Lady Camones Soriano es elegida con 73 votos presidenta del Congreso de la República para el Periodo Anual de Sesiones 2022-2023.

Ella forma parte de la lista de candidatos nro. 1 que alcanzó 73 votos, mientras que la formula encabezada por el congresista Esdras Medina Minaya, obtuvo 52 votos. Hubo tres votos en blancos.


Acompañarán a Camones Soriano en la Mesa Directiva, los legisladores Martha Lupe Moyano Delgado, como primera vicepresidencia; Digna Calle Lobatón, como segunda vicepresidenta; y Wilmar Elera García, en la tercera vicepresidencia.

El resultado se logró en una segunda votación porque ninguna de las cuatro listas que participaron en el primer proceso, alcanzó el número de votos igual o superior a la mayoría simple de congresistas concurrentes.

Cabe indicar que el inciso f) del artículo 12 del Reglamento del Congreso señala que “el resultado de la elección se comunica en forma oficial al presidente de la República y a los demás titulares de la Corte Suprema de Justicia, del Tribunal Constitucional, del Jurado Nacional de Elecciones, de la Fiscalía de la Nación, la Defensoría del Pueblo, y a las instancias regionales y municipales provinciales del país”.

TRAS SER ELEGIDOS EN SEGUNDA VOTACIÓN POR 73 VOTOS, INTEGRANTES DE MESA DIRECTIVA 2022-2023 JURARON A SUS CARGOS
Con un “sí, juro”, la congresista Lady Mercedes Camones Soriano juró esta tarde para ejercer el cargo de presidenta del Congreso de la República para el Periodo Anual de Sesiones 2022-2023.

Lo propio hicieron sus flamantes primera y segunda vicepresidenta Martha Moyano Delgado y Digna Calle Lobatón, respectivamente, mientras que el tercer vicepresidente Wilmar Elera García lo hizo “por Dios, la Patria, su patria chica, Piura, y por su familia”.

PROCESO DE ELECCIÓN
El Congreso de la República eligió, en segunda votación, a su nueva Mesa Directiva para el Período Anual de Sesiones 2022-2023, que será dirigida por la congresista Lady Mercedes Camones Soriano. La acompañarán los legisladores Martha Lupe Moyano Delgado (FP), Digna Calle Lobatón (PP); y Wilmar Elera García (SP), en la primera, segunda y tercera vicepresidencia, respectivamente.

La lista ganadora alcanzó la mayoría de los votos y Soriano Camones se constituyó en la presidente número 348 de la etapa republicana, desde su establecimiento hasta la actualidad.

En efecto, Camones Soriano logró 73 votos a favor, mientras su oponente, Esdras Medina Minaya alcanzó 52 a favor, de los 129 parlamentarios que concurrieron a votar en forma presencial, como había quedado establecido por la necesidad de usar físicamente los votos para el proceso. El resultado también registró cuatro votos en blanco y ninguno viciado.

La sesión, conducida por la saliente titular del Poder Legislativo, Maricarmen Alva Prieto, se desarrolló en un ambiente democrático y de diálogo entre las bancadas.

Inmediatamente después de conocido el resultado del sufragio, Alva Prieto procedió a proclamar a Camones Soriano como la flamante presidente del Poder Legislativo para el periodo 2022-2023.

En una primera vuelta ninguna de las cuatro listas presentadas alcanzó la mayoría simple de los concurrentes, que para el caso era de 65.

La lista N.° 1 encabezada por Camones Soriano alcanzó 50 votos; la N.° 2, por Humberto Acuña Peralta, 23 votos; la 3, por Esdras Medina Minaya, 36 votos y la 4, por Gladys Echaíz de Núñez Ízaga, 16 votos; uno en blanco y dos viciados.

El artículo 12 del Reglamento del Congreso inciso d) señala que en el caso de que ninguno de los candidatos hubiere alcanzado un número de votos igual o superior a la mayoría simple se efectúa una segunda votación entre las dos listas con mayor número de votos. Se proclama a los candidatos de la lista que obtuviera mayor votación.

Los congresistas César Revilla Villanueva (FP) y Pasión Dávila Atanacio (BMCN) fueron convocados como escrutadores del proceso, quienes firmaron cada una de las cédulas de votación y verificaron el cómputo de los votos.

RETIRARON TACHA
Previo al inicio del proceso de elección se dio lugar la presentación de una tacha planteada por la bancada de Renovación Popular, a través de su vocero Jorge Montoya Manrique, contra la lista N.° 3 encabezada por uno de sus integrantes Esdras Medina Minaya por integrar otra lista sin autorización de ese grupo.

Por su lado, el candidato aludido, se manifestó sorprendido y dijo cumplir con el reglamento interno que establece que el aspirante a la mesa directiva debe pertenecer a una bancada y que él seguía perteneciendo a una. Pidió declarar inadmisible la tacha y respetar su derecho a elegir y ser elegido.

En el debate que se desarrolló, coincidieron los parlamentarios de algunas bancadas en la necesidad de privilegiar lo que estipula la Constitución y el derecho democrático de elegir y ser elegidos. Así lo sostuvieron los legisladores Nivardo Tello Montes (BMCN), German Tacuri Valdivia (BMCN), Guido Bellido Ugarte (PL), Pedro Martínez Talavera (AP) y Elvis Vergara Mendoza (AP), entre otros.

Finalmente, el impase fue superado cuando Montoya Manrique retiró la tacha para permitir la continuación del proceso eleccionario, y dejar claro que a nivel interno actuarían después en el caso de Medina Minaya.

PROCESO HISTORICO, CUATRO LISTAS POSTULARON
En el proceso participaron cuatro listas, el mayor número de candidatos de los últimos tiempos, que se caracterizó por la presentación mayormente de dos listas.

La N.° 1 estuvo integrada por Lady Mercedes Camones Soriano (APP), a la presidencia; Martha Lupe Moyano Delgado (FP), a la primera vicepresidencia; Digna Calle Lobatón (PP), a la segunda vicepresidencia; y Wilmar Elera García (SP), a la tercera.

La N.° 2 la estuvo conformada por Héctor Acuña Peralta (APP), a la presidencia; José María Balcázar Zelada (PB), a la primera vicepresidencia; Ruth Luque Ibarra (CDJPP) a la segunda; y Luis Roberto Kamiche Morante (PD), a la tercera.

La N.° 3 por Esdras Ricardo Medina Minaya (RP), a la presidencia; Waldemar José Cerrón Rojas (PL) a la primera vicepresidencia; Ilich Fredy López Ureña (AP), a la segunda; y Jhakeline Katy Ugarte Mamani (BMCN), a la tercera vicepresidencia.

La N.° 4, por Gladys Margot Echaíz de Núñez Ízaga (RP), a la presidencia; Adriana Josefina Tudela Gutiérrez (Avanza País), a la primera vicepresidencia; José Ernesto Cueto Aservi (RP), a la segunda vicepresidencia; y Alejandro Enrique Cavero Alva (Avanza País), a la tercera vicepresidencia.

La sesión del Pleno se inició a las 10.39 horas con la asistencia de 122 congresistas en ese momento. El quorum era de 65.

EN SU DISCURSO DE ORDEN PRESIDENTA DEL PARLAMENTO, LADY CAMONES SEÑALA QUE SU GESTIÓN ESTARÁ SUSTENTADA EN EL DIÁLOGO Y EL CONSENSO

En respuesta al momento crítico que vive el país en estos momentos en los ámbitos político, social y económico, la congresista Lady Camones Soriano (APP), inmediatamente después de asumir la Presidencia del Congreso de la República para el Período Anual de Sesiones 2022-2023, reafirmó su compromiso en la lucha contra la corrupción, caiga quien caiga.

“Vamos a ser drásticos en el combate a la corrupción que impide que el Estado atienda las demandas de los sectores más necesitados de la población: el agua, la salud, la educación, la alimentación y la seguridad. Desde aquí decimos con toda claridad: no a la corrupción, ni a la impunidad, ni a los blindajes que los peruanos rechazan con toda justicia”, manifestó Camones en su discurso de orden de asunción al cargo.

Lo dijo en referencia a la confirmación de la noticia sobre la entrega de un importante exalto funcionario del Gobierno (Bruno Pacheco) sobre quien pesan graves y comprometedoras acusaciones de corrupción.

“Sobre este caso en particular, felicito a la Fiscalía de la Nación y al equipo fiscal y policial que ha logrado esta entrega. Vamos a esperar con la debida ponderación los primeros resultados de las investigaciones. Y vamos a colaborar en todo lo que sea necesario con el Ministerio Público, para el logro de los resultados que el país espera”, dijo la legisladora.

Camones Soriano manifestó su deseo de responder a las expectativas de los 33 millones de peruanos que esperan de la clase política.

“Hoy, el Congreso enfrenta un gran desafío frente a la mayoría de los peruanos que demandan que asumamos con mayor ímpetu, profundidad y compromiso, los retos urgentes que enfrenta el país. El pueblo exige más de nosotros, en estas horas difíciles. Soy plenamente consciente de eso, y por ello, mi palabra de honor y compromiso de que, trabajaré minuto a minuto durante mi gestión para fortalecer esa confianza que con justicia se nos demanda”, apuntó.

En ese contexto, y a través del diálogo y el consenso que espera impulsar, Camones adelantó los temas que serán incluidos en la Agenda Legislativa que desarrollará durante este año de gestión; entre ellas, dijo que se continuará con la reforma política y promover iniciativas legislativas orientadas a la reactivación y crecimiento del empleo.

“Consideramos que es urgente poner en agenda del Pleno las iniciativas legislativas que estén relacionadas con la reactivación económica, la generación del empleo y la seguridad ciudadana”.


Camones Soriano reconoció la necesidad de trabajar en seguridad jurídica y la seguridad física de todos los peruanos. Por tal motivo, sostuvo que en su gestión se priorizará realizar “Plenos de seguridad ciudadana”, invitando a todos los actores para lograr acuerdo y apoyarlos con las medidas legislativas necesarias.

“La seguridad ciudadana es reclamada en todos los confines del país, y a eso debe abocarse el esfuerzo del Congreso. La integridad física y la propiedad que las personas obtienen con años de trabajo, deben ser amparadas por la ley y con un óptimo desempeño de la administración de justicia y de la Policía Nacional del Perú”, anotó.

También tendrá especial atención temas relacionados con la violencia contra la mujer, así como la elección del defensor de Pueblo.

Finalmente, dijo que el trabajo legislativo irá de la mano con la función de fiscalización y de control político en aras de un correcto equilibrio de poderes.

With a “yes, I swear”, Congresswoman Lady Mercedes Camones Soriano was sworn in this afternoon to hold the position of President of the Congress of the Republic for the Annual Period of Sessions 2022-2023.

ELECTION PROCESS
The Congress of the Republic elected, in a second vote, its new Board of Directors for the Annual Session 2022-2023, which will be led by Congresswoman Lady Mercedes Camones Soriano. IN HER PARLIAMENT PRESIDENT’S ORDER SPEECH, LADY CAMONES POINTS OUT THAT HER MANAGEMENT WILL BE BASED ON DIALOGUE AND CONSENSUS

In response to the critical moment that the country is currently experiencing in the political, social and economic spheres, Congresswoman Lady Camones Soriano (APP), immediately after assuming the Presidency of the Congress of the Republic for the Annual Period of Sessions 2022-2023 , reaffirmed its commitment to the fight against corruption, whoever falls.

“We are going to be drastic in the fight against corruption that prevents the State from meeting the demands of the most needy sectors of the population: water, health, education, food and security. From here we say clearly: no to corruption, nor to impunity, nor to the shields that Peruvians reject with all justice”, Camones said in his speech ordering his assumption of office.

He said this in reference to the confirmation of the news about the delivery of an important former government official (Bruno Pacheco) who is facing serious and compromising accusations of corruption.

“Regarding this particular case, I congratulate the National Prosecutor’s Office and the prosecutorial and police team that has achieved this delivery. We will wait with due consideration for the first results of the investigations. And we are going to collaborate in everything that is necessary with the Public Ministry, to achieve the results that the country expects”, said the legislator.

Camones Soriano expressed his desire to respond to the expectations of the 33 million Peruvians who expect from the political class.

“Today, Congress faces a great challenge from the majority of Peruvians who demand that we assume with greater impetus, depth and commitment, the urgent challenges facing the country. The people demand more from us, in these difficult times. I am fully aware of this, and therefore, my word of honor and commitment that I will work minute by minute during my administration to strengthen that trust that is justly demanded of us,” he said.

In this context, and through the dialogue and consensus that he hopes to promote, Camones advanced the issues that will be included in the Legislative Agenda that he will develop during this year of management; among them, he said that the political reform will continue and promote legislative initiatives aimed at the reactivation and growth of employment.

“We consider that it is urgent to put legislative initiatives related to economic reactivation, job creation and citizen security on the Plenary’s agenda.”


Camones Soriano recognized the need to work on legal security and the physical security of all Peruvians. For this reason, he maintained that his management will prioritize holding “Plenary Sessions on Citizen Security”, inviting all the actors to reach an agreement and support them with the necessary legislative measures.

“Citizen security is demanded in all corners of the country, and that is what the effort of Congress should focus on. The physical integrity and property that people obtain with years of work must be protected by law and with optimal performance by the administration of justice and the National Police of Peru,” he noted.

It will also pay special attention to issues related to violence against women, as well as the election of the Ombudsman.

Finally, he said that the legislative work will go hand in hand with the function of oversight and political control for the sake of a correct balance of powers.
