El también presidente de la Comisión de Cultura y Patrimonio Cultural, subrayó que la iniciativa reconoce el protagonismo histórico de Los Morochucos en el proceso de la independencia, porque fueron la principal fuerza de apoyo a las luchas emancipadoras desde mucho antes de la llegada de la Expedición Libertadora.

El proyecto aprobado plantea que el Ministerio de Cultura y el Ministerio de Educación, de acuerdo a sus competencias y funciones dispongan las acciones pertinentes para la investigación y difusión con la finalidad de fortalecer la identidad regional los valores del patriotismo y el reconocimiento del aporte y sacrificio de los campesinos en la guerra por la independencia.

Flores Ramírez sostuvo que la ley aprobada hace justicia histórica, al reconocer a un líder indígena de procedencia del Perú profundo en la categoría de héroe, rompiendo una tradición de dos siglos donde los héroes sólo eran criollos o mestizos.

El legislador recordó que Auqui Huaytalla nació en lncaraccay, Pampa Cangallo y desde joven tomó la causa patriota, se enroló a los Morochucos con los que, usando la grandeza y rudeza de la Pampa, hostilizaban a las fuerzas realistas. También participó en varias acciones militares: Huanta, Matará, Pikimachay, Rucurrtachay, Alunhuancay y Atuntocto. La iniciativa fue aprobada con 106 votos a favor y una abstención. Por tratarse de una insistencia no requiere de segunda votación y en los próximos días será promulgada por la presidenta del Congreso, Maricarmen Alva.
