Isaías, Minister of Telecommunications and the Information Society of Ecuador and Virgilio Tito Chura, Vice Minister of Communications of the Ministry of Transport and Communications of Peru under the commitment to accelerate the deployment of connectivity infrastructure in the region.

The Presidency of the Council of Ministers digitally signed the Declaration committing to promote the 6 guidelines of axis 8 of the General Government Policy with the aim of taking advantage of emerging technologies, promoting economic reactivation and putting technology at the service of the population.

In accordance with the provisions of Emergency Decree 006-2020, which creates the National Digital Transformation System, the National Digital Transformation Policy is the public policy instrument that determines the guidelines, objectives, standards, actions, services, indicators, activities, goals and those responsible for achieving the country’s digital transformation and guides the country’s digital agenda in accordance with international digital agendas. The commitments of the Andean Digital Agenda will be incorporated into said Policy for its fulfillment in favor of citizens at the national level.
