Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe Durante la reinstalación del grupo de trabajo denominado “Mesa De Diálogo para el Desarrollo Sostenible de la Provincia de Espinar”, que se desarrolló hoy en el Cusco, el presidente del Consejo de Ministros, Aníbal Torres Vásquez, reafirmó el compromiso del Poder Ejecutivo para promover la inversión privada en el país, pero con rostro humano, y siempre que sea responsable con la sociedad y el medio ambiente.
“Hoy en la noble tierra de Espinar demostramos que dialogando comunidades, organizaciones de la sociedad civil, alcaldes y gobierno nacional podemos construir un desarrollo territorial inclusivo y sostenible. Aquí tienen a un gobierno que está al servicio de ustedes; no los vamos a defraudar como lo hicieron otros gobiernos del pasado, además, el presidente Castillo, viene gobernando día a día, al lado de su pueblo”, remarcó el Premier.
El Premier arribó esta mañana a Espinar (Cusco) acompañado por los ministros de Energía y Minas, Carlos Palacios, de Transportes y Comunicaciones, Nicolás Bustamante, y la viceministra de Ambiente, Elizabeth Silvestre, quienes fueron recibidos por el alcalde de la Municipalidad Provincial de Espinar, Lolo Arenas Armendáriz, y el gerente del Gobierno Regional del Cusco, Daniel Maraví.
La reinstalación de la Mesa de Diálogo para el Desarrollo Sostenible de la provincia de Espinar, en el marco de la Resolución Ministerial N. º 032-2021-PCM y sus modificatorias, tiene como fin fortalecer el proceso de diálogo entre las partes; asimismo, coordinar y gestionar eficientemente los acuerdos suscritos desde el año 2012.
En ese sentido, Vásquez detalló que el Gobierno promoverá que se agilicen el cumplimiento de sus acuerdos en los 6 subgrupos de trabajo:
Subgrupo de Trabajo 1: Inversiones y Desarrollo de la provincia de Espinar.
Subgrupo de Trabajo 2: Salud y Metales Pesados, Contaminación Ambiental y Proyectos de Inversión en Saneamiento.
Subgrupo de Trabajo 3: Reformulación del Convenio Marco.
Subgrupo de Trabajo 4: Corredor Minero.
Subgrupo de Trabajo 5: Justicia y Derechos Humanos.
Subgrupo de Trabajo 6: Proyecto Minero Integración Corccohuayco en la provincia de Espinar
“Debo señalar que todos los acuerdos y/o compromisos suscritos entre las partes serán respetados; además, se realizará un seguimiento permanente del mismo por parte de los sectores involucrados del Estado”, remarcó el Premier.
En otro momento, el presidente del Consejo de Ministros invocó a las autoridades a impulsar la ejecución de presupuesto destinado a obras. “Mi pedido amigable a las autoridades es que empecemos la ejecución del presupuesto a tiempo y no después que pasó el medio año. Tenemos que trabajar noche y día, no se puede devolver un centavo en lugares donde hay tanta necesidad”, añadió.
El Premier indicó que el Ministerio de Desarrollo Agrario y Riego (MIDAGRI) en Cusco le dará prioridad número uno a la construcción de represas, “ya que hay que entender que en todos los lugares donde se produce solo en épocas de lluvia es sumamente necesaria la irrigación tecnificada para incrementar la agricultura, la Segunda Reforma Agraria no es una invención es una realidad que todos lo tenemos que impulsar”, remarcó.
ACUERDOS ENTRE EL EJECUTIVO Y AUTORIDADES DE ESPINAR
Las autoridades del gobierno nacional y de la provincia de Espinar, así como representantes de las organizaciones civiles de esta parte del país, suscribieron un acta de acuerdos que establece que los subgrupos de trabajo serán liderados por los ministros de los sectores responsables de los espacios de diálogo.
El documento también indica que los seis subgrupos de trabajo concluirán su labor el 30 de junio del 2022, con posibilidad de ser ampliado por situaciones de fuerza mayor. Asimismo, la provincia de Espinar ratifica en el acta su voluntad de diálogo, paz social y trabajo articulado con el gobierno nacional.

“I must point out that all the agreements and/or commitments signed between the parties will be respected; In addition, there will be a permanent follow-up of the same by the sectors involved in the State, ”said the Premier.
At another time, the president of the Council of Ministers called on the authorities to promote the execution of the budget for works. “My friendly request to the authorities is that we start executing the budget on time and not after half a year has passed. We have to work night and day, you cannot return a penny in places where there is so much need,” he added.
The Premier indicated that the Ministry of Agrarian Development and Irrigation (MIDAGRI) in Cusco will give number one priority to the construction of dams, “since it must be understood that in all the places where it is produced only in rainy seasons, it is extremely necessary to technical irrigation to increase agriculture, the Second Agrarian Reform is not an invention, it is a reality that we all have to promote”, he remarked.
AGREEMENTS BETWEEN THE EXECUTIVE AND ESPINAR AUTHORITIES
The authorities of the national government and of the province of Espinar, as well as representatives of civil organizations in this part of the country, signed a document of agreement that establishes that the working subgroups will be led by the ministers of the sectors responsible for the spaces for dialogue.
The document also indicates that the six working subgroups will conclude their work on June 30, 2022, with the possibility of being expanded due to situations of force majeure. Likewise, the province of Espinar ratifies in the minutes its will for dialogue, social peace and articulated work with the national government.
