“Estamos comprometidos, y el especial énfasis, en abordar el delito de trata de personas como una política pública con el apoyo de la inteligencia financiera, a fin de avanzar en estrategias de análisis y abordaje del delito que nos permita una respuesta eficaz desde todas las vertientes en que se genera, a fin de tener una sociedad más justa, más solidaria y en igualdad para todos”, manifestó la ministra Dina Boluarte.
En su exposición detalló que el Estado aprobó el 27 de julio de 2021 la Política Nacional frente a la Trata de Personas y sus formas de explotación, siendo la principal herramienta multisectorial que enmarca todos los esfuerzos del Estado, sector privado y la sociedad para prevenir el delito de trata de personas, proteger a las víctimas, y perseguir y sancionar a los autores.
La mayoría de los casos en el Perú tiene como fines la explotación sexual o laboral. En 2021 se registraron más de 2600 víctimas en dichos casos, de las cuales más de 2100 son mujeres, lo que representa el 83 % del total de las víctimas. La mayoría de ellas son mujeres jóvenes (26 % tiene entre 18 a 24 años, y un 31 % entre 25 y 34 años).
La trata de personas está relacionada con economías ilegales o criminales como el narcotráfico, la tala ilegal, minería ilegal y artesanal, entre otras actividades en regiones como Madre de Dios, Puno y Loreto. A través del lavado de activos se busca camuflar e introducir en el libre tránsito financiero las ganancias y/o beneficios ilegales generados por la explotación sexual, explotación laboral, y otras finalidades que tiene el delito. La entidad a cargo de detectar este tipo de operaciones sospechosas es la Unidad de Inteligencia Financiera (UIF), de la Superintendencia de Banca, Seguros y AFP (SBS), que a su vez entrega esta información al sistema de justicia penal.
La vicepresidenta reafirmó la necesidad de contar con una política siempre actualizada, con mejores mecanismos e instrumentos cuantitativos y cualitativos para que la inteligencia financiera permita rastrear las ganancias ilegales de los delitos como la trata de personas, que se expresa en la explotación sexual y laboral. “Es necesario hoy, más que nunca, tener inteligencia financiera para golpear allí en donde más afecta al perpetrador del delito, en su modo de organización financiera”, enfatizó.
En esa lucha, se cuenta con la comisión multisectorial de naturaleza permanente contra la trata de personas y el tráfico ilícito de migrantes, siendo el principal espacio de articulación y coordinación para definir acciones y estrategias de entidades vinculadas en la lucha contra este delito. Cabe anotar que, dicha comisión viene ampliando su conformación para integrar a sectores claves como el Ministerio de Desarrollo e Inclusión Social, el Ministerio de Cultura, Ministerio de Defensa y la Asamblea Nacional de Gobierno Regionales.
Finalmente, la ministra Boluarte saludó la organización del 2.° conversatorio sobre el combate a la trata de personas con fines de explotación sexual, que se realiza en el marco de los preparativos de la 52.ª Asamblea General de la OEA, a llevarse a cabo en la ciudad de Lima en octubre.

The vice president reaffirmed the need to have a policy that is always up-to-date, with better quantitative and qualitative mechanisms and instruments for financial intelligence to track illegal profits from crimes such as human trafficking, which is expressed in sexual and labor exploitation. “It is necessary today, more than ever, to have financial intelligence to hit where it most affects the perpetrator of the crime, in his mode of financial organization,” he emphasized.
In this fight, there is a permanent multisectoral commission against human trafficking and the smuggling of migrants, being the main space for articulation and coordination to define actions and strategies of entities linked to the fight against this crime. It should be noted that said commission has been expanding its composition to include key sectors such as the Ministry of Development and Social Inclusion, the Ministry of Culture, the Ministry of Defense and the National Assembly of Regional Governments.
Finally, Minister Boluarte welcomed the organization of the 2nd roundtable on combating human trafficking for sexual exploitation, which is taking place in the framework of the preparations for the 52nd OAS General Assembly, to be held held in the city of Lima in October.
